1. REVIEW OF SAN RAFAEL TRANSPORTATION CENTER - PHASE III - FINAL
REPORT (PW) - File R-81 x'(SRCC) 112-2 x 140
Executive Director Beyer indicated that several months ago, Council
reviewed Phase II and at that time came up with several considerations
for the designers and developers to look into. Transportation
Center's Phase III is being presented at tonight's meeting.
City staff has reviewed the plan and report and concluded there are
four major areas which require additional evaluation or District
policy clarification. The four areas are:
a. Provision of a second floor in the design of the terminal building,
an apparent conflict with the Agency/Council's direction that this
be a "minimum" facility.
b. The bus routing plan for the Center that requires many buses to
make multiple lane changes on Third Street, a conflict with Design
Condition "M".
C. Concern that the berthing plan may not be able to meet long range
transit service increases which are suggested in the Countywide
Plan and Highway 101 Corridor Study (possible conflict with
Conditions "C" and "S").
d. Concern that since the "viaduct" parking areas are to be converted
into an unrestricted "Park -n -Ride" facility, the Marin Airporter
Service may no longer be appropriate at the Center.
Jerome Kuykendall, Planning Director of the Golden Gate Bridge District,
introduced Mr. Wally Dillenbock of DMJM, who did the consultant work on
the project for the City.
Mr. Dillenbock, with the aide of various charts explained the concept
of the transportation center of which information was previously
distributed to Council and made available to the public.
Mr. Ted Adams then spoke on behalf of the Environmental Impact Planning
Corporation, author of the Environmental Assessment. Mr. Adams
explained that the EA was established for this type of project and
determines whether an EIR is necessary, which they determined was not
necessary. Mr. Adams recommended that an archeologist monitor the
site during pavement removal. An initial project study to conform with
CEQA will be prepared at a later date and submitted in the form of a
Negative Declaration.
Chairman/Mayor Mulryan asked if the District had formed any judgment
of the number of parking spaces needed for commuters.
Mr. Kuykendall indicated they had met with City staff in an effort
to increase the amount of parking available under the freeway. He
stated they have not determined that there is any needed increase
of parking in the area in order to make this project successful.

Member/Councilmember Frugoli voiced three :concerns he had, one on
the land acquisition as to the figures rei�condemnation of property
on the street between the transportation center and the existing car
dealership. Second one relates to traffic and parking, especially
foot traffic. Member/Councilmember Frugoli stated that because of
no parking on the site, people coming to the transportation center
will have to walk across the street on a green light with traffic
having to stop both ways causing it to be hazardous. His third
concern was the safety and security of the transportation center
itself. With no on-site parking and no on-site commuter parking,
everyone has to walk to the site, and especially late at night and
with the change of weather and getting darker earlier, people would be
walking in rainy weather across three major intersections namely,
2nd, 3rd and Hetherton. Member/Councilmember Frugoli asked that
all three of his concerns, especially the safety of pedestrians
walking across the street,be looked into.
Member/Councilmember Breiner commented on the Operating Scheme
Initial Development Figure 11 and indicated that when initially
discussed, there was to be parking provided on both sides of the
terminal building. Also, regarding the Marin Airporter Service -
it would be difficult to'.control the use of the"park and ride"
facility if they were located at that site. Member/Councilmember
Breiner suggested that Marin Airporter Service should be on a
6 -month trial basis to be monitored for any problems.
Member/Councilmember Russom stated that the Council will need to have
a total projection of the parking generated by the various uses and
provisions as to where the cars will be parked at the transportation
center.
Traffic Engineer George Gerth responded that the parking needs were
identified by the Bridge District in a letter from Jerome Kuykendall,
and with a second floor use there would be a total of 21 parking
stalls required under the City's parking requirements for the
employees, the janitorial maintenance service and the existing Greyhound
use.
Member/Councilmember Russom indicated his concern is the need for
parking for commuters. Mr. Gerth responded that the way the trans-
portation center is planned now is that it is a replacement for the
existing activity at Fourth and Hetherton, and he voiced his concern
about planning for future potential increases in transportation
services as projected in several Countywide studies that are being
circulated.
Member/Councilmember Breiner disagreed with the Bridge District's
concept that there will be enough parking when the transportation
center is completed, and requested that Caltrans be contacted to
provide some short-term metered parking as well as commuter parking,
for those who would be picking up passengers.
Member/Councilmember Nave voiced his concern about a second floor use
for administrative offices as proposed by the Bridge District.
Mr. Gerth expressed his concern as well in terms of how the parking
requirements would be met and the fact that this was to be a "minimum"
facility: The other concern he mentioned deals with the reduction
in the number of multiple bus lane changes required on Third Street.
Should the concept plan remain as proposed, any chance of mitigating
the lane change problems by site design would be lost.
Mr. Gerth then reviewed the contra -flow lane concept.
Member/Councilmember Breiner indicated that the busses having a contra-
flow lane and then having an additional block on Lincoln going near
Ritter would not be in the City's best interest. She stated thalt thelor_ger
the busses can be kept off Lincoln the better off the City will be
with all the congestion currently in this area.

Member/Councilmember Russom expressed concern about whether the
Marin Airporter Service should be included because of the parking
problems and asked that staff explore the whole issue of parking
in general with the Bridge District.
Member/Councilmember Russom then moved and Member/Councilmember Nave
seconded, to approve staff recommendations, including exploring the
issue of parking in general with the Bridge Distrct.
