FOR LANDSCAPE ARCHITECTURAL DESIGN SERVICES
This Agreement is made and entered into this %/.y day of / o L rfBr , 2016, by and
between the CITY OF SAN RAFAEL (hereinafter "CITY"), and ABEY ARNOLD ASSOCIATES
(hereinafter "CONTRACTOR").
RECITALS
WHEREAS, the CITY has determined that professional landscape design services are required in
connection with the Albert Park Improvements Project; and
WI IEREAS, the CONTRACTOR has agreed to render such services;
AGREEMENT
NOW, THEREFORE, the parties hereby agree as follows:
1. PROJECT COORDINATION.
A. CITY'S Project Manager. The Director of Public Works is hereby designated the
PROJECT MANAGER for the CITY, and said PROJECT MANAGER shall supervise all aspects of the
progress and execution of this Agreement.
B. CONTRACTOR'S Project Director. CONTRACTOR shall assign a single PROJECT
DIRECTOR to have overall responsibility for the progress and execution of this Agreement for
CONTRACTOR. Phil Abey is hereby designated as the PROJECT DIRECTOR for CONTRACTOR.
Should circumstances or conditions subsequent to the execution of this Agreement require a substitute
PROJECT DIRECTOR, for any reason, the CONTRACTOR shall notify the CITY within ten (10) business
days of the substitution.
2. DUTIES OF CONTRACTOR.
CONTRACTOR shall perform the duties and/or provide the services outlined in the Scope of
Services marked as Exhibit "A," attached hereto, and incorporated herein.
3. DUTIES OF CITY.
CITY shall compensate CONTRACTOR as provided in Paragraph 4, and shall perform the
duties as described in Exhibit "A" attached hereto and incorporated herein.
4. COMPENSATION.
For the full performance of the services described herein by CONTRACTOR, CITY shall pay
CONTRACTOR on a time and materials basis for services rendered in accordance with the rates shown
on the "Fee Proposal" dated October 12, 2016 included in Exhibit "A" attached and incorporated herein,
in an amount not to exceed $37,955.00.
Payment will be made monthly upon receipt by PROJECT MANAGER of itemized invoices
submitted by CONTRACTOR.
5. TERM OF AGREEMENT.
The term of this Agreement shall commence upon the date of execution of this Agreement and end
on November 7, 2017 when the work shall have been completed, unless the parties agree to extend this
Agreement for another 90 days, as approved in writing by City Manager.
6. TERMINATION.
A. Discretionary. Either party may terminate this Agreement without cause upon thirty (30)
days written notice mailed or personally delivered to the other party.
B. Cause. Either party may terminate this Agreement for cause upon fifteen (15) days written
notice mailed or personally delivered to the other party, and the notified party's failure to cure or correct the
cause of the termination, to the reasonable satisfaction of the party giving such notice, within such fifteen (15)
day time period.
C. Effect of Termination. Upon receipt of notice of termination, neither party shall incur
additional obligations under any provision of this Agreement without the prior written consent of the other.
D. Return of Documents. Upon termination, any and all CITY documents or materials
provided to CONTRACTOR and any and all of CONTRACTOR's documents and materials prepared for
or relating to the performance of its duties under this Agreement, shall be delivered to CITY as soon as
possible, but not later than thirty (30) days after termination.
7. OWNERSHIP OF DOCUMENTS.
The written documents and materials prepared by the CONTRACTOR in connection with the
performance of its duties under this Agreement, shall be the sole property of CITY. CITY may use said
property for any purpose, including projects not contemplated by this Agreement.
8. INSPECTION AND AUDIT.
Upon reasonable notice, CONTRACTOR shall make available to CITY, or its agent, for inspection
and audit, all documents and materials maintained by CONTRACTOR in connection with its performance

