Have attended several City of San Rafael City Council and homeowners association meetings. Also while
my children attended San Rafael public schools -- Glenwood, Davidson and (one at) SRHS -- between
1999 and 2012, 1 was involved in Glenwood's PTA (co -president 2 years, treasurer 2 years), Little League
(umpire), and soccer (coach). I also served on the first San Rafael School District Elementary School
Bond Oversight committee in 2004-2006.

Why are you interested in serving on a board or commission?
I recently retired from a 25 year career in Commercial Real Estate Banking with Wells Fargo and then
Union Bank in San Francisco. I now have the time to give back and become involved with the community
in which my family has lived for the last 26 years. The Planning Commission is an ideal place to start,
given my background in commercial real estate finance. In addition my first job out of undergraduate
school was with a regional planning agency, the Sacramento Area Council of Governments (SACOG),
where I spent 5 years. SACOG is akin to ABAG and MTC here in the Bay Area. I am aware of the time
commitment for this position -- 2 meetings a month with preparation along with attending several Design
Review Board meetings throughout the year.

None that I am aware of. Full disclosure -- My wife of 26 years, Judy Kramer, is Project Coordinator for
AARP Experience Corps in Marin. Experience Corps places retirees in elementary school classrooms
throughout Marin County. In addition, Judy is on the board of Buckelew Programs here in Marin. Buckelew
Programs provides residential treatment, support and recovery programs in the North Bay.

• The Bank's Commercial Real Estate (CRE) Line of Business sponsored and I managed the
Education/Qualifications development of a single CRE capture and reporting platform (CRECM) for the Bank's $13 billion 3,000
• B.S. and M.S., Agricultural loan portfolio:
Economics, University of o CRECM provides a common database platform that manages a variety of loan types: permanent,
California, Davis bridge, construction and land.
• MBA Finance, University of o CRECM provides a common database platform that manages a variety of property types: investor
California, Berkeley income producing apartment, office, industrial,and retail as well for -sale homebuilders - both tract
and condominiums.
o CRECM became the Bank's System of Record for CRE metrics.
o CRECM was integrated into the Bank's existing Moody's RA Platform system.
o CRECM was linked directly into the bank's loan grading system — PD and LGD scorecards.
After CRECM's development and deployment, I managed CRECM's reporting and upgrades.
Responsibilities included:
o Working with the Bank's IT department to create a reportable data mart that receives daily feeds
from CRECM as CRECM is now the Bank's system of record for CRE loan metrics.
o Formed a Working Group of Users to solicit feedback for improvements to CRECM's functionality.
o Created a Day 2 log based on the Working Group feedback. Implemented upgrades based on
the Day 2 log. This includes the identification of funding sources, setting priorities, and
implementing upgrades.
Regulatory Reporting (Director)— Subject Matter Expert — Commercial Real Estate -
Comprehensive Capital Analysis and Review (CCAR) Reporting - MUFG Union Bank
• In response to an MRIA on the Bank's CCAR process, I was assigned to review the Bank's CRE
Wholesale reporting process and revise it to meet CCAR reporting requirements. Within a year the
MRIA had been reduced to an MRA. The process included:
o Reviewing Wholesale CRE Edit Checks and remediating them procedurally or by correcting the
system of record.
o Creating logic to accurately map the location of CRE reporting metrics to the Bank's CCAR
Wholesale CRE reports.
o Identifying and writing Management Identified Issues (Mlls) and Adjunct (manual) reporting files.
o Analyzing and developing logic for the FRB's proposed rule making (NPRs) for the CRE
Wholesale schedules.
o Managing stakeholder relationships and the review/approval processes including serving as a
liaison between the CCAR Reporting Team and the CRE Lines of Business.

