SUBJECT: ADOPT RESOLUTION APPROVING THE FOLLOWING PERSONNEL
ACTIONS:
1. Reallocate a Public Works Administrative Manager to a Senior Management Analyst
Position;
2. Reallocate a Supervising Building Inspector to a Senior Building Inspector Position and
establish the salary range;
3. Reallocate a .8 FTE Building Technician to 1.0 FTE Building Technician position;
4. Reallocate a .5 FTE Child Care Director to .6 FTE Child Care Director position; and
5. Update the Temporary, Seasonal, Retiree, and Fixed -Term Employees Salary Schedule
to include scheduled minimum wage increases and a previously approved Project
Manager and Police Property & Evidence Technician Temp salary range.
RECOMMENDATION: Adopt Resolution
BACKGROUND:
This report seeks approval of the recommended personnel actions in several departments.
Periodically the City seeks to establish, reallocate or delete positions in an effort to reorganize
or structure staffing to most effectively and efficiently serve the community and city goals.
ANALYSIS:
Public Works
The Public Works Department recently reorganized several functions including facilities and
fleet management, and garage operations, under its new Deputy Public Works Director
position. Therefore, staff recommends reclassifying the Public Works Administration Manager
position (who previously oversaw those above mentioned functions) to a Senior Management
Analyst. The Senior Management Analyst job classification is appropriate to provide high level,
complex analytical support for the department, including budget and grant management which
is critical to Capital Improvement Project monitoring and reporting.

Communitv Development
The Community Development Department recommends reallocating a vacant Supervising
Building Inspector position that has been difficult to fill to a formerly used classification of Senior
Building Inspector (attached). Department management believes that they will be more
successful in recruiting at the advanced journey level rather than a supervisor level in the
industry. The salary range recommended is $6,669 - $8,106 per month.
The Community Development Department also recommends reallocating a part-time (.8 FTE)
Building Technician position to a full-time (1.0 FTE) position to meet current workload demands,
which will reduce the usage of contracted staffing for this workload.
Communitv Services
The Community Services Department recommends reallocating a half-time (.5 FTE) Child Care
Director position to .6 FTE, since the department has the need for the position to address
existing workload demands due to vacant positions that have been difficult to fill. Currently, the
Community Services Department has 8 vacant positions.
Since all of the job classes specified above have been previously approved and utilized in the
City, there is no need to meet and confer with the bargaining units regarding these position
reallocations. However, City staff has communicated the proposed changes with the bargaining
units.
Temporarv. Seasonal, Retiree and Fixed -Term Emplovees
Lastly, staff recommends various updates to the Temporary, Seasonal, Retiree or Fixed -Term
Salary Schedule based on changes to the minimum wage and to add a previously approved
salary range that was not formally added. Staff incorporated the minimum wage increases into
the updated salary schedules for the job classes that had starting salaries of less than the new
minimum wage. This included the Child Care Temp, Clerical Temp, Intern, and Pool Attendant
salary ranges being increased to have an entry salary step set at $10.50 per hour effective in
January 2017 and $11.00 per hour effective January 2018, and also adjusts the Parking Aide to
$11.00 per hour effective January 2018. The attached updated salary schedules identify the
job classes highlighted in green that require minimum wage increases. In addition, the new
Fixed -Term Project Manager job class (i.e., created to support the Essential Facilities projects)
salary range, which was approved by City Council Resolution No. 14208 on October 3, 2016,
and the Police Property & Evidence Technician Temp salary range, previously approved by City
Council Resolution No. 14131 on June 6, 2016, has been added to the updated Temporary,
Seasonal, Retiree or Fixed -Term Salary Schedule.
FISCAL IMPACT:
The Public Works position reallocation will result in a total compensation savings of
approximately $19,500 annually. The position reallocations in Community Development are
estimated to result in an increased total compensation cost of $15,186 per year, which will be
offset by the reduced use of contracted and temporary/seasonal staffing. The slight increase
from a .5 to .6 FTE Child Care Director will cost approximately $6,000 in total compensation,
which will be offset by salary savings from vacant positions that the program has found
challenging to fill for the past year, and will cover costs with revenue income from fees in future
fiscal years. The impact of the minimum wage increases are estimated to be minimal with
annual cost increase of about $1,000.
OPTIONS:
The City Council has the following options to consider on this matter:
1. Staff's recommended action.

