is a true and correct copy of an ordinance of said City
and was introduced at a regular meeting of
the City Council of the City of San Rafael, held on the

required by City Charter in the Independent -Journal
a newspaper printed and published in the City of San Rafael
and passed and adopted as an ordinance of said City at a
regular meeting of the City Council of said City
held on the seventh day of January , 1980, by the

ORDINANCE NO. 1361
AN URGENCY ORDINANCE OF THE CITY OF SAN RAFAEL
AMENDING TITLE 6 OF THE SAN RAFAEL MUNICIPAL CODE
BY ADDING A NEW SECTION 6.10.030 (LEASH LAW)
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL DO ORDAIN AS FOLLOWS:
DIVISION 1. Title 6 of the San Rafael Municipal Code is
hereby amended by adding Section 6.10.030 "Leash Law", to read in
its entirety as follows:
6.10.030 Leashing of Dogs Required. (a) Except as pro-
vided in subsection (b) of this Section, no owner or keeper of a dog
shall allow or permit such dog, whether licensed or unlicensed, to be
or run at large in or upon any public place or premises, or in or upon
any private place or premises other than those of the owner or keeper
except with the consent of the person in charge of said private place
or premises, unless such dog is securely restrained by a substantial
leash of reasonable length. The dog or dogs shall be under the control
of a responsible person at all times.
(b) The owner or keeper of a dog or dogs shall be permitted
to let said dog or dogs to run or be trained, under his immediate voice
and sight control, at the northeasterly side of the Marin County Civic
Center Lagoon in areas so posted.
DIVISION 2. This Ordinance is an Urgency Ordinance for the
needed preservation of the public peace, health, or safety within the
meaning of Government Code Section 26123 and shall go into effect im-
mediately. The facts constituting such necessity are as follows:
Title 6 of the San Rafael Municipal Code was repealed and reenacted
as the Marin County Animal Control Ordinance, Sections 6.10.010 and
6.10.050. Said Sections did not contain leash law provisions and in
the absence of same, it is necessary to reenact these provisions so
that proper animal control can be maintained within San Rafael.

ORDINANCE NO. 1361
The above and foregoing Ordinance No. 1361 was adopted as
an Urgency Ordinance of the City of San Rafael at a regular meeting of
the City Council of San Rafael held on the 7th day of January
1980, by the following vote, to wit:
AYES: COUNCILMEMBERS: Breiner, Jensen, Miskimen, Nixon & Mayor Mulryan
NOES: COUNCILMEMBERS: None
