RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
APPROVING THE APPLICATION FOR YOUTH SOCCER AND RECREATION
DEVELOPMENT PROGRAM GRANT FUNDS
WHEREAS, the State Department of Parks and Recreation has been
delegated the responsibility by the Legislature of the State of California for the
administration of the Youth Soccer and Recreation Development Program,
setting up necessary procedures governing the application; and
WHEREAS, said procedures established by the State Department of
Parks and Recreation require the applicant to certify the approval of an
application by resolution before submission of said application to the State; and
WHEREAS, successful applicants will enter into a contract with the State
of California to complete the Grant Scope project.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City
of San Rafael hereby approves the filing of an application for a grant under of the
Youth Soccer and Recreation Development Program, for the Pickleweed Park
Sport Field Renovation Project; and
Certifies that the City of San Rafael has or will have available, prior to
commencement of any work on the project included in this application,
sufficient funds to complete the project; and
2. Certifies that the applicant has or will have sufficient funds to operate and
maintain the project; and
3. Certifies that the City of San Rafael has reviewed, understands, and
agrees to the General Provisions contained in the contract shown in the
Grant Administration Guide; and
4. Delegates the authority to the City Manager to conduct all negotiations,
sign and submit all documents, including, but not limited to applications,
agreements, amendments, and payment requests, which may be
necessary for the completion of the grant scope; and
5. Agrees to comply with all applicable federal, state and local laws,
ordinances, rules, regulations and guidelines.

Pickleweed Park includes the only soccer fields owned and managed
by the City of San Rafael serving the Canal Neighborhood, and the
greater community with opportunities for outdoor recreation and social
interaction for all ages.

Only the youngest age groups can play in
the nearby gymnasium when the fields are
closed. Youth and adult programs are
suspended or cancelled.

causes additional temporary closures.
Project Summary
The Pickleweed Park Community Field Project was generated in 2009 in
response to the current natural turf sports fields' capacity for limited service
resource intensive requirements. The Pickleweed Park Masterplan calls for
Field conversion to synthetic turf, play features, and landscape. This project is
Phase 1 of the Masterplan: the conversion of the sports fields to synthetic turf.
The two soccer fields and the baseball field were rebuilt in 2001, utilizing
state of the art turf materials, drainage and irrigation systems. Each year since
2001 the City has been forced to close the fields for first four, now six months
each year to repair and regenerate the turf. It is critical to do so as the turf
surface becomes rutted and worn to exposed dirt making even casual play
dangerous to users.
The condition of the fields deteriorates quickly under the tremendous use
of the public and organized groups. The neighborhood which they serve is home
to over 10,000 residents within one square mile of Pickleweed Park. It is the only
park with active amenities, and the only soccer fields owned and operated by the
City of San Rafael.
The Pickleweed Park Community Field Project is recognized by the San
Rafael City Council as the #1 priority for park improvements. It will allow for new
capacity for healthy outdoor recreation, year-round and in all weather, allowing
more user access while reducing the current water consumption to support the
natural turf surface by 95%.

A. Describe the challenges not illustrated in the FACT FINDER report.
Challenqe 1: Pickleweed Park is the onlv public park with recreation facilities
servinq a conqested Neiqhborhood. The Canal Neighborhood is home to 15,473
residents living within 1 square mile of Pickleweed Park. Many of the
predominant multi -family housing units in are shared by two or more families.
These complexes have no viable outdoor space for play, exercise or social
interaction.
Challenqe 2: Supportinq a workinq class, low income Neiqhborhood in an
otherwise veru expensive cost of livinq, hiqh income city. Median income for the
Canal Neighborhood is $48,393 as compared to median income of $75,668.00
for San Rafael and $91,529 for Marin County. Providing park and recreation
facilities within the built -out and congested Neighborhood is a city priority for
stabilization of the resident population from a transient immigrant Neighborhood
to working class families with roots and investment in their community.
Challenqe 3: Creatinq community in a culturally diverse, lanquage diverse
Neiqhborhood. 63% of the residents are foreign born, many newly immigrated,
and 43% are non-English speakers, 4 times the percentage found in San Rafael.
Within the last 10 years demographics showed 22 languages spoken in the

