RESOLUTION OF THE CITY COUNCIL FOR THE CITY OF SAN RAFAEL
SUPPORTING THE MARIN COUNTY TRANSPORTATION STEERING
COMMITTEE RECOMMENDATIONS FOR A TRANSPORTATION AND
LAND USE SALES TAX ALLOCATION PLAN
WHEREAS, the Sonoma -Marin Multi -Modal Transportation and Land Use Study,
completed in 1997, included a preferred scenario for a balanced mix of
land use and transportation improvements, including Highway 101,
transit, and bicycle and pedestrian improvements, as well as transit -
oriented development; and
WHEREAS, the Marin Countywide Planning Agency/Congestion Management
Agency established a Transportation Steering Committee to develop a
plan for funding the recommended transportation services; and
WHEREAS, the Steering Committee developed a comprehensive and balanced
Transportation and Land Use Sales Tax Allocation Plan for the
following:
1. Improvements to Highway 101, including construction of an HOV
reversible lane through San Rafael between the Civic Center and Sir
Francis Drake Boulevard,
2. Improvements to our local roads and arterials,
3. Implementation of light rail service from San Rafael to Sonoma
County,
4. Improvements to existing paratransit services, and bicycle and
pedestrian paths, and
S. Land acquisition to protect sensitive environmental areas; and
WHEREAS, the Steering Committee has recommended a funding measure of '/z
cent general sales tax for a 20 year period.
NOW, THEREFORE, BE IT RESOLVED that the City Council supports the
Committee's Transportation and Land Use Sales Tax Allocation Plan,
and recommends to the Countywide Planning Agency that the
transportation improvements and Marin County sales tax measure be
placed before voters in November.

foregoing resolution was duly and regularly introduced and adopted at a regular meeting
of the City Council of said City held on Monday, the 6`h day of April, 1998 by the
following vote to wit:
