PRESENTS THIS
RESOUITION OF 11PPREEIRTION
TO
gHERE SA COX
WHEREAS, in August 1990, the San Rafael City Council adopted policy RES -9 which stated that a
neighborhood plan should be prepared for the Montecito neighborhood, and in 1994 the
City Council directed the San Rafael Planning Department to begin work on the plan, and
WHEREAS, Theresa Cox, as a member of the United Montecito Neighborhood Association, met with
Planning staff in November 1994 to talk about an overall planning approach, and served
as part of the ad hoc Steering Committee which developed a short-term action -oriented
neighborhood -directed planning process, and
WHEREAS, Theresa generously gave of her time and experience as a community activist, assisted
with the planning effort by presenting the history of the neighborhood at the April 29th
Community Workshop and helped with publicity for the neighborhood planning
meetings over the summer, and
WHEREAS, on October 25, 1995 the draft Montecito/Happy Valley Neighborhood Plait was received
with enthusiasm by residents in the community, and
WHEREAS, on November 20, 1995, the Montecito/Happy Valley Neighborhood Plan was introduced
to the City Council.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of San Rafael, on
behalf of all its citizens, hereby express sincere appreciation and gratitude to Theresa
Cox for her thoughtful observations, everpresent optimism and persistent faith that,
indeed, a committed group of people can make a difference for the future of the
Montecito/Happy Valley neighborhood.
