ORDINANCE NO. 1216
AN ORDINANCE AMENDING TITLE 12 OF THE SAN RAFAEL
MUNICIPAL CODE BY DELETING CHAPTER 12.04 FIRE ZONES
AND AMENDING CHAPTER 12.12 UNIFORM BUILDING CODE.
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL DO ORDAIN AS FOLLOWS:
DIVISION 1. Chapter 12.04 entitled "Fire Zones" is hereby deleted.
DIVISION 2. Section 12.12.020 entitled "Amendments Made in the Uniform
Building Code" is hereby amended by adding thereto the following:
Sec. 504(b) is amended by changing first paragraph to read "Exterior
walls shall have fire resistive and opening protection and percentage
of openings permitted as setforth in Table 5-A and 5-E, Part III and
in accordance with such additional provisions as are setforth in
Part IV, Part V and Part VII. Distances shall be measured at right
angles from the property line. The above provisions shall not apply
to walls at right angles to the property line". Delete last paragraph
of Sec. 504(b).
Sec. 505(a) is amended to read: (a) Type I or II buildings. The combined
floor areas of the three largest successive floors of a Type I or
Type II building shall not exceed the limits setforth in Table No. 5-C
except as provided in Sec. 506.
Sec. 505(b) is amended to read:(b) Type III, IV or V Buildings. The
combined floor areas of all floors of a Type III, IV or V building shall
not exceed the limits setforth in Table 5-C except as provided in Section
506.
Sec. 506(c) is amended to read: (c) Basement and Cellars. Basement and
cellar floor areas need not be included in calculating the total allowable
floor areas provided such basement or cellar does not qualify as a story.
Sec. 506 is amended to read:
General. The basic floor area specified in Section 505 may be increased
by one or more of the following:
1. Separation and wall exposure. An increase in floor area may he
permitted based upon building separation and expo,,ure of exterior walls or
area separation walls. To determine the maximum allowable area
permitted by this section, add the deficiency points for each ex-
terior wall or area separation wall as determined from Table 5-E,
multiply the basic allowable area from Table 5-C by the corres-
ponding multiplier from the following:

2. The floor area permitted in Table 5-C may be increased 7 times if
the building is provided with an automatic fire extinguishing system through-
out. This area increase shall not apply when said system is installed under
one of the following provisions:
a. Sec. 3802 (b) Group E, Divisions 1, 2 and 3 occupancies.
b. As substitution for one-hour fire resistive construction
pursuant to Sec. 508.
3. The permitted floor area may be increased 50% when the building is
provided with an approved automatic fire detector system.

4. Unlimited areas. The area of any F or G occupancy shall not be
limited if the building is provided with an approved fully supervised
automatic fire extinguishing system throughout and entirely surrounded
and adjoined by open areas not less than 60 feet in width, of which
20 feet must be a paved surface.
Table 5-A is amended to read.
Table 5-C is amended to read.
A new Table 5-E is adopted to read.
Chapter 16 entitled "Restrictions in Fire Zones" is hereby deleted.
Sec. 1704 is amended to read; Roof covering shall be fire retardant.
Exceptions:
1. Detached I and J occupancies may have ordinanary roof covering as
specified in Sec. 3203(f) when no part of the roof is within
three feet (3') of a property line.
2. H and attached I occupancies may have ordinary roof covering when
all parts of the roof are at least ten feet (10') from a property
and the total roof area (measured on a flat plane) does not ex-
ceed 4500 square feet.
3. H occupancies and attached I occupancies of Type III and V con-
struction may have special purpose roofs of No. 1 cedar or redwood
shakes or shingles constructed in accordance with U.B.C. Standard
32-14 or Class C roof covering complying with U.B.C. Standard
32-7 when all parts of the roof are at least ten feet from a property
line.
4. B-3, B-4, F-1, and 2 and C occupancies of Type III and V con-
struction may have roofs complying with exception 3 when no part
of the roof extends into an area where openings in exterior walls
are required to be protected.
Sec. 1710 is amended by changing "Exceptions" to read
EXCEPTIONS:
1. For Type III and V construction, when projecting from walls re-
quired to be fire resistive, such projections may be:
a. Combustible one hour fire resistive construction.
b. Heavy timber throughout protection with an approved automatic
fire sprinkler system.

c. Heavy timber of pressure treated fire retardent wood, provided
the roof deck is not a weather exposed surface.
2. In Type III and V construction when projecting beyond walls having
no required fire resistive rating may be of unprotected combustible
construction.
Sec. 1803 is amended to read: Exterior walls and all structural
members shall comply with the fire resistive requirements specified in Sec-
tion 504, Table 5-A and Table 17-A.
Sec. 1804(b) is amended to read:
(b) Mezzanine Floors. Mezzanine floors shall be of non-combustible
materials as approved for one-hour fire resistive construction
or of heavy timber as specified for floors in Section 2006(e).
Not more than two mezzanine floors shall be in any room of a
building. No mezzanine floor or floors shall cover more than
one-third of the floor area of any room.
Sec. 1903 is amended to read the same as Sec. 1803.
Sec. 2003(a) and exception #1 are amended to read: Sec. 2003(a) Exterior
Walls. Exterior walls shall be constructed of non-combustible materials and
shall comply with the fire -resistive requirements set forth in Sec. 504,
Table 5-A and Table 17-A.
EXCEPTIONS:
1. Non-bearing walls fronting on streets or yards having a width
of 40 feet may be of unprotected non -combustive construction.
Section 2103 is amended by deleting exceptions.
Section 2203 is amended by deleting exceptions.
Section 5209(b)2 is amended by deleting exception.

DIVISION 3. If any section, subsection, sentence, clause or phrase of
this Ordinance is for any reason held to be invalid, such decision shall not
affect the validity of the remaining portions of this Ordinance. The Council
hereby declares that it would have adopted the Ordinance and each section, sub-
section, sentence, clause or phrase thereof, irrespective of the fact that any one
or more sections, subsections, sentences clauses or phrases be declared invalid.
DIVISION 4. This Ordinance shall be published once in full before its
final passage in the Independent -Journal, a newspaper of general circulation,
printed, published, and circulated in the City of San Rafael, and shall be in
full force and effect thirty (30) days after its final passage
