A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
RAFAEL TO PARTICIPATE IN THE "SPARE THE AIR CITY"
CAMPAIGN
BE IT RESOLVED by the Council of the City of San Rafael as follows:
WHEREAS, the Bay Area Air Quality Management District is conducting
its voluntary "Spare the Air" program from June to October each year in the nine counties
that comprise the San Francisco Bay Area; and
WHEREAS, "Spare the Air" is now in its ninth year and has more than
1,000 public and private employers who have pledged to participate in the "Spare the Air"
program; and
WHEREAS, the San Francisco Bay Area has experienced dramatic
improvements in its air quality over the last 40 years, but still sees a large number of days
during the year when air pollution exceeds state and national health standards; and
WHEREAS, regional air pollution data for 1999 will be especially critical
because it will be used to determine if the Bay Area meets the new national ozone
standards adopted by the EPA last summer, adding greater urgency to voluntary air
pollution reduction efforts; and
WHEREAS, the Bay Area Clean Air Partnership (BayCAP) is a public-
private partnership that supports voluntary efforts to improve the Bay area's air, including
the "Spare the Air" program; and
WHEREAS, BayCAP will recognize cities that participate in the "Spare
the Air City" campaign and carry the clean air theme citywide; and
WHEREAS, the City of San Rafael wishes to obtain the designation of
"Spare the Air City";
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
San Rafael that the City pledges to educate members of the community to reduce driving,
postpone using gasoline -powered lawn and gardening equipment and avoid using
consumer products containing volatile organics on days when the Bay Area is expected to
have poor air quality, "Spare the Air" days.
RESOLVED, FURTHER, that the Council does hereby endorse the
"Spare the Air" program (June to October each year) and encourages its staff, individual
citizens, businesses, organizations, local agencies and public institutions to participate.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, hereby certify that
the foregoing resolution was duly and regularly introduced and adopted at a regular meeting of
the Council of said City on the 18"' day of October, 1999, by the following vote, to wit:
