City do hereby certify that the foregoinq Charter
Ordinance No. 1271 entitled:
AN URGENCY ORDINANCE OF THE CITY OF SAN RAFAEL
AMENDING TITLE 5, CHAPTER 5.60, SECTION 5.60.068,
TEN HOUR PARKING METER ZONES, AND SECTION 5.60.070,
TWO HOUR PARKING METER ZONES, BY ADDING THERETO
ADDITIONAL PARKING LOT FACILITIES.
is a true and correct copy of an ordinance of said City;,
and was introduced at a regular meetinq of
the City Council of the City of San Rafael, held on the 6th
day of September, 1977. Published as re-
quired by City Charter in the Independent Journal ,
a newspaper printed and published in the City of San Rafael
and passed and adopted as an ordinance of said City at a
regular meeting of the City Council of said City
held on the 6th day of September, 1977 by the
following vote, to -wit:
Ayes: Councilmen: Miskimen, Mulryan, Nixon and Vice Mayor Jensen
Noes: Councilmen: None

ORDINANCE NO. 1271
AN URGENCY ORDINANCE OF THE CITY OF SAN RAFAEL AMENDING TITLE 5,
CHAPTER 5.60, SECTION 5.60.068, TEN HOUR PARKING METER ZONES,
AND SECTION 5.60.070, TWO HOUR PARKING METER ZONES, BY ADDING
THERETO ADDITIONAL PARKING LOT FACILITIES.
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL DO ORDAIN AS FOLLOWS:
DIVISION 1. Chapter 5.60 of Title 5, Section 5.60.068 is
hereby amended by adding the following subsection:
Section 5.60.068: Ten hour parkinq meter zones.
(c) The parking limits for nine (9) parking spaces upon
Parcels 13 and 14, Block 271, County Assessor's Map Book 11
as revised, being the municipal parking lot in the vicinity
of the northeast corner of Third Street and Lootens Place
are fixed at the period of ten (10) consecutive hours.
Parking meters, when installed for these nine (9) spaces
in the municipal parking lot in the vicinity of the north-
east corner of Third Street and Lootens Place shall be so
adjusted as to show in addition to the matters set forth in
Section 5.60.060, legal parking for an additional nine
hours or fraction thereof, upon and after the deposit of
United States coins in the amount of a five cent coin or
from one to five additional United States one cent coins
for parking upon said portions of the parking lots for
each additional consecutive hour or portion thereof.
DIVISION 2. Chapter 5.60 of Title 5, Section 5.60.070 is
hereby amended by adding the following subsection:
Section 5.60.070: Two hour parking meter zones.
(c) The parking limits for twenty-eight (28) parking
spaces upon Parcel 13 and 14, Block 271, County Assessor's
Map Book 11 as revised, being the municipal parking lot
in the vicinity of the northeast corner of Third Street
and Lootens Place are fixed at the period of two (2)
consecutive hours.
Parking meters, when installed for these twenty-eight
(28) spaces in the municipal parking lot in the vicinity
of the northeast corner of Third Street and Lootens
Place shall be so adjusted as to show in addition to
the matters set forth in Section 5.60.060, legal parking
for an additional second consecutive hour or fraction
thereof, upon and after the deposit of United States
coins in the amount of a five cent coin or from one to
five additional United States one cent coins for parking
upon said portions of the parking lots for each additional
consecutive hour or portion thereof.
DIVISION 3. This ordinance is an Urgency Ordinance for
the immediate preservation of the public peace, health, or
safety within the meaning of Government Code Section 25123 and
shall go into effect immediately. The facts constituting such

necessity are: The citizens of the City of San Rafael are being
denied access to public parking in the downtown area and, in turn,
inordinate traffic problems have resulted. By adding this and
other metered parking lots, traffic circulation is to be improved.
DIVISION 4. If any section, subsection, sentence, clause, or
phrase of this Ordinance is for any reason held to be invalid, such
decision shall not affect the validity of the remaining portions of
this Ordinance. The Council hereby declares that it would have
adopted the Ordinance and each section, subsection, sentence,
clause, or phrase thereof, irrespective of the fact that any one or
more sections, subsections, sentences, clauses, or phrases be
declared invalid.

The above and foregoing Ordinance No.1271 was adopted as an
Urgency Ordinance of the City of San Rafael at a regular meeting of
the City Council of San Rafael held on the 6th day of September,
1977 by the following vote, to wit:
AYES: COUNCILMEN: Miskimen, Mulryan, Nixon and Vice -Mayor Jensen
NOES: COUNCILMEN: None
ABSENT: COUNCILMEN: Mayor Bettini