of its duties under this Agreement. CONTRACTOR shall fully cooperate with CITY or its agent in any
such audit or inspection.
9. ASSIGNABILITY.
The parties agree that they shall not assign or transfer any interest in this Agreement nor the
performance of any of their respective obligations hereunder, without the prior written consent of the other
party, and any attempt to so assign this Agreement or any rights, duties or obligations arising hereunder shall
be void and of no effect.
10. INSURANCE.
A. Scope of Coverage. During the term of this Agreement, CONTRACTOR shall maintain, at
no expense to CITY, the following insurance policies:
A commercial general liability insurance policy in the minimum amount of one
million dollars ($1,000,000) per occurrence/two million dollars ($2,000,000) aggregate, for death, bodily
injury, personal injury, or property damage.
2. An automobile liability (owned, non -owned, and hired vehicles) insurance policy in
the minimum amount of one million dollars ($1,000,000) dollars per occurrence.
3. If any licensed professional performs any of the services required to be performed
under this Agreement, a professional liability insurance policy in the minimum amount of one million dollars
($1,000,000) per occurrence/two million dollars ($2,000,000) aggregate, to cover any claims arising out of
the CONTRACTOR's performance of services under this Agreement. Where CONTRACTOR is a
professional not required to have a professional license, CITY reserves the right to require CONTRACTOR
to provide professional liability insurance pursuant to this section.
4. If it employs any person, CONTRACTOR shall maintain worker's compensation
and employer's liability insurance, as required by the State Labor Code and other applicable laws and
regulations, and as necessary to protect both CONTRACTOR and CITY against all liability for injuries to
CONTRACTOR's officers and employees. CONTRACTOR's worker's compensation insurance shall be
specifically endorsed to waive any right of subrogation against CITY.
B. Other Insurance Requirements. The insurance coverage required of the CONTRACTOR in
subparagraph A of this section above shall also meet the following requirements:
Except for professional liability insurance, the insurance policies shall be
specifically endorsed to include the CITY, its officers, agents, employees, and volunteers, as additionally
named insureds under the policies.

2. The additional insured coverage under CONTRACTOR'S insurance policies shall
be primary with respect to any insurance or coverage maintained by CITY and shall not call upon CITY's
insurance or self-insurance coverage for any contribution. The "primary and noncontributory" coverage in
CONTRACTOR'S policies shall be at least as broad as ISO form CG20 0104 13.
3. Except for professional liability insurance, the insurance policies shall include, in
their text or by endorsement, coverage for contractual liability and personal injury.
4. The insurance policies shall be specifically endorsed to provide that the insurance
carrier shall not cancel, terminate or otherwise modify the terms and conditions of said insurance policies
except upon ten (10) days written notice to the PROJECT MANAGER.
5. If the insurance is written on a Claims Made Form, then, following termination of
this Agreement, said insurance coverage shall survive for a period of not less than five years.
6. The insurance policies shall provide for a retroactive date of placement coinciding
with the effective date of this Agreement.
7. The limits of insurance required in this Agreement may be satisfied by a combination of
primary and umbrella or excess insurance. Any umbrella or excess insurance shall contain or be endorsed to
contain a provision that such coverage shall also apply on a primary and noncontributory basis for the benefit
of CITY (if agreed to in a written contract or agreement) before CITY'S own insurance or self-insurance
shall be called upon to protect it as a named insured.
8. It shall be a requirement under this Agreement that any available insurance proceeds
broader than or in excess of the specified minimum insurance coverage requirements and/or limits shall be
available to CITY or any other additional insured party. Furthermore, the requirements for coverage and
limits shall be: (1) the minimum coverage and limits specified in this Agreement; or (2) the broader coverage
and maximum limits of coverage of any insurance policy or proceeds available to the named insured;
whichever is greater.
C. Deductibles and SIR's. Any deductibles or self-insured retentions in CONTRACTOR's
insurance policies must be declared to and approved by the PROJECT MANAGER and City Attorney, and
shall not reduce the limits of liability. Policies containing any self-insured retention (SIR) provision shall
provide or be endorsed to provide that the SIR may be satisfied by either the named insured or CITY or other
additional insured party. At CITY's option, the deductibles or self-insured retentions with respect to CITY
shall be reduced or eliminated to CITY's satisfaction, or CONTRACTOR shall procure a bond guaranteeing
payment of losses and related investigations, claims administration, attorney's fees and defense expenses.
D. Proof of Insurance. CONTRACTOR shall provide to the PROJECT MANAGER or
CITY'S City Attorney all of the following: (1) Certificates of Insurance evidencing the insurance coverage

