HomeMy WebLinkAboutCD General Plan 2020 Update PPT9 City of San Rafael \ General Plan 2020 Amendment (GPA15-0010) City Council Meeting - Decembers, 2016 Purpose of the Amendments Incorporates the changes identified in the GP 10 Year Status Report. ■ Presented to Commission in June 2015, then Council in July 2015 ■ Reflected accomplishments since 2004 General Plan adoption. ■ Updated progress made toward policy and program implementation. F-1 Changes and Accomplishment ■ Conducted General Plan Element Updates. ■ Completed/Updated Station Area Plans and Transportation Plans. ■ Implemented policies for a more sustainable community. ■ Approved numerous new commercial, job- and tax- generating uses, including locally -based businesses, despite recession. ■ Planned and implemented improvements for parks and community facilities. ■ Responded to challenges, such as the loss of redevelopment and affordable housing need. Summary of Proposed Amendments ■ Land Use — continue programs and remove completed programs. Add `Water' land use designation. ■ Housing — recently adopted Element. 10 year review recommended including references to homelessness and efforts to provide more affordable housing. ■ Neighborhood — short-term programs completed, text amendments to update references within the program. Summary of Proposed Amendments ■ Community Design - move many programs from a short-term to a long- term. ■ Economic Vitality — nearly all short-term programs are proposed for continuation. ■ Circulation — programs continued. Also, incorporates policies and programs moved from Conservation Element. ■ Culture and Arts — programs completed or changed to long-term. R Summary of Proposed Amendments ■ Parks and Recreation —Programs completed or obsolete and to be removed. ■ Safety —Text amendments to reference DART and revised fire department responsibilities. ■ Noise — one program completed and proposed for removal. ■ Open Space — no short-term programs, long-term programs to continue.
