A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUTE A
PROFESSIONAL SERVICES AGREEMENT WITH BKF ENGINEERS FOR
ENGINEERING DESIGN SERVICES ASSOCIATED WITH THE VICTOR JONES
PARK IMPROVEMENTS PROJECT, IN AN AMOUNT NOT TO EXCEED $103,453
WHEREAS, the City Council approved the Victor Jones Park Improvements
Project in the City's Capital Improvement Program (CIP) for Fiscal Years 2015/16 through
2017/18 in March 2015; and
WHEREAS, City staff determined that engineering design services from
qualified consultants will be required for this project to prepare construction documents and cost
estimates for the Victor Jones Park Improvement Project; and
WHEREAS, staff received a proposal on November 1, 2016 from BKF Engineers
in response to the City's Request for Proposals for engineering design services; and
WHEREAS, staff has reviewed the proposal from BKF Engineers and found it to
be complete and within industry standards; and
Program; and
WHEREAS, this project was identified in the 2016/17 Capital Improvement
WHEREAS, the contract in an amount not to exceed $103,453 will be
appropriated from these funds to Project No. 11289; and
WHEREAS, there are sufficient resources in the Measure A (#241) and Building
(#603) funds for the design and construction of this project; and
NOW, THEREFORE, BE IT RESOLVED that the Council of the City of San
Rafael hereby approves and authorizes the City Manager to execute a Professional Services
Agreement between BKF Engineers and the City, in a form approved by the City Attorney, in an
amount not to exceed $103,453.
BE IT FURTHER RESOLVED that the Director of Public Works is hereby
authorized to take any and all such actions and make changes as may be necessary to accomplish
the purpose of this resolution.

AGREEMENT FOR PROFESSIONAL SERVICES WITH
BKF ENGINEERS
FOR ENGINEERING DESIGN SERVICES
This Agreement is made and entered into this l'17'y. day of bECCHA3C-R , 2016, by and
between the CITY OF SAN RAFAEL (hereinafter "CITY'), and BKF ENGINEERS (hereinafter
"CONSULTANT").
RECITALS
WHEREAS, the CITY has determined that professional engineering design services are required
in connection with the Victor Jones Park Improvements Project; and
WHEREAS, the CONSULTANT has agreed to render such services;
AGREEMENT
NOW, THEREFORE, the parties hereby agree as follows:
1. PROJECT COORDINATION.
A. CITY'S Project Manager. The Director of Public Works is hereby designated the
PROJECT MANAGER for the CITY, and said PROJECT MANAGER shall supervise all aspects of the
progress and execution of this Agreement.
B. CONSULTANT'S Project Director. CONSULTANT shall assign a single PROJECT
DIRECTOR to have overall responsibility for the progress and execution of this Agreement for
CONSULTANT. Jason Kirchmann is hereby designated as the PROJECT DIRECTOR for
CONSULTANT. Should circumstances or conditions subsequent to the execution of this Agreement require
a substitute PROJECT DIRECTOR, for any reason, the CONSULTANT shall notify the CITY within ten
(10) business days of the substitution.
2. DUTIES OF CONSULTANT.
CONSULTANT shall perform the duties and/or provide the services outlined in the Scope of
Services marked as Exhibit "A," attached hereto, and incorporated herein.
3. DUTIES OF CITY.
CITY shall compensate CONSULTANT as provided in Paragraph 4, and shall perform the
duties as described in Exhibit "A" attached hereto and incorporated herein.
4. COMPENSATION.
For the full performance of the services described herein by CONSULTANT, CITY shall pay
CONSULTANT on a time and materials basis for services rendered in accordance with the rates shown
on the "Project Budget Detail" dated December 1, 2016 included in Exhibit "A" attached and
incorporated herein, in an amount not to exceed $103,453.00.
Payment will be made monthly upon receipt by PROJECT MANAGER of itemized invoices
submitted by CONSULTANT.
5. TERM OF AGREEMENT.
The tern of this Agreement shall commence upon the date of execution of this Agreement and end
on December 19, 2017 when the work shall have been completed, unless the parties agree to extend this
Agreement for another 90 days, as approved in writing by City Manager.
6. TERMINATION.
A. Discretionary. Either party may terminate this Agreement without cause upon thirty (30)
days written notice mailed or personally delivered to the other party.
