HomeMy WebLinkAboutCC Resolution 10304 (Abandoned Vehicles)RESOLUTION NO. 10304 A RESOLUTION OF THE SAN RAFAEL CITY COUNCIL APPROVING AN AMENDMENT TO RESOLUTION 9921, THE MASTER FEE SCHEDULE, TO INCREASE THE FINE FOR A VIOLATION OF MUNICIPAL CODE SECTION 5.40.030, ABANDONED VEHICLES WHEREAS, abandoned vehicles and vehicles parked in one space for longer than seventy-two hours have been a long standing problem in San Rafael, and WHEREAS, abandoned vehicles occupy needed parking spaces in San Rafael and create blight conditions in all neighborhoods, and WHEREAS, the City Council believes that effective abandoned vehicle abatement will improve the quality of life in San Rafael by: opening up needed parking spaces; clearing streets of dangerous abandoned vehicles; and vehicles that create health and litter problems, and WHEREAS, recent City surveys and the East San Rafael Plan have identified abandoned vehicle abatement as a top priority, and WHEREAS, abandoned vehicle abatement efforts must be fully funded to be consistent and effective, and abandoned vehicle abatement costs continue to increase due to inflation and hazardous material considerations, and WHEREAS, the Police Department has requested a $75.00 increase in the fine for a violation of Municipal Code Section 5.40.030 to continue funding of the abandoned vehicle abatement program, NOW THEREFORE, the City Council resolves: Abandoned vehicle abatement in San Rafael is an important quality of life issue that must be adequately addressed and that the effort must be adequately funded to be effective. Abandoned vehicle abatement will provide additional parking spaces for residents and remove unsightly trash and health conditions. Based on these findings the City Council approves an increase in the fine for Municipal Code Section 5.40.030 from $75.00 to $150.00, and amends the Master Fee Schedule, as documented in Resolution 9921, to note the change.
