There was no second to the motion. Councilmember McCullouah proposed a motion to adopt the required CalGreen standards, setting all optional Tier 1 requirements aside, and conducting a cost benefit analysis to determine what costs were being imposed on residents if these optional standards were adopted and what benefits would flow from them.
