HomeMy WebLinkAboutCC Resolution 10518 (General Plan 2000 Update)RESOLUTION NO. 10518 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RECOGNIZING THAT THE CITY IS UNDERTAKING THE UPDATE OF SAN RAFAEL GENERAL PLAN 2000, AND APPLICANTS ARE TO BE SO NOTIFIED WHEREAS, in July, 1988 the City Council of San Rafael adopted San Rafael General Plan 2000; and WHEREAS, General Plan 2000 has served the City well in guiding growth for the past decade; and WHEREAS, State law requires periodic review and update of a city's general plan so that the plan accurately reflects current conditions, goals and policies; and WHEREAS, on October 18, 1999 the San Rafael City Council reviewed the work program to complete the update of San Rafael General Plan 2000, and issued a call for applications for membership to the Steering Committee charged with preparing a general plan for San Rafael for the next 20 years. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San Rafael that the Council hereby initiates the General Plan Update Project. RESOLVED, FURTHER, that the Council intends that the General Plan reflect the recommendations from the following policy documents: the Economic Vision and Strategies for the City of San Rafael (1997), Vision North San Rafael (1997), and the results of the St. Vincent's/Silveira Advisory Task Force (pending). RESOLVED, FURTHER, that project applicants are to be notified of the General Plan update project (see Attachment A) which could result in changed policies thereby affecting development applications in process, and are thereby encouraged to be cognizant of potential changes as reflected in the most recent draft General Plan update documents and strive to be consistent with the direction indicated to date. I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, hereby certify that the foregoing resolution was duly and regularly introduced and adopted at a regular meeting of the Council of said City on the 180' day of October, 1999, by the following vote, to wit: AYES: COUNCILMEMBERS: Cohen, Heller, Miller, Phillips & Mayor Boro NOES: COUNCILMEMBERS: None ABSENT: COUNCILMEMBERS: None JE N'E M. LEONCINI, City Clerk Attachment A NOTICE TO APPLICANT OF EXISTENCE OF CONDITIONS WITHIN SAN RAFAEL AFFECTING APPROVAL OF DEVELOPMENT PROJECTS Owner/applicant or designated authorized representative does hereby acknowledge and understand that City Council Resolution No. adopted on October 18, 1999 states that the Council has directed applicants be advised as to the following. Owner/applicant or designated authorized representative acknowledges being advised that the City of San Rafael is currently in the process of revising its General Plan. At the time of initiating this application or continuing to process this application, neither the public hearings nor the formal adoption process for the General Plan update has been completed. Owner/applicant acknowledges and understands that General Plan amendments may be adopted by City during the processing of this application which may directly affect the proposed project and potentially result in a denial of this application or the legal inability to construct the proposed development project.