B. Cause. Either party may terminate this Agreement for cause upon fifteen (15) days written
notice mailed or personally delivered to the other party, and the notified party's failure to cure or correct the
cause of the termination, to the reasonable satisfaction of the party giving such notice, within such fifteen (15)
day time period.
C. Effect of Termination. Upon receipt of notice of termination, neither party shall incur
additional obligations under any provision of this Agreement without the prior written consent of the other.
D. Return of Documents. Upon termination, any and all CITY documents or materials
provided to CONSULTANT and any and all of CONSULTANT's documents and materials prepared for or
relating to the performance of its duties under this Agreement, shall be delivered to CITY as soon as
possible, but not later than thirty (30) days after termination.
7. OWNERSHIP OF DOCUMENTS.
A. Upon completion of all work under this Agreement, ownership and title to all reports,
documents, plans, specifications, and estimates produced as part of this Agreement will automatically be
vested in the CITY; and no further agreement will be necessary to transfer ownership to the CITY.
CONSULTANT shall furnish to CITY all necessary copies of data needed to complete the review and
approval process.
B. It is understood and agreed that all calculations, drawings and specifications, whether ni hard
copy or machine-readable form, are intended for one-time use in the construction of the project described in
Exhibit A.
C. CONSULTANT shall not be liable for claims, liabilities, or losses arising out of, or
connected with the modification or misuse by CITY of, the machine-readable information and data provided
by CONSULTANT under this Agreement; further, CONSULTANT shall not be liable for claims, liabilities,
or losses arising out of, or connected with any use by CITY of the project documentation on other projects in
addition to the project that is described in Exhibit A, or for the completion of the project described in Exhibit
A by others, except only such use as may be authorized in writing by CONSULTANT.
8. INSPECTION AND AUDIT.
Upon reasonable notice, CONSULTANT shall make available to CITY, or its agent, for inspection
and audit, all documents and materials maintained by CONSULTANT in connection with its performance of
its duties under this Agreement. CONSULTANT shall fully cooperate with CITY or its agent in any such
audit or inspection.
9. ASSIGNABILITY.
The parties agree that they shall not assign or transfer any interest in this Agreement nor the
performance of any of their respective obligations hereunder, without the prior written consent of the other
party, and any attempt to so assign this Agreement or any rights, duties or obligations arising hereunder shall
be void and of no effect.
10. INSURANCE.
A. Scope of Coverage. During the term of this Agreement, CONSULTANT shall maintain, at
no expense to CITY, the following insurance policies:
1. A commercial general liability insurance policy in the minimum amount of one
million dollars ($1,000,000) per occurrence/two million dollars ($2,000,000) aggregate, for death, bodily
injury, personal injury, or property damage.
2. An automobile liability (owned, non -owned, and hired vehicles) insurance policy in
the minimum amount of one million dollars ($1,000,000) dollars per occurrence.
3. If any licensed professional performs any of the services required to be performed
under this Agreement, a professional liability insurance policy in the minimum amount of one million dollars
($1,000,000) per occurrence/two million dollars ($2,000,000) aggregate, to cover any claims arising out of
the CONSULTANT's performance of services under this Agreement. Where CONSULTANT is a

professional not required to have a professional license, CITY reserves the right to require CONSULTANT
to provide professional liability insurance pursuant to this section.
4. If it employs any person, CONSULTANT shall maintain worker's compensation
and employer's liability insurance, as required by the State Labor Code and other applicable laws and
regulations, and as necessary to protect both CONSULTANT and CITY against all liability for injuries to
CONSULTANT's officers and employees. CONSULTANT's worker's compensation insurance shall be
specifically endorsed to waive any right of subrogation against CITY.
B. Other Insurance Requirements. The insurance coverage required of the CONSULTANT in
subparagraph A of this section above shall also meet the following requirements:
Except for professional liability insurance, the insurance policies shall be
specifically endorsed to include the CITY, its officers, agents, employees, and volunteers, as additionally
named insureds under the policies.
2. The additional insured coverage under CONSULTANT'S insurance policies shall
be primary with respect to any insurance or coverage maintained by CITY and shall not call upon CITY's
insurance or self-insurance coverage for any contribution. The "primary and noncontributory" coverage in
CONSULTANT'S policies shall be at least as broad as ISO form CG20 0104 13.