3. Direct staff to develop alternatives to the recommendations.

RESOLUTION OF THE SAN RAFAEL CITY COUNCIL APPROVING PERSONNEL
ACTIONS TO REALLOCATE A PUBLIC WORKS ADMINISTRATIVE MANAGER TO A
SENIOR MANAGEMENT ANALYST POSITION; REALLOCATE A SUPERVISING
BUILDING INSPECTOR TO A SENIOR BUILDING INSPECTOR POSITION;
REALLOCATE A .8 FTE BUILDING TECHNICIAN TO 1.0 FTE BUILDING
TECHNICIAN POSITION; REALLOCATE A .5 FTE CHILD CARE DIRECTOR TO .6
FTE CHILD CARE DIRECTOR POSITION; AND UPDATE THE TEMPORARY,
SEASONAL, RETIREE, AND FIXED -TERM SALARY SCHEDULE
Whereas, position reallocations in several City departments are recommended to better
utilize staffing resources and address recruitment concerns; and
Whereas, the Public Works Department has reorganized and reassigned several
functions that have been assigned to the Public Works Administrative Manager position
which warrants reallocation of the position to the Senior Management Analyst
classification; and
Whereas, the recommended salary range for the previously utilized Senior Building
Inspector job class needs to be added to the SEIU salary schedule; and
Whereas, minimum wage increases and previously approved Fixed -Term Project
Manager salary range and Police Property & Evidence Technician Temp salary range
administratively need to be updated in the Temporary, Seasonal, Retiree, and Fixed -
Term Salary Schedule; and
Whereas, the cost of the proposed position reallocations and salary schedule updates
can be accommodated by available resources.
NOW, THEREFORE BE IT RESOLVED, that the City Council hereby approves the
following personnel actions:
1. Reallocate a 1.0 FTE Public Works Administrative Manager to a 1.0
FTE Senior Management Analyst position;
2. Reallocate a 1.0 FTE Supervising Building Inspector to a 1.0 FTE
Senior Building Inspector position, with the salary range of $6,461 to
$7,853;
3. Reallocate a .8 FTE Building Technician (#1605-001) to 1.0 FTE
Building Technician position;
4. Reallocate a .5 FTE Child Care Director (#6700-008) to .6 FTE Child
Care Director position; and
5. Update the Temporary, Seasonal, Retiree, and Fixed -Term Employees
Salary Schedule to include scheduled minimum wage increases and
previously approved Project Manager salary range and Police Property
& Evidence Technician Temp salary range.