required in this Agreement; (2) a copy of the policy declaration page and/or endorsement page listing all
policy endorsements for the commercial general liability policy, and (3) excerpts of policy language or
specific endorsements evidencing the other insurance requirements set forth in this Agreement. CITY
reserves the right to obtain a full certified copy of any insurance policy and endorsements from
CONTRACTOR. Failure to exercise this right shall not constitute a waiver of the right to exercise it later.
The insurance shall be approved as to form and sufficiency by PROJECT MANAGER and the City
Attorney.
11. INDEMNIFICATION.
A. Except as otherwise provided in Paragraph B., CONTRACTOR shall, to the fullest
extent permitted by law, indemnify, release, defend with counsel approved by CITY, and hold harmless
CITY, its officers, agents, employees and volunteers (collectively, the "City Indemnitees"), from and
against any claim, demand, suit, judgment, loss, liability or expense of any kind, including but not limited
to attorney's fees, expert fees and all other costs and fees of litigation, (collectively "CLAIMS"), arising
out of CONTRACTOR'S performance of its obligations or conduct of its operations under this
Agreement. The CONTRACTOR's obligations apply regardless of whether or not a liability is caused or
contributed to by the active or passive negligence of the City Indemnitees. However, to the extent that
liability is caused by the active negligence or willful misconduct of the City Indemnitees, the
CONTRACTOR's indemnification obligation shall be reduced in proportion to the City Indemnitees'
share of liability for the active negligence or willful misconduct. In addition, the acceptance or approval
of the CONTRACTOR's work or work product by the CITY or any of its directors, officers or
employees shall not relieve or reduce the CONTRACTOR's indemnification obligations. In the event
the City Indemnitees are made a party to any action, lawsuit, or other adversarial proceeding arising
from CONTRACTOR'S performance of or operations under this Agreement, CONTRACTOR shall
provide a defense to the City Indemnitees or at CITY'S option reimburse the City Indemnitees their
costs of defense, including reasonable attorneys' fees, incurred in defense of such claims.
B. Where the services to be provided by CONTRACTOR under this Agreement are design
professional services to be performed by a design professional as that term is defined under Civil Code
Section 2782.8, CONTRACTOR shall, to the fullest extent permitted by law, indemnify, release, defend
and hold harmless the City Indemnitees from and against any CLAIMS that arise out of, pertain to, or
relate to the negligence, recklessness, or willful misconduct of CONTRACTOR in the performance of its
duties and obligations under this Agreement or its failure to comply with any of its obligations contained
in this Agreement, except such CLAIM which is caused by the sole negligence or willful misconduct of
CITY.
C. The defense and indemnification obligations of this Agreement are undertaken in
addition to, and shall not in any way be limited by, the insurance obligations contained in this Agreement,