Why are you interested in serving on a board or commission?
I have lived in San Rafael for 15 years and am very interested in serving on the Planning Commission for
many reasons: Service to Community/Make a difference: I am passionate about being a true part of any
community in which I live. This includes participating in community events, making friends and
acquaintances, and serving the community to the best of my ability. I believe that a position on the San
Rafael Planning Commission would enable me to make a real difference by helping ensure that
development is in line with the community's goals as laid out in the General Plan. It is also an opportunity
to encourage civic engagement and dialogue through public hearings. With degrees in Economics and
Business Administration, a successful career in business, and a passion for the environment, I have a lot
of experience working with people with varied interests. I think my complementary experience in local
government as a Grand Juror and as an active parent and neighbor would enable me to get up to speed
quickly on the types of issues relevant to the Planning Commission such as traffic/transportation,
affordable housing, jobs, public health, recreation, and economic vitality. My understanding is that the City
will be revising its General Plan and Climate Action plan over the next few years, as such, this is an
excellent time to serve and make a difference with a lasting impact. Concern for community and
environment — both natural and built: San Rafael is a thriving community of people from many different
cultures with a wide range of backgrounds, education, goals, plans, interests, fears, and dreams. Set
within the beauty, physical boundaries, and legal requirements of Marin County and the State of
California, there are many tradeoffs that must be made to ensure that the City of San Rafael makes the
best possible decisions on behalf of these diverse constituencies. Growth will happen, the challenge will
be to grow in a way that best serves the community in both the short and longer -terms. From my
experience living in San Rafael, traffic/transportation, affordable housing, revitalizing downtown, good
jobs, and homelessness appear to be the most challenging issues facing the City in the near and mid-
term. Longer term issues also include a comprehensive economic development program and adapting to
climate change, specifically drought, bigger storms, and sea level rise. Personal Growth: I believe that
serving on the Planning Commission would provide intellectual challenge and opportunities for problem
solving, both of which I thrive upon and seek out. I am eager to read and participate in training to come up
to speed on land use and development issues. I do my best "work" when collaborating with, and working
for, others. Finally, I most enjoy positions that allow me to work with the same people over time such that
we get to know one another and work together as an effective team. Contribution: I believe I would be a
good commissioner. I understand that land use and development issues are often very complicated and I
am a quick study, highly organized, and eager to learn new things. I have experience with government in
Marin County and have a track record of working closely with others on complex issues to arrive at
conclusions and continue forward momentum. Lastly, one of the roles of the Planning Commission it to
hold public hearings. I have strong listening skills and excellent people skills. Longtime Roots in San
Rafael: Although I am a native of Colorado, I have very longtime roots in San Rafael. I moved to San
Rafael in 2001 not realizing this, and only discovered it when I visited the San Rafael cemetery on a
whim. I had heard at an extended family gathering that there was a family plot and decided to take a look.
Much to my delight and surprise, in my adopted City of San Rafael, are the graves of my grandparents,
great grandparents, and great great grandparents! The first to be buried there were Annie Ward Mailliard
and Adolph Mailliard in 1895 and 1896, respectively. It would be both a pleasure and an honor to serve
my City and community, and simultaneously, that of my ancestors! Thank you for considering my

MY REASONS FOR WANTING TO SERVE ARE:
I would like to participate in, and help guide, the upcoming general plan revision process. I
participated in public workshops help in connection with the General Plan 2020 public process. As
co-chair of the Civic Center SMART Station Area Plan advisory committee, I developed an
appreciation for the ability to solicit input from diverse constituencies and viewpoints and believe that
experience would allow me to contribute meaningfully to the general plan update process.
I have represented private developers in connection with various land use entitlement
applications in different parts of the Bay Area and have appeared before zoning adjustments boards,
design review boards, planning commissions, city councils and boards of supervisors — both as a
client representative and as a private citizen. I would like to use that experience to the benefit of the
City of San Rafael, its residents, and those who seek to persuade the planning commission in the
exercise of its authority.
DESCRIBE POSSIBLE AREAS IN WHICH YOU MAY HAVE A CONFLICT OF INTEREST WITH THE CITY:
Since 1992, 1 have been the lawyer in my firm responsible for representation of Housing
Authority of the County of Marin in connection with the administration of the Below Market Rate
Homeownership Program (the"BMR Program"). City of San Rafael BMR (ownership affordable
housing) units created through the City's inclusionary housing provisions in the General Plan Housing
Element and the zoning ordinance are administered by the Housing Authority pursuant to an
agreement between the two public entities. The Housing Authority is reimbursed by the City of San
Rafael for attorneys' fees incurred by the Housing Authority in connection with San Rafael BMR units.
Hence, my law firm has received indirectly payment of fees by the City.
I withdrew as a partner from my firm at the end of 2015 and no longer participate in the
distribution of earnings and profits attributable to legal work for the Housing Authority, although I
continue to be compensated on an hourly basis for such work. I am currently in the process of
winding down my practice with the firm and expect to fully retire and cease my representation of the
Housing Authority by the end of 2016.
