Concerns include obtaining the strongest possible assurances from SMART that operations would not commence until a Quiet Zone was established from San Rafael to Novato. City of Novato to draft an MOU to address the concerns raised by San Rafael residents and members of the San Rafael City Council, and assuming all of those concerns were dealt with by the next meeting, Council would be in a position to make a decision that hopefully would be for the benefit of all communities in Marin. Mayor Phillips was directed to pursue that issue with SMART. City Manager's Report: • City Manaqer Jim Schutz announced that a beta site of the new website was set to be unveiled on Thursday, October 6, and the City is hoping for community feedback. Councilmember Reports: • Mavor Phillips discussed a proposal to add non -action public presentations - subjects of interest to the public - to future City Council agendas. SAN RAFAEL SUCCESSOR AGENCY 1. Consent Calendar - None • None ADJOURNMENT Mavor Phillips adjourned the City Council meeting in memory of Helga Epstein, mother of Robert Epstein, City Attorney, who passed away on September 24, 2016. Helga was a long-time resident of San Rafael and was appointed to the first Cultural Affairs Commission in the 1970's by the San Rafael City Council. ESTHER C.