and shall survive the termination or completion of this Agreement for the full period of time allowed by
law.
12. NONDISCRIMINATION.
CONTRACTOR shall not discriminate, in any way, against any person on the basis of age, sex,
race, color, religion, ancestry, national origin or disability in connection with or related to the performance of
its duties and obligations under this Agreement.
13. COMPLIANCE WITH ALL LAWS.
CONTRACTOR shall observe and comply with all applicable federal, state and local laws,
ordinances, codes and regulations, in the performance of its duties and obligations under this Agreement.
CONTRACTOR shall perform all services under this Agreement in accordance with these laws, ordinances,
codes and regulations. CONTRACTOR shall release, defend, indemnify and hold harmless CITY, its
officers, agents and employees from any and all damages, liabilities, penalties, fines and all other
consequences from any noncompliance or violation of any laws, ordinances, codes or regulations.
14. NO THIRD PARTY BENEFICIARIES.
CITY and CONTRACTOR do not intend, by any provision of this Agreement, to create in any
third party, any benefit or right owed by one party, under the terms and conditions of this Agreement, to the
other party.
15. NOTICES.
All notices and other communications required or permitted to be given under this Agreement,
including any notice of change of address, shall be in writing and given by personal delivery, or deposited
with the United States Postal Service, postage prepaid, addressed to the parties intended to be notified.
Notice shall be deemed given as of the date of personal delivery, or if mailed, upon the date of deposit with
the United States Postal Service. Notice shall be given as follows:

16. INDEPENDENT CONTRACTOR.
For the purposes, and for the duration, of this Agreement, CONTRACTOR, its officers, agents and
employees shall act in the capacity of an Independent Contractor, and not as employees of the CITY.
CONTRACTOR and CITY expressly intend and agree that the status of CONTRACTOR, its officers,
agents and employees be that of an Independent Contractor and not that of an employee of CITY.
17. ENTIRE AGREEMENT -- AMENDMENTS.
A. The terms and conditions of this Agreement, all exhibits attached, and all documents
expressly incorporated by reference, represent the entire Agreement of the parties with respect to the subject
matter of this Agreement.
B. This written Agreement shall supersede any and all prior agreements, oral or written,
regarding the subject matter between the CONTRACTOR and the CITY.
C. No other agreement, promise or statement, written or oral, relating to the subject matter of
this Agreement, shall be valid or binding, except by way of a written amendment to this Agreement.
D. The terms and conditions of this Agreement shall not be altered or modified except by a
written amendment to this Agreement signed by the CONTRACTOR and the CITY.
E. If any conflicts arise between the terms and conditions of this Agreement, and the terms and
conditions of the attached exhibits or the documents expressly incorporated by reference, the terms and
conditions of this Agreement shall control.
18. SET-OFF AGAINST DEBTS.
CONTRACTOR agrees that CITY may deduct from any payment due to CONTRACTOR under
this Agreement, any monies which CONTRACTOR owes CITY under any ordinance, agreement, contract
or resolution for any unpaid taxes, fees, licenses, assessments, unpaid checks or other amounts.
19. WAIVERS.
The waiver by either party of any breach or violation of any term, covenant or condition of this
Agreement, or of any ordinance, law or regulation, shall not be deemed to be a waiver of any other term,
covenant, condition, ordinance, law or regulation, or of any subsequent breach or violation of the same or
other term, covenant, condition, ordinance, law or regulation. The subsequent acceptance by either party of
any fee, performance, or other consideration which may become due or owing under this Agreement, shall
not be deemed to be a waiver of any preceding breach or violation by the other party of any term, condition,
covenant of this Agreement or any applicable law, ordinance or regulation.
20. COSTS AND ATTORNEY'S FEES.
The prevailing party in any action brought to enforce the terms and conditions of this Agreement, or
arising out of the performance of this Agreement, may recover its reasonable costs (including claims
administration) and attorney's fees expended in connection with such action.
21. CITY BUSINESS LICENSE / OTHER TAXES.
CONTRACTOR shall obtain and maintain during the duration of this Agreement, a CITY business
license as required by the San Rafael Municipal Code CONTRACTOR shall pay any and all state and
federal taxes and any other applicable taxes. CITY shall not be required to pay for any work performed
under this Agreement, until CONTRACTOR has provided CITY with a completed Internal Revenue
Service Form W-9 (Request for Taxpayer Identification Number and Certification).
22. APPLICABLE LAW.
The laws of the State of California shall govern this Agreement.
IN WITNESS WHEREOF, the parties have executed this Agreement as of the day, month and year

