A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SAN RAFAEL
APPROVING THE ST. VINCENT DE PAUL
DINING ROOM SITE SELECTION CRITERIA
WHEREAS, the City of San Rafael and St. Vincent de Paul have conducted a series
of meetings since December 1996 related to the relocation of the free dining room; and
WHEREAS, the City and St. Vincent's continue to work toward creating a solid, long-
term working relationship that will serve the City, St. Vincent's and the San Rafael
community; and
WHEREAS, the City and St. Vincent's wish to set forth site selection criteria

guidelines for the relocation of the dining room, attached as Exhibit A.

NOW, THEREFORE, BE IT RESOLVED that the City and St. Vincent's jointly make
the following statement:
(a) The St. Vincent de Paul dining room site selection criteria guidelines shall guide
future negotiations toward the successful relocation of the St. Vincent de Paul dining room;
and
(b) Negotiations in connection with finding an alternative site and conditions
governing the operation of the dining room will be the subject of future meetings between
the City and St. Vincent's.

ST. VINCENT de PAUL DINING ROOM
SITE SELECTION CRITERIA GUIDELINES
Site Location/Proximity to Clients:
The new dining room (NDR) needs to be reasonably close to current and potential
clients, most of whom live in clusters in and around downtown and East San Rafael.
Walking distance is preferred; prepared to rely on other types of access available to
NDR's clients.
The NDR will be located close to public transportation.
Positive Neighborhood Environment:
Inviting location for volunteers, clients and donors.
The NDR will be located on a site that is easy to find and easy to get to.
The NDR should not be located in an area that would convey a "poverty stigma."

Cost:
The Saint Vincent de Paul Board of Directors is willing to relocate the NDR outside
the downtown provided all of its relocation needs are met. For purposes of these
guidelines, "downtown" shall be defined by the following boundaries: Irwin Street to
West End and Second Street to Mission Avenue.
The NDR will be located so as not to be near schools or residential neighborhoods.
The NDRwill be located so as notto draw clients through residential neighborhoods.
The NDR will be located so as not to draw clients past school sites.
The NDR will have approximately 7,400 square feet of interior floor space and
approximately 9,000 square feet of exterior space to accommodate NDR's parking
needs, outdoor patios and a loading dock.
The NDR will be located on a site that is available for purchase.