3. Except for professional liability insurance, the insurance policies shall include, in
their text or by endorsement, coverage for contractual liability and personal injury.
4. The insurance policies shall be specifically endorsed to provide that the insurance
carrier shall not cancel, terminate or otherwise modify the terms and conditions of said insurance policies
except upon ten (10) days written notice to the PROJECT MANAGER.
5. If the insurance is written on a Claims Made Foran, then, following termination of
this Agreement, said insurance coverage shall survive for a period of not less than five years.
6. The insurance policies shall provide for a retroactive date of placement coinciding
with the effective date of this Agreement.
7. The limits of insurance required in this Agreement may be satisfied by a combination of
primary and umbrella or excess insurance. Any umbrella or excess insurance shall contain or be endorsed to
contain a provision that such coverage shall also apply on a primary and noncontributory basis for the benefit
of CITY (if agreed to in a written contract or agreement) before CITY'S own insurance or self-insurance
shall be called upon to protect it as a named insured.
8. It shall be a requirement under this Agreement that any available insurance proceeds
broader than or in excess of the specified minimum insurance coverage requirements and/or limits shall be
available to CITY or any other additional insured party. Furthermore, the requirements for coverage and

limits shall be: (1) the minimum coverage and limits specified in this Agreement; or (2) the broader coverage
and maximum limits of coverage of any insurance policy or proceeds available to the named insured;
whichever is greater.
C. Deductibles and SIR's. Any deductibles or self-insured retentions in CONSULTANT's
insurance policies must be declared to and approved by the PROJECT MANAGER and City Attorney, and
shall not reduce the limits of liability. Policies containing any self-insured retention (SIR) provision shall
provide or be endorsed to provide that the SIR may be satisfied by either the named insured or CITY or other
additional insured party. At CITY's option, the deductibles or self-insured retentions with respect to CITY
shall be reduced or eliminated to CITY's satisfaction, or CONSULTANT shall procure a bond guaranteeing
payment of losses and related investigations, claims administration, attorney's fees and defense expenses.
D. Proof of Insurance. CONSULTANT shall provide to the PROJECT MANAGER or
CITY'S City Attorney all of the following: (1) Certificates of Insurance evidencing the insurance coverage
required in this Agreement; (2) a copy of the policy declaration page and/or endorsement page listing all
policy endorsements for the commercial general liability policy, and (3) excerpts of policy language or
specific endorsements evidencing the other insurance requirements set forth in this Agreement. CITY
reserves the right to obtain a fiill certified copy of any insurance policy and endorsements from
CONSULTANT. Failure to exercise this right shall not constitute a waiver of the right to exercise it later.
The insurance shall be approved as to form and sufficiency by PROJECT MANAGER and the City
Attorney.
11. INDEMNIFICATION.
A. Except as otherwise provided in Paragraph B., CONSULTANT shall, to the fullest
extent permitted by law, indemnify, release, defend with counsel approved by CITY, and hold harmless
CITY, its officers, agents, employees and volunteers (collectively, the "City Indemnitees"), from and
against any claim, demand, suit, judgment, loss, liability or expense of any kind, including but not limited
to attorney's fees, expert fees and all other costs and fees of litigation, (collectively "CLAIMS"), arising
out of CONSULTANT'S performance of its obligations or conduct of its operations under this
Agreement. The CONSULTANT's obligations apply regardless of whether or not a liability is caused or
contributed to by the active or passive negligence of the City Indemnitees. However, to the extent that
liability is caused by the active negligence or willfirl misconduct of the City Indemnitees, the
CONSULTANT's indemnification obligation shall be reduced in proportion to the City Indemnitees'
share of liability for the active negligence or willful misconduct. In addition, the acceptance or approval
of the CONSULTANT's work or work product by the CITY or any of its directors, officers or
employees shall not relieve or reduce the CONSULTANT's indemnification obligations. In the event the
City Indemnitees are made a party to any action, lawsuit, or other adversarial proceeding arising from
CONSULTANT'S performance of or operations under this Agreement, CONSULTANT shall provide a

defense to the City Indemnitees or at CITY'S option reimburse the City Indemnitees their costs of
defense, including reasonable attorneys' fees, incurred in defense of such claims.