RE: PROPOSAL FOR ALBERT PARK IMPROVEMENTS
Dear Mr. McGowan:
Please consider our design and professional consulting services proposal for the
City of San Rafael, Albert Park Improvements Project. We have completed
numerous park and recreation projects that are similar to the proposed Albert
Park Improvements Project. The scope for our completed park projects include
work tasks that span from public outreach to design and through construction
documents and installation. This experience will insure a smooth design process
that results in solutions that are sustainable and well received by the
community.
Our design team has experience working on projects throughout the San
Francisco Bay Area as well as specific projects for the City of San Rafael.
Previous working relationships with staff and familiarity with the San Rafael
neighborhoods will insure clear communication with staff and the public.
I will be the person that is authorized to negotiate a contract for proposed
services with the City of San Rafael on behalf of our design team. The City's
standard agreement is acceptable. If you need any additional information or

Project Understanding
Funding : We will work with the funding identified in the City's 3 Year Capital Improvement Program for
2016-2017 through 2018-2019.
Prosect Site Details: Albert Park provides the following services to the community: Community Center
Building programmable interior space, Home Baseball Field and grandstand for Pacifics, softball field,
tennis courts, Children's day care, Bocce Ball courts, children's play area and open space green areas. The
City also has maintenance and operations yard between the ball fields and tennis courts.
Process: With the park's numerous services comes a diverse group of users. We will work with staff to
meet with each of the user groups individually to make sure that their input is clear and complete. We
will assemble the data received and use it as guidance for planning and layout refinement of the park
elements. At a minimum, we will generate and overall design plan that includes an expanded play area
and furnishings in front of the B Street pedestrian entry to the park and their interface with other park
uses. When looking at the overall park, we will make recommendations on future improvements of all
use areas.
Product: Detailed Conceptual Design Alternatives, Product Specifications and Cost Estimate.
The followina are kev issues and observations to be considered:
1. Being a past user of Albert Park, I have always thought that an enlarged play area would be best
located near B Street, where the current stainless steel sculpture is now. This would populate the
front of the community center area with a positive and active user group. It would also be easily
policed from the street. Something to consider in the initial conversations.
2. Expansion of the play area at B Street could remove the need to open the Parkside play area to
the public on weekends. This would make the Parkside play area safer to use during the week-
days during child care hours.
2. The current car access from B Street could be consolidated to a single driveway for ingress and
egress. This would reduce the chance of conflict from people entering the egress driveway.
While exiting the parking lot, I have experienced this. There is also a possibility of adding more
parking spaces with this adjustment.
3. Look into and study classroom requirements of outdoor uses to improve efficiency and desirabil-
ity of community center programs.
4. Meet with police staff on improving ease of surveillance and minimizing'hiding areas'.
5. Maintain an open and flexible natural grass meadow. We have worked on other park sites where
we incorporated a small stage or allowed a portable stage adjacent to open grass meadows to
allow for performances.
6. Meet with Dave Davenport to discuss the functionality of the existing Maintenance and Opera-
tions yard between the tennis courts and baseball field.
7. Meet with Pacifics baseball representatives to hear their long range desires on how they use the
baseball field and surrounding areas.
8. Depending on scope for work Identified for the first phase of installation, a consultant may need
to be retained for Environmental Documentation.

Project Approach
Task 1.0: Project Management and Coordination
1.01 Coordinate and meet with City Staff to discuss project, prepare for public meetings, present design
alternatives and discuss alternatives. This includes 3 meetings with staff and 3 public meetings.
1.02 Prepare for and facilitate 3 public meetings.
1.03 Provide schedule and updates for project.

