RESOLUTION AUTHORIZING STREET CLOSURE FOR THE WEST END NEIGHBORHOOD
PICNIC ON SUNDAY, SEPTEMBER 18, 2016, ON NEAME AVENUE FROM SANTA
MARGARITA AVENUE TO WEST CRESENT DRIVE, FROM 8 A.M. TO 6 P.M.
WHEREAS, the West End Neighborhood Annual Picnic will occur on Sunday, September 18,
2016; and
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined
and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in
West End Neighborhood, the below listed street should be temporarily closed to through traffic for
the date and times specified below.
Street to be closed Sunday, September 18, 2016 from 8:00 a.m. to 6:00 p.m.
1. Neame Avenue from Santa Margarita Avenue to West Crescent Drive.
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection
of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the
temporary closure of the above listed street for the date and times described.
I, ESTHER C. BEIRNE, Clerk of the City of San Rafael, hereby certify that the foregoing
Resolution was duly and regularly introduced and adopted at a regular meeting of the City Council
of the City of San Rafael, held on Tuesday, the sixth day of September, 2016 by the following
vote, to wit:
AYES: Councilmembers: Bushey, Colin, Gamblin, McCullough & Mayor Phillips
NOES: Councilmembers: None

Dining, Jumpie House, Crafts for kids, Balloon
Artists, Raffle
The West End Neighborhood Association would like to hold our Annual Picnic/Block Party on
Neame Street again this year. This event is open to all residents of the West End (homeowners
and renters).
The "Block Party / Picnic" was held the last six years on this street. They were roaring successes.
There were in excess of 125 attendees at all events. Neame Street is located on the north side of
Fourth Street. The street is short with only seven houses and two adjacent houses. All nine of the
homeowners have again given verbal approval to close the street for a picnic this year. They also
said they would not park their cars on the street that day. There have been no problems at the past
picnics.
There is no cost to attendees and the neighborhood association provides most of the food and
beverages. The residents bring side dishes to share. Beer and wine will be available. It will be
kept and served on adjacent private property.
There will be entertainment for children who will be supervised. A battery powered loud hailer
will be used for about 15 minutes for the raffle that is held.
A drawing is attached showing the layout. The street layout is from last year, but the layout will
be the same this year.
If approved, I request street barriers for each end of the street from City staff.
