Ku a City Manager Approval: Program Supervisor TOPIC: Camp Chance 2016 — "Bringing Cops and Kids Together" SUBJECT: Resolution of the San Rafael City Council approving and supporting Camp Chance 2016. RECOMMENDATION: Staff recommends the Council adopt a resolution approving and supporting Camp Chance 2016. BACKGROUND: In 1999, the San Rafael Police Department, through its Youth Services Bureau, created a one-week summer camp, called "Camp Chance" (Project #31054) for at -risk and underserved youth ages eleven through thirteen living in our community. Camp Chance continues to grow and we have raised over $72,000 to date. Children participate in traditional camping activities, such as swimming, hiking and nature studies. In addition, they are given the opportunity to create and foster rapport with peace officers in a personal and relaxed setting, and this rapport historically has continued to flourish when the children return home. In 2004, the Marin County Sheriff's Office joined the San Rafael Police Department in presenting the program and the number of campers has grown substantially. In 2008, SRPD and MCSO partnered with the Marin County Office of Education and selected Walker Creek Ranch, a Marin County Office of Education facility, to host Camp Chance. We are returning to this venue which allows us to offer children a superior environment and camping experience for a lower cost. Camp Chance will be held July 11 — 15, 2016 and a minimum of 75 youth will attend at the cost of $760 per child. Since 2004, Camp Chance has been funded through donations of time and money; all donated money is dedicated directly to cover the cost of sending children to camp. ANALYSIS: Camp Chance creates an opportunity for community partnership between at -risk youth and law enforcement and does not place a financial burden on the City of San Rafael. Moreover, it reduces juvenile crime by offering these youth a structured and challenging, but enjoyable, overnight summer camp experience that builds rapport and trust with law enforcement. FOR CITY CLERK ONLY File No.: 9-3-30 Council Meeting: 06/20/2016 Disposition: Resolution 14138 SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page: 2 COMMUNITY OUTREACH: According to the 2010 US Census, almost 25% of families in San Rafael have incomes below the federal poverty level. The majority of children who attend Camp Chance are Latinos from low income homes. Over 920 youth from all over Marin and Sonoma County have benefited from this enriching camping program since its inception in 1999. Middle schools throughout Marin County nominate children and we announce the program on our Camp Chance Facebook page. We now enjoy brand recognition and also receive calls directly from parents asking that their children be considered for Camp Chance. We strive to keep older children who have aged out from the program involved by offering counselor -in -training (CIT) volunteer positions for kids 15 — 17 years old and hiring camp counselors for alumni over the age of 18. FISCAL IMPACT: There is no fiscal impact to the City of San Rafael. Donations supporting Camp Chance and program expenses are recorded in the City's Police Youth Services Fund. RECOMMENDED ACTION: That the City Council adopt the resolution approving and supporting Camp Chance.