Task 2.0: Studies, Research and Preparation of the Report
2.01 Visit site during day and night to gather user data. Overlay information onto existing conditions
survey to generate opportunities and constraints plan. This plan will also Incorporate Initial user
analysis input from City Staff.
2.02 Lead and manage public meetings in soliciting input from project stakeholders and community. It
is anticipated that the 3 meetings include:
Notification of project scope, opportunities and constraints plan and gather input.
Present design options based on input and gather responses.
Present final plan, phasing and estimate.
2.03 Generate preliminary design alternatives for park improvements based on initial public meetings
and staff input. Meet with City staff to review alternatives prior to release to the public.
2.04 Prepare at least 2 design alternatives for park improvements that would be used as exhibits to
show public. Parking Ingress, egress and expansion will be included. Cost estimates reflecting
each alternative will be generated.
2.05 Present preferred alternative to Park and Recreation Commission and City Council. Provide hard
copies of plan estimates and background process Information for inclusion Into staff reports prior
to meetings.
Deliverables:
Opportunities and Constraints Plan.
Preliminary concept designs, alternatives and estimates.
Exhibits for staff and public meetings.
Final report and presentation materials in hard copy and digital formats. PowerPoint presentation
also included.

On -Call Consulting Services
Between the late 1990's and 2008 Abey Amold Associates provided On -Call landscape architectural
services to the City of Brentwood. This included consultation, numerous site specific park and
streetscape designs and installations as well as plan checking support between 2004 and 2005 when
Park and Recreation Staff required additional administrative assistance. Our On -Call agreements with
the City of Brentwood were renewed on an annual basis during our duration of service. Some examples
of these projects are identified in this document.
Parks, Play Areas & Sportsfields
Abey Arnold Associates has a solid understanding of the
design, construction and maintenance of public spaces
and landscape improvements, whether it involves a small
seating area, a playground or a multi -use athletic facility.
Having been Involved with the design and construction of
over 20 new and renovated parks, we can help determine
the best use of available funds and space, and work
with maintenance staff to provide improvements that will
streamline maintenance needs, such as placing hose bibs
and trash containers for convenient access. On several
parks, we have also incorporated pre -fabricated restroom and
storage facilities that were carefully selected to blend with site
aesthetics and were cost-effective. Each of our projects is
approached with the same level of care and detail to ensure
that the finished product Is a place that adds value to the
community.

We solve difficult site access Issues, and work with existing elevations, utilities and site features to create
a plan that meets ADA accessibility requirements and provides a safe, functional environment for users to
gather and enjoy. For example, we renovated a play area In Brentwood that had suffered from repeated
vandalism. We moved it from the rear of the park towards the front of the park to allow for continuous
surveillance from the street. The relocation of the play area curtailed the vandalism of play area
equipment and has attracted more users to the park.
By providing an objective, sensitive and practical approach, we can bring park and outdoor spaces up to
current standards of playground safety and accessibility.
As we design parks and play areas, we look to add elements that are fun and challenging by staying

Irrigation and Planting Renovation and Integrated Pest Management
Our work on municipal landscape improvements has given Abey Arnold Associates ample experience
in overseeing planting and Irrigation improvements that conserve our natural resources. On several
projects, we have reduced irrigation watering requirements by replacing former turf areas and associated
spray irrigation with drifts of drought tolerant plants and low water use Irrigation. We believe that beautiful,
lasting landscapes that are water efficient can happen, and we have proven that point with each of our
projects. By understanding the climate, soil type and other site factors, we develop a plant palette
that trends toward drought tolerant California natives and we
thoughtfully combine groups of plants to provide the perfect
complement and finishing touch to the entire project.
On our Irrigation designs, we specify point source irrigation
equipment and other water -saving devices on all of our
landscape projects. In 2012-2013, we oversaw design and
Installation of median planting and irrigation for 4.5 miles along
Point San Pedro Road in San Rafael, a major arterial. The
streetscape met strict water use guidelines from the Marin
Municipal Water District and was installed with purple irrigation
pipe that will allow for an easy and virtually zero -cost transition
to reclaimed water when it becomes available In the future.