Neighborhood. People from Central and South American countries live side by
side with Vietnamese, Cambodian Laotian, Eastern Block, and Haitian born
residents. Outdoor recreation space is crucial to building common experience
and social interaction.
B. Describe any youth crime issues present.
In general, the Neighborhood and community are very respectful of the few
recreation amenities it has. There are, however, ever present impacts of gang
activity in and around the park. Pickleweed Park is determined to be "18th
Street"P N orteh os"g a ng territory. In the past three years, there have been 344
calls for Police service within the park. Data on calls specifically for crimes
involving juveniles is not available, however anecdotal evidence produced by
staff and patrons of the park indicate a significant number of incidents involve
teenagers and young adults, primarily males. These reported and observed
incidents include vandalism, theft, burglary, gang activity, assault and assault
with a deadly weapon. The Canal Neighborhood is connected by nearby freeway
access to Richmond, Oakland and other East Bay communities. Richmond is
fifteen minutes away by car. Criminal activity, drug sales, prostitution, theft and
burglary, from those communities extend into the Canal Neighborhood by virtue
of proximately, and youth are not immune from this influence and impact.
C. Describe any deficiencies in similar recreational facilities.
In addition to Pickleweed Park, the only active public outdoor recreation space
accessible to this Neighborhood is on the lone elementary school campus. The
campus is locked after school hours, and the outdoor playground, basketball

court and small grass field is not made available to the public. There are no
other public outdoor recreation facilities. The nearest soccer field and outdoor
basketball court is on the middle school campus 2.4 miles from the
Neighborhood, across both Interstate 580 Freeway and Hwy 101. Pickleweed
Park includes two natural turf soccer fields and one baseball field. The fields are
used heavily for youth and adult open play, instruction, practice and league
games and secondarily and occasionally for community events such as festivals
and performances. The combined fields are closed December through May or
June each year to repair and regenerate the turf surface for safety. The
Neighborhood and community are without these active outdoor sport facilities for
half each year, and there are no local alternatives. The only outdoor basketball
court serving the public in the park was eliminated ten years ago, and no
hardscape outdoor recreation space is currently available for public use.
D. Describe any current recreation opportunities that may be lost or
affected if this Project is not implemented.
This project will provide new opportunities for healthy outdoor fitness and
recreation activity unrestricted by weather, or unsafe conditions caused by
intensively used natural grass turf. The project is supported by the community,
approved by the City Council, designed and shovel -ready. Until its
implementation, the only active outdoor sports facilities in the Canal
Neighborhood of San Rafael will be inaccessible for use 6 months of the year.
The surrounding Neighborhood will have no opportunity to engage in health -
enhancing sport or play activities within a walkable distance from residences.

The greater community will also lose access to 2 soccer fields and 1 baseball
field for one half of the year, reducing the number of public fields to two, 2.4
miles away on a middle school campus or two, 6.5 miles away in a Marin County
park accessible only by freeway from the Canal Neighborhood. If this project is
not implemented, the deteriorating condition of the natural grass fields will
continue to decrease the number of current users from the greater San Rafael
community, service no new users or sports, and prohibit expansion of existing
organized play, instruction, and drop-in play beyond the constricted 6 -month
schedule now offered to the community. No year-round schedule of events or all
weather activities can be provided for and with the community without this
project.
Criterion 3: Community Involvement
Building trust, communication, and leadership with the residents of the Canal
Neighborhood has been a deliberate and on-going initiative for the City of San
Rafael since 1997 when efforts began to bring stability, social and civic
integration to the Neighborhood. All projects, initiatives and resolutions are
founded in community based planning, through the Pickleweed Advisory Board,
the Pickleweed Advancement Team, Pickleweed 2.0, the Park and Recreation
Commission, the City Council, Canal Alliance, Canal Welcome Center, Canal
Youth and Family Council and many other groups dedicated to leading the
community. The Community Based Planning for the Project did not start per se
with this initiative. It is the model used for over 10 years that has produced

