REQUEST TO PLACE DISCUSSION OF COUNTYWIDE MEASURE A, NUCLEAR FREE ZONE ON
COUNCIL AGENDA - File 9-4
Lois Wise, Attorney in Marin County, asked that Measure A (Nuclear Free
Zone) be placed on the agenda of November 3, 1986. Vice -Mayor Breiner advised
Ms. Wise that it is Council policy to not take action on Statewide measures;
however, she indicated Ms. Wise could submit whatever material they have
to Council for review to determine whether to place the item on the agenda.

11. REQUEST FOR AUTHORIZATION TO CALL FOR BIDS FOR TERRA LINDA RECREATION
CENTER RENOVATION PROJECT AND APPROVAL OF ALLOCATION OF $120,000 FROM
THE CITY PARK AND RECREATION FACILITIES FUND FOR THE PROJECT (Rec) -
File 4-1-404 x 8-5 x 9-10-2
Donald Streeper, Recreation Supervisor stated that staff recommended
that Bedroom Tax money be used for renovation of the Terra Linda
Recreation Center at this time, and that the $120,000 due in July 1987
from the 1986 State Park Bond Grant be applied to Gerstle and Albert
Park projects.
Councilmember Nave moved and Councilmember Frugoli seconded, to approve
staff recommendation to call for bids and allocate $120,000 as recommend-
ed for Alternative 2, to complete both Phases this winter by allocat-
ing Bedroom Tax Funds to the project and allocating the 1986 State Park
Bond Grant to the next highest priority park and recreation facilities
improvement projects for next year.

12. SECOND READING AND FINAL ADOPTION - ORDINANCE NO. 1532 - ORDINANCE
CLARIFYING AND AMENDING VARIOUS BUILDING CODES ADOPTED UNDER ORDINANCE
NO. 1517 (PW) - File 1-6-1 x 1-6-2 x 1-6-3 x 1-6-5 x 1-6-6 x 1-6-7
x 9-3-32
The title of the Ordinance was read:
"AN ORDINANCE OF THE CITY OF SAN RAFAEL CLARIFYING AND AMENDING ORDINANCE
1517 AMENDING TITLE 12 OF THE MUNICIPAL CODE OF THE CITY OF SAN RAFAEL,
AMENDING THAT SECTION PERTAINING TO 'RIGHT OF ENTRY' IN CHAPTER 12.12
'UNIFORM BUILDING CODE', CHAPTER 12.14 'UNIFORM MECHANICAL CODE', CHAPTER
12.16 'UNIFORM PLUMBING CODE', CHAPTER 12.20 'ELECTRICAL CODE', CHAPTER
12.26 'UNIFORM HOUSING CODE', CHAPTER 12.28 'UNIFORM CODE FOR THE ABATE-
MENT OF DANGEROUS BUILDINGS', AND CHAPTER 12.32 'UNIFORM SWIMMING POOL,
SPA, AND HOT TUB CODE', AND ALSO AMENDING CHAPTERS 12.14 AND 12.20 BY
RENUMBERING CERTAIN SECTIONS THEREIN"
Councilmember Frugoli moved and Councilmember Nave seconded, to dispense
with the reading of the Ordinance in its entirety, to refer to it by
title only, and adopt Charter Ordinance No. 1532 by the following vote,
to wit:

ADD ITEM
1. NOISE FROM SOUNDWALL ALONG HIGHWAY 101 - File 11-16
Vice -Mayor Breiner indicated that residents of the Dominican Highlands
area were complaining about the noise caused by the soundwalls along
Highway 101, and asked for a report to be submitted at the next meeting
as to what the effects would be when the soundwall on the East side
is completed.
Acting City Manager Ingwersen and Assistant Public Works Director Strom
suggested that Council wait until the East soundwall is completed before
a report is brought back, adding that the East soundwall is supposed
to act as a buffer.
Staff will also contact CalTrans to supply Council with more information
as to what can be done to ease the noise.
There being no further business, the meeting was adjourned in memory of
Police Officer Roy Hendricks, who died during the weekend.