Job Class Specification
Job Title: Senior Building Inspector
SUMMARY:
Under general direction of the Chief Building Official, this position coordinates, prioritizes, schedules,
and performs as a technical expert in the inspection of buildings, examines plans and specifications
in the enforcement of laws regulating the construction of buildings in the City of San Rafael. This
positions provides lead direction and technical advice to lower level inspectors and technicians;
issues building permits and collect fees; and acts in the absence of the Chief Building Official as
necessary.
DISTINGUISHING CHARACTERISTICS:
This is a single incumbent class. This is a lead worker within the Building Inspector series.
Employees within this class are distinguished from the Building Inspector II by the addition of lead
worker duties including prioritizing and scheduling work, primary contacts with the public including
problem resolution, performance of the most complex commercial inspections, plan review, quality
assurance, and providing input on the performance appraisal of the Building Inspectors and
Technicians.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
This list is intended to be illustrative and does not represent an exhaustive list of duties and
responsibilities. Other duties may be assigned.
• Analyzes, distributes and monitors the inspection workflow.
• Makes onsite visits to inspections in progress.
• Prioritizes and schedules work, including field inspections, to Building Inspectors I & II.
• Reviews and/or inspects all commercial work.
• Assists with complaints and dispute resolution.
• Coordinates the work of the department with other City departments and outside agencies.
• Reads and interprets plans and discusses requirements with builders and owners.
• Investigates all disabled access complaints, issues reports and assists with resolution.
• Inspects building construction, plumbing, electrical and gas installations in residential, business,
industrial and public buildings.
• Conducts final inspections of completed buildings, giving approval to acceptable standards.
• Reviews and investigates violations of building code laws.
• Checks structures for compliance with building codes.
• Performs complex plan reviews of residential and commercial projects.
• Provides information to the public regarding building requirements.
• Performs related duties as required.
Knowledge of:
• Missions and requirements of other related departments and outside agencies.
• Federal, State and Municipal Codes, ordinances and regulations relating to building construction,
plumbing and gas installations.
• Building construction safety standards. Principles, techniques of building inspection and
engineering mathematics.
• Accepted methods of construction. Building, Plumbing, Electrical and Mechanical codes and
ordinances including State Access and energy Code.
Ability to:
• Prioritize and schedule the work of the Building Inspectors.
• Resolve disputes concerning code requirements and effect compliance.
• Operate a computer, effectively using the department's permitting software, and operate
miscellaneous office equipment.
• Deal effectively with people involved with building construction, particularly contractors, architects,
developers, engineers, and property owners.
• Review construction plans and conduct field inspections of buildings, subdivisions, improvements,
and site development projects.
• Analyze, interpret and accurately check building plans and specifications.
• Maintain cooperative working relationships with engineers, architects and contractors, officials,
employees and the general public.
• Apply building related codes and ordinances, including the California Building, Electrical,
Plumbing, Mechanical Codes and zoning codes.
EDUCATION AND EXPERIENCE REQUIREMENTS:
Graduation from an accredited high school or equivalent based on courses taken from an accredited
educational institution. Associate of Arts degree preferred. Five (5) years of progressively responsible
experience in building inspection, including commercial, of which at least two (2) years must be at the
full journey level or above.
CERTIFICATES, LICENSES, REGISTRATIONS:
Special Requirement: Valid CA driver's license required. Building Inspector certification from ICBO or
ICC is required. Plans Examiner certification from ICBO or ICC is required or must be obtained within
six months of date of hire.
LANGUAGE SKILLS:
Ability to read and interpret documents such as rules, operating and maintenance instructions and
procedure manuals. Ability to prepare clear and comprehensive written reports and correspondence.
Ability to communicate effectively, both verbally and in writing.
MATHEMATICAL SKILLS:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and
percentages. Ability to apply concepts of basic algebra.
REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations where
standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or
schedule form.
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is regularly required to stand; walk; use hands to
finger, handle, or feel; reach with hands and arms; and talk or hear. The employee frequently is
required to climb or balance and stoop, kneel, crouch, or crawl. The employee must regularly lift
and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds. Specific vision
abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth
perception, and ability to adjust focus.

WORK ENVIRONMENT:
The work environment characteristics described here are representative of those an employee
encounters while performing the essential functions of this job. Reasonable accommodations may be

While performing the duties of this job, the employee is regularly exposed to outdoors weather
conditions and regularly works in inside environmental conditions. The employee is occasionally
exposed to moving mechanical parts. The noise level in the work environment is usually moderate
but occasionally loud.
The nature of the work requires the individual to climb ladders or scaffolding in order to access and
walk on rooftops. A sense of balance is required to walk on pitched rooftops. The job also requires
the ability to access and enter cramped quarters such as crawl spaces located under homes, or
spaces such as attic areas. Working within the crawl space may bring the employee into contact with
reptiles, insects and/or rodents. While conducting an inspection, employee may be required to walk
over rough, uneven, and rock surfaces.
