TOPIC: COMPLETION OF ROAD IMPROVEMENT PROJECTS
SUBJECT: ACCEPT COMPLETION OF THE DEL PRESIDIO BOULEVARD AND POINT
SAN PEDRO ROAD IMPROVEMENTS PROJECT, CITY PROJECT NO. 11238,
AND AUTHORIZE THE CITY CLERK TO FILE THE NOTICE OF COMPLETION
RECOMMENDATION: Accept completion of the project and authorize the City Clerk to file the Notice
of Completion.
BACKGROUND: The City of San Rafael applied for and was granted "One Bay Area Grant" (OBAG)
funding for the "Del Presidio Boulevard and Point San Pedro Road Improvements Project" which
included resurfacing Del Presidio Boulevard, in Terra Linda, and installing a bonded wearing course on
Pt. San Pedro Road from the Dutra Rock Quarry entrance to Biscayne Drive.
The project also included the installation of ten ADA compliant curb ramps, two concrete islands (with
pedestrian passageways), a concrete median with pedestrian passageway, and upgrades to pedestrian push
buttons. The City also installed Class 11 bike lanes along Point San Pedro Road from the Quarry entrance
to Biscayne Drive as proposed in the City of San Rafael Bicycle/Pedestrian Master Plan 2011 Update
(adopted by the City Council on April 4, 2011).
The resurfacing of Del Presidio Blvd. which occurred in the fall of 2015 utilized a normal asphalt
resurfacing material. The bonded wearing course which requires warmer temperatures to place was
installed in the late spring and matches the existing material placed on the length of Point San Pedro Road
by the County several years ago.
The project was advertised in accordance with San Rafael's Municipal Code on July 30, 2015, and sealed
bids were publicly opened and read aloud on August 20, 2015, at 10:00 AM. On September 8, 2015, the
City Council adopted a resolution authorizing the Public Works Director to enter into an agreement with
the low bidder, Ghilotti Bros., Inc. Construction commenced on October 26, 2015. The Contractor
completed all work except resurfacing on Point San Pedro Road by December 2015. Construction
recommenced in June 2016 when Contractor resurfaced Point San Pedro Road as air temperatures are
more favorable for paving operations in the summer months.

All work was completed within the number of Working Days allowed. Staff recommends acceptance of
the project and recordation of the Notice of Completion.
ANALYSIS: Pursuant to Civil Code Section 3093 the City is required to record a Notice of Completion
upon acceptance of the improvements by the City. This acceptance initiates a time period during which
project subcontractors may file Stop Notices seeking payment from the City from the funds owed to the
Contractor for the project work.
FISCAL IMPACT: Construction was completed within the original authorized budget of $915,000.
The total project cost, including advertisement, construction, and City staff time are shown in the table
below.

* The 2014/2015 CIP allocated $500,000 in Gas Tax funds to the "SMART Andersen Drive Crossing
Improvement Project" in order to initiate the project. Following the adoption of the 14/15 CIP,
$2,000,000 in Redevelopment bond proceeds were identified to support the SMART Andersen Drive
Crossing Improvement Project which freed up the original allocation. Roadway projects related to
resurfacing are ideally suited for Gas Tax funding. Therefore, a portion of the originally allocated Gas
Tax funds are recommended to cover the remaining cost associated with the "Del Presidio Blvd and Point
San Pedro Road Improvements" Project.