Pest Management (IPM) principles in our landscape designs with drought tolerant California native plants
by evaluating every single plant species that we specify and low water use irrigation equipment.
to determine its suitability on a project. Some of the plant
characteristics we look at are: disease -resistance, possible
hosts for beneficial insects and animals, and cultural requirements such as watering needs. To create
blodiversity and increase the chance of landscape survival, our designs provide a healthy variety of plant
species instead of relying on a small list of shrubs and trees.
Public Outreach
Our public outreach experience allows us to present design Information and encourage audience
feedback in a collaborative way that fosters project understanding and support from the community.
The majority of our past park improvement work has required our firm to be involved in public outreach
meetings. Having both led and assisted in these types of meetings, often on controversial Issues, we
can help Staff prepare for expected questions and discussion Items in ways that foster inclusiveness and
decision making.

Sustainability
At Abey Arnold Associates, we constantly look for opportunities to incorporate green building principles
by evaluating products and construction techniques that reduce impact on the environment before, during
and after installation. Depending on the size and scope of the play area renovation work, we will re -use
existing play area space as much as possible, utilizing existing play area curbing or concrete walkway
as a containment edge for the proposed play area surfacing, if deemed appropriate. This can greatly
reduce construction costs and materials associated with grading, forming and pouring concrete to create a
suitable edge for play surfacing.
Another potential cost-saving and sustainable re -use idea is refurbishing existing play equipment. Careful
consideration and review of existing play structure conditions at parks slated for renovation may reveal
posts and decks that may be salvaged with new parts being added to complete an updated play structure
for less money than an entirely new structure. At Marlin Park in Redwood City, we were able to salvage
a play structure through partial retrofit and re -painting and saved a considerable amount of money versus
installing a completely new structure. Peter Arnold, a Principal at our firm, is a Certified Playground Safety
Inspector (CPSI) as well as a Professional Landscape Architect and can evaluate existing play equipment
and play areas for the City as part of our site review.

If drainage improvements are deemed necessary at a park site, we will investigate using rain gardens or
bioswales to manage and reduce stormwater flows, improving the health of surrounding natural areas
and watersheds. We regularly incorporate the use of bioswales and rain gardens in many of our projects,
providing an integrated design solution. We continue to look for ways to meet and exceed local agency
rules on water quality.
Construction Documentation
Abey Arnold Associates and, if required, any sub -consultants, will work collaboratively to complete
construction drawing packages. As the lead consultant, we will oversee the schedule and budget for
the construction documentation as well as review and monitor all drawing submittals by our consultant
team. At every project milestone, we check our progress against the project schedule and do a
thorough cost estimate of the current design plan and make adjustments accordingly. We work closely
with manufacturers of all equipment we specify for projects, including prefabricated restrooms and
custom shade structures. We will review AutoCAD plans and specifications for clarity, completeness
and compatibility of construction work described on the plans with anticipated work done by other
tradespeople. This level of review can identify areas of conflict before the drawings are released for
bidding or construction, making for a smoother construction phase. It also allows us to find potential
savings in construction, for example, reducing the amount of excess soil dumped off site by using it as fill
material on site.

