ORDINANCE NO. 1206
AN URGENCY ORDINANCE OF THE CITY OF SAN RAFAEL APPROVING
THE ANNEXATION TO THE CITY OF SAN RAFAEL OF CERTAIN
INHABITED TERRITORY DESIGNATED AS "SAN RAFAEL MEADOWS
ANNEXATION", ON THE 1ST DAY OF DECEMBER, 1975
WHEREAS, pursuant to the provisions of the Annexation Act
of 1913, and pursuant to Resolution 5005 adopted by the City Council
of the City of San Rafael on the 5th day of August, 1975, a Special
Municipal Election was held on the 4th day of November, 1975, in in-
habited territory contiguous to the City of San Rafael designated
as "San Rafael Meadows Annexation" and which is hereinafter more
particularly described as set forth in Exhibit "A" attached hereto
and incorporated herein by reference as though fully set forth; and
WHEREAS, at said Special Municipal Election the following
question was submitted to the qualified electors residing in said
territory:
SHALL THE TERRITORY KNOWN AND DESIGNATED AS THE
"SAN RAFAEL MEADOWS ANNEXATION" BE ANNEXED TO THE
CITY OF SAN RAFAEL, AND THE PROPERTY IN SUCH TER-
RITORY BE, AFTER SUCH ANNEXATION, SUBJECT TO TAX-
ATION EQUALLY WITH THE PROPERTY WITHIN THE CITY OF
SAN RAFAEL TO PAY THE ENTIRE BONDED INDEBTEDNESS OF
THE CITY OF SAN RAFAEL OUTSTANDING OR AUTHORIZED AT
THE DATE OF THE FIRST PUBLICATION OF NOTICE OF ELEC-
TION, FOR THE ACQUISITION, CONSTRUCTION OR COMPLETION
OF MUNICIPAL IMPROVEMENTS, EXCEPTING THEREFROM THE
CITY OF SAN RAFAEL GENERAL OBLIGATION SEWER BONDS,
APRIL 21, 1971 ISSUE?
WHEREAS, in the canvass of the returns of the votes cast
at the Special Municipal Election it is certified that a majority of
all votes cast in said territory approved the annexation and the as-
sumption of the bonded indebtedness excluding the San Rafael General
Obligation Sewer Bonds, April 21, 1971 Issue; and
WHEREAS, the Special Municipal Election and all proceedings
relating thereto have been conducted strictly in accordance with law;
and

WHEREAS, this Urgency Ordinance relates to the aforesaid
Special MuniciFal Electicn; and
WHEREAS, the residents of San Rafael Meadows Annexation
do not presently have min-Lnum fire protection and police services
under the County of Marin; and
WHEREAS, the City of San Rafael will make available more
firemen and fire protection equipment, and more police services, to
provide adequate fire protection and police services to resi-
dents of San Rafael Meadows Annexation; and
WHEREAS, all conditions required by the Marin County Local
Agency Formation Commission have been accomplished.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
DO ORDAIN AS FOLLOWS:
1. That the annexation of inhabited territory contiguous
to the City of San Rafael designated as "San Rafael Meadows Annexa-
tion" be and the same hereby is approved upon the terms contained
in the aforesaid question which was submitted at the Special Municipal
Election held on the 4th day of November, 1975. Said territory is
described in Exhibit "A" attached hereto.
2. This Ordinance is hereby declared to be an Urgency
Ordinance and is required for the immediate preservation of the
public peace, health, safety, and general welfare of the City of
San Rafael, its residents, and the residents of the San Rafael
Meadows Annexation for the reasons set forth above.

Urgency
The above and foregoing/Ordinance No. 1206 was adopted
as an Ordinance of the City of San Rafael at a regular meeting of
the City Council of San Rafael held on the 1st day of December ,
1975, by the following vote, to -wit:
AYES: COUNCILMEN: Jensen, Miskimen, Mulryan, Nixon and Mayor Bettini

DESCRIP'T'ION OF SAN RAFAEL MEADOWS
A�N1T-XAT I ON TO THE CITY OF SAN RA FAEL
Beginning at a point on the existing San Rafael City limit line, said point
being the intersection of the courses S 56° 34' 30" IV and N 7° 57' 00" 1V,
287.39 feet; said intersection being the most southerly corner of the parcel
described in Book 1758 of Deeds, at page 429, Marin County Records; thence
leaving said existing San Rafael City Limit line, and proceeding N S6° 34'
30" E, 330.45 feet to the westerly line of Ranchitos Road, said point being the
most northerly corner of Lot 21 as'shoi,m on Record of Survey, Book 2, page 116,
Amended Record of Survey of Los Ranchitos, Aurin County Records; thence along
the westerly line of Ranchitos Road, along a curve to the right with a radius
of 970 feet for a distance of 51.767 feet, as said line is described in Book
192 of Deeds, at pave 20, Marin County Records; thence S 89° SS' E, 60 feet
more or less to a point on the easterly line of Ranchitos Road, said point
being 30 feet easterly of the intersection of the centerline courses R=1000
feet, L=250.75 feet, and S 0° 05' IV, 269.79 feet, as said centerline is de-
scribed in Book 192 of Deeds, at pave 20; thence along said easterly right of
way line as described by the roach -jay centerline, S 00 05' IV, 269.79 feet;
thence along a curve to the left, tangent to said last named course, udth a
radius of 1040 feet for a distance of 1482.06 feet; thence S 83° 46' E, 722.69
feet; as said course is described in Book 192 of Deeds, at page 20; thence
along said right of way, curving southeasterly to the right along a curve with
a radius of 1660 feet for a ciistaD ce of 1126.5; feet Pore or less; tl�ence con-
tinuing along the northerly line of Ranchitos Road, 60 feet northerly of the
centerline, as said northerly line is described by the centerline description
commencing at a point on the centerline kno-,n as Sta "LI" 877+04.87 P.T.; thence
S 390 42' E, 359.10 feet; thence curving to the left tangent to said last
named course with a radius of 300 feet for a distance of 421.06.feet; thence
N S90 53' E, SO feet more or less to a jwint of intersection of the following
two courses: S 610 01' 06" ,V, 65.00 feet and S 28° S8' 54" E, 119.99' as said
courses are shown on the State of California, Highway 101, Right of Way Record
map, R.87.7, said point of intersection being on said State of California
Right of thence leaving the northerly line of R,anchitos Road and crossing
to the southerly line thereof, along said State of California Right of Way, S 28°
58' S4" E, 119.99 feet; thence S -51° O1' 06"14, 49.35 feet; thence leaving said
right of way, S 40° S3' S4" E, 70 feet more or less to intersect the course,
N 660 30' E, 198.0 feet, said course being on the existing San Rafael City Limit
line; thence proceeding northeasterly, northti;esterly and southeasterly along the
existing San Rafael City Limit 1-bie to the point of beginning.
Parcel contains approximately 210 acres.
