PRESENTS THIS
RESOMITION OE IIPPRECIdTION
YACKIE DEANS SCHMIDT
WHEREAS, in August 1990, the San Rafael City Council adopted policy RES -9 which stated that a
neighborhood plan should be prepared for the Montecito neighborhood, and in 1994 the
City Council directed the San Rafael Planning Department to begin work on the plan, and
WHEREAS, Jackie Deane Schmidt, as a member of the United Montecito Neighborhood Association,
was invited in February 1995 to be a part of the ad hoc Steering Committee which
developed a short-term action -oriented neighborhood -directed planning process, and
WHEREAS, Jackie, together with her husband Kurt, brought to the planning process the perspectives
of life-long residents of San Rafael and owners of one of the historic homes in the
neighborhood, and
WHEREAS, Jackie was an active member of the bus yard subgroup which worked out a plan for future
use of the School District's Union Street corporation yard, and
WHEREAS, Jackie was also a member of the Coordinating Committee for the preparation of the draft
plan, offering many helpful suggestions and presenting an excellent summary to her
neighbors of various issues, and
WHEREAS, on October 25, 1995 the draft Montecito/Happy Valley Neighborhood Plan was received
with enthusiasm by residents in the community, and
WHEREAS, on November 20, 1995, the Montecito/Happy Valley Neighborhood Plan was introduced
to the City Council.
NOW,
THEREFORE, BE IT RESOLVED that the Mayor and City Council of the City of San Rafael, on
behalf of all its citizens, hereby express sincere appreciation and gratitude to Jackie
Deane Schmidt for her commitment of time, her careful analysis of neighborhood concerns
and her dedication to the future of the Montecito/Happy Valley neighborhood,
demonstrating that, indeed, a committed group of people do make a difference.