responsive, impactful improvements to the quality of life for all residents. The

In 2015, the City Council appointed a Councilmember to chair Pickleweed 2.0, a
collaborative of community organizations to organize outreach and funding for
the synthetic field conversion. The current working committee consists of 12
individuals from organizations including Kaiser Permanente, Pickleweed Advisory
Board, Marin Economic Forum, San Rafael City Council, Canal Alliance, APEX
SUITES, San Rafael Park & Recreation Commission, San Rafael Youth Soccer
Club, Bank of Marin, Canal Mini Soccer LeagueNoices Del Canal, and Central
Marin Youth Soccer.
In 2014 the Park and Recreation Commission conducted 9 months of community
outreach to determine the highest priorities for improvements to San Rafael
Parks. Over 60 park improvement projects across San Rafael were submitted for
consideration by residents. The Commission selected the Pickleweed Park
Synthetic Field Conversion as the #1 priority for the City and for expenditure of
local park funding through Marin County Measure A: Protect Marin Parks, Open
Space and Farmland, sales tax revenues. The City Council approved the

Commission recommendation in May of 2015 and authorized Measure A funds to
support the project. The Commission and City Council meet in public forum and
are extensively noticed to create interaction with the greater San Rafael
community.
The City learned throughout years of outreach that the message from diverse
organizations and residents regarding this project is consistent: the Canal
Neighborhood and the greater community need a field facility that is open year-
round and in all-weather conditions to meet the current and growing demands for
active recreation and healthy lifestyle opportunities. The influence of community
outreach has maintained the City's commitment to this project through the Great
Recession, grant and funding campaigns and consistent inclusion in the annual
City Capital Improvement Project List over the span of 8 years.

When project is complete, the Sports Fields will be available for public and group
use dawn to dusk, 365 days Per year.
Criterion 5: Organizational Capacity
The Pickleweed Community Field Project is Phase 1 of the Masterplan for the
Park. It encompasses the conversion of the natural grass turf fields to synthetic
turf. The City of San Rafael has demonstrated full capability to provide funding,
project management, maintenance and program management on many similar
projects. Since 2000 the City of San Rafael has completed notable recreation
facility projects including:
Parkside Children's Center, an 8,000 s/ft. child care and preschool facility.
Project Cost: $2,275,000. Funding: San Rafael Redevelopment Agency
($1,550,000), Parkland Dedication Fund ($250,000), and City of San Rafael

Terra Linda Communitv Pool Renovation project includeddemolitionand
replacement of existing pool with an expanded pool, water play pool, landscape,
entry and operational kiosk. Project Cost: $1,401,000. Funding: City of San
Rafael General Fund ($1,263,000), Parkland Dedication Fees: $118,000.

Pickleweed Communitv Center Renovation and Expansion Proiect, renovation of
existing 12,000 s/ft. Community Center and addition of 12,500 s/ft. to include
gymnasium, computer lab, art room, teen lounge, library, and entry lobby.
Project Cost: $8,447,367. Funding: San Rafael Redevelopment Agency
($2,433,424) Federal ($2,073,385), State Library Bond Act ($1,288,893) County
of Marin ($200,000), Foundations ($1,736,000), and Private Donors ($715,665).
Completed in 2006, three months after schedule estimate due to construction
delays. Operated by the City of San Rafael.
Criterion 6: Water Conservation
The Pickleweed Park Community Field Project will reduce the current rate of
water consumption by an estimated 95% over what is currently needed to
support the natural turf surface.
Marin Municipal Water District supplies the water for San Rafael. During the
draught MMWD required all municipalities to reduce water consumption a
minimum of 20%. Converting natural turf fields to synthetic material will achieve
a use reduction far exceeding the Water District goal. The Synthetic turf fields do
not require irrigation. Reduction of 95% of potable water consumption is
designed for the fields, saving over 4 million gallons of water per year. A
percentage remains for anticipated periodic specific cleaning.