Abey Arnold Associates has extensive experience guiding public agencies in the bidding and construction
phases of projects. If desired, we can assist the City with bid strategies that can help control construction
costs and provide flexibility in spending the construction budget. During construction, under the City's
direction, we can review project construction and installation, product submittals, and prepare any
supplemental documentation necessary. Understanding the latest atmosphere In open bidding for
construction projects allows us to advise the Client on what to expect prior to and during construction.
Project Schedules and, Cost Estimates
At Abey Arnold Associates, our ability to oversee successful projects and retain public clients is based
on many factors, including maintaining demanding project schedules and providing accurate estimates
of project costs. With over 20 years of experience in the design and construction of public parks and
landscape improvements, we understand the nuances of specifying materials and how parks are built
so we can assist the City in designing and prioritizing park elements to meet budget and schedule
expectations.
Other Services
Abey Arnold Associates has also provided clients with written reviews and analysis of existing landscape
projects, landscape management plans, LEED documentation and a variety of AutoCAD documents,
including as -built plans. We have assisted public agencies In submitting for grant applications by providing
necessary graphics and written narratives. For the Town of San Anselmo, we wrote the Recreation
Facilities Analysis for Memorial Park that provided a historical overview of the park and reviewed the
current status of park elements. The document was part of a storm water and flood control grant proposal

2. Description of Project: This play area was designed and installed as
part of a rehabilitation of downtown City Park. The play area has
2-5 year old and 5-12 year old use areas and the park is located ad-
jacent to the old City Hall along one of the three public streets that
border the park site. Low decorative fencing was incorporated to
separate children from the street and direct pedestrians from the
play area to and from the main lawn meadow.

2. Description of Project: This play area for 5 to 12 year old children
replaces an old structure that was destroyed by vandals. The

the street for better visibility and security surveillance. The play
elements allow more views through the structure and maximizes
accessibility and climbing opportunities.

Description of Project: Abey Arnold Associates developed'r
a conceptual design and master plan for Phase II of
Burton Park and provided public outreach, construction
documentation, bid and construction overview services
to the City of San Carlos. One signature addition is a custom performance stage designed
by Abey Arnold Associates, which will be used to host the City's popular summer music and
dance concerts, as well as other events. 3 new bocce ball courts were constructed, including
one that is ADA accessible and the existing basketball courts were renovated.
All park improvements were carefully layed out to integrate seamlessly with existing site
uses, park circulation and grading

ciates successfully collaborated on the design, construction docu-
mentation and construction review of streetscape improvements
for a four block area of downtown San Rafael that was completed
in January 2009. Phil Abey and the design team conducted an
extensive public outreach program to address questions and con-
cerns of businesses, residents and community groups. Features
include sidewalk accent paving, seat walls, planting of over 100
streets trees and site furnishings that unify the enliven the down-

Park Renovation
Description of Project: The Town of San Anselmo was examining the possibility of
redeveloping Memorial Park as a detention basin as part of an extensive flood control
plan. Memorial Park is the Town's main recreational resource, a beloved historical
central gathering place for more than 80 years that includes Millenium Playground, a
unique and well used play area built by community volunteers.
Abey Arnold Associates developed grading studies, preliminary conceptual plans,
elevations and 3-D models and participated in community meetings as part of the
project team. There is not longer the detention basin component so the firm has now
been retained as the prime consultant by the Town of San Anselmo for developing a
master plan for the park to better serve the community.

Abey Arnold Associates
Phil Abey, RLA, has more than 20 years of experience in landscape architec-
ture and has been instrumental in the planning and design of a variety of
community recreation, urban design and housing projects in the Bay Area.
His work demonstrates resourcefulness, clear communication and an ability
to bring ideas and issues into focus while developing an appropriate design
solution. As a Project Manager and Public Facilitator, Phil is known for his
ability to bring people to consensus, fostering their sense of project owner-
ship.
A long time San Rafael resident, Phil is currently on the Citizens Advisory
Committee for Affordable Housing and Economic Development. He has
also served as a volunteer on the City's Green Team on Stainability, General
Plan Advisory Committee and Design Review Board. He is currently on the
Stadium and Site Facilities committees for San Rafael High School.
On a pro-bono basis, Phil has also been assisting the Athletic Director at San
Rafael High School with a visioning study for the campus athletic facilities.
This included interviewing all the coaches and key administrative staff to
determine placeholders and land use relationships for future expansion and
improvement. This also led to a more specific site plan study on accommo-
dating new synthetic turf fields that are being initiated by a private donor.
