HomeMy WebLinkAboutCC Resolution 10535 (Bill of Rights Day)RESOLUTION 10535 RESOLUTION PROCLAIMING DECEMBER 15, 1999 AS BILL OF RIGHTS DAY IN THE CITY OF SAN RAFAEL WHEREAS, government at all levels in this Nation is chartered by a Constitution, and enabled by democratic process and majority rule; and WHEREAS, democratic government, and any majority, need limitations on its power over the individual, if the individual is to be secure and abide its authority; just as the Constitution itself could not be ratified without a Bill of Rights to overcome the last objections of its day; and WHEREAS, the combination of constitutional democracy and individual liberty, has secured the blessings of both democracy and liberty from that day December 15, 1791, when the Bill of Rights was ratified to this; NOW, THEREFORE BE IT RESOLVED that the City Council of the City San Rafael does hereby reaffirm that it can only govern justly when the individuals it governs are secure in rights that are certain, inalienable, and enumerated in the Bill of Rights that is integral to its charter of government; and BE IT FURTHER RESOLVED that the San Rafael City Council does hereby proclaim the 15th day of December, 1999, and the 15th of December hereafter, to be Bill of Rights Day in the City of San Rafael. I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, hereby certify that the foregoing resolution was duly and regularly introduced and adopted at a regular meeting of the Council of said City on the 6 t day of December, 1999 by the following vote, to wit: AYES: COUNCIL MEMBERS : Cohen, Heller, Miller and Mayor Boro NOES: COUNCIL MEMBERS: None ABSENT: COUNCIL MEMBERS : Phillips AANNE M.
