1. JOINT PUBLIC HEARING ON AMENDED AND RESTATED REDEVELOPMENT PLAN FOR
THE CENTRAL SAN RAFAEL REDEVELOPMENT PROJECT (RA) - File R-140 XII
Mayor Mulryan opened the public hearing.
Assistant Executive Director of the Redevelopment Agency, Jake Ours,
gave a backgzound report, stating that on June 5, 1989, the Redevelopment
Agency had authorized the prepareation of an a:meridment to the Redevelop-
ment Plan. He stated that the Plan has been prepared with the provisions
of State Law, which also requires that the Agency and Council hold
a meeting to take public input on the Amended and Restated Redevelopment
Plan. He added that no action is required at this joint meeting other
than taking testimony and public input, and that at the end of this
meeting the City Council will convene and consider action on the Plan.
Mr. Ours stated that the Plan has been reviewed by the Citizens Advisory
Committee and the Planning Commission, and all property owners within
the Redevelopment area have been notified of this meeting. He noted
that this amended Plan brings the Redevelopment Plan into conformance
with the City's General Plan.
Mayor Mulryan established that there are no substantive changes in
the Plan, but that the amendments are simply for conformance with
the General Plan. Mr. Ours agreed that there are no substantive changes.
Agencv Attornev Lee Rosenthal informed the Council/Agency that these
plans have been available to the public since August 21st. He noted
that notices of the meeting were published for three successive weeks
in the Independent Journal, as well as the mailings to property owners
by certified mail. The County and school districts were also notified,
and proofs of publication have also been provided for the record.
There being no public input, the public hearing was closed.
Mayor Mulryan noted that action will be taken on this item when the
City Council convenes.
There being no further action, the meeting was adjourned.