B. Where the services to be provided by CONSULTANT under this Agreement are design
professional services to be performed by a design professional as that term is defined under Civil Code
Section 2782.8, CONSULTANT shall, to the fullest extent permitted by law, indemnify, release, defend
and hold harmless the City Indemnitees from and against any CLAIMS that arise out of, pertain to, or
relate to the negligence, recklessness, or willful misconduct of CONSULTANT in the performance of its
duties and obligations under this Agreement or its failure to comply with any of its obligations contained
in this Agreement, except such CLAIM which is caused by the sole negligence or willful misconduct of
CITY.
C. The defense and indemnification obligations of this Agreement are undertaken in
addition to, and shall not in any way be limited by, the insurance obligations contained in this Agreement,
and shall survive the termination or completion of this Agreement for the frill period of time allowed by
law.
12. NONDISCRIMINATION.
CONSULTANT shall not discriminate, in any way, against any person on the basis of age, sex,
race, color, religion, ancestry, national origin or disability in connection with or related to the performance of
its duties and obligations under this Agreement.
13. COMPLIANCE WITH ALL LAWS.
CONSULTANT shall observe and comply with all applicable federal, state and local laws,
ordinances, codes and regulations, in the performance of its duties and obligations under this Agreement.
CONSULTANT shall perform all services under this Agreement in accordance with these laws, ordinances,
codes and regulations. CONSULTANT shall release, defend, indemnify and hold harmless CITY, its
officers, agents and employees from any and all damages, liabilities, penalties, fines and all other
consequences from any noncompliance or violation of any laws, ordinances, codes or regulations.
14. NO THIRD PARTY BENEFICIARIES.
CITY and CONSULTANT do not intend, by any provision of this Agreement, to create in any third
party, any benefit or right owed by one party, under the terms and conditions of this Agreement, to the other
ply.
15. NOTICES.
All notices and other communications required or permitted to be given under this Agreement,
including any notice of change of address, shall be in writing and given by personal delivery, or deposited

with the United States Postal Service, postage prepaid, addressed to the parties intended to be notified.
Notice shall be deemed given as of the date of personal delivery, or if mailed, upon the date of deposit with
the United States Postal Service. Notice shall be given as follows:

16. INDEPENDENT CONTRACTOR.
For the purposes, and for the duration, of this Agreement, CONSULTANT, its officers, agents and
employees shall act in the capacity of an Independent Contractor, and not as employees of the CITY.
CONSULTANT and CITY expressly intend and agree that the status of CONSULTANT, its officers,
agents and employees be that of an Independent Contractor and not that of an employee of CITY.
17. ENTIRE AGREEMENT -- AMENDMENTS.
A. The terms and conditions of this Agreement, all exhibits attached, and all documents
expressly incorporated by reference, represent the entire Agreement of the patties with respect to the subject
matter of this Agreement.
B. This written Agreement shall supersede any and all prior agreements, oral or written,
regarding the subject matter between the CONSULTANT and the CITY.
C. No other agreement, promise or statement, written or oral, relating to the subject matter of
this Agreement, shall be valid or binding, except by way of a written amendment to this Agreement.
D. The terms and conditions of this Agreement shall not be altered or modified except by a
written amendment to this Agreement signed by the CONSULTANT and the CITY.
E. If any conflicts arise between the terms and conditions of this Agreement, and the terms and
conditions of the attached exhibits or the documents expressly incorporated by reference, the terms and
conditions of this Agreement shall control.
18. SET-OFF AGAINST DEBTS.
CONSULTANT agrees that CITY may deduct from any payment due to CONSULTANT under
this Agreement, any monies which CONSULTANT owes CITY under any ordinance, agreement, contract
or resolution for any unpaid taxes, fees, licenses, assessments, unpaid checks or other amounts.
19. WAIVERS.
The waiver by either party of any breach or violation of any term, covenant or condition of this
Agreement, or of any ordinance, law or regulation, shall not be deemed to be a waiver of any other term,
covenant, condition, ordinance, law or regulation, or of any subsequent breach or violation of the same or
other term, covenant, condition, ordinance, law or regulation. The subsequent acceptance by either party of
any fee, performance, or other consideration which may become due or owing under this Agreement, shall
not be deemed to be a waiver of any preceding breach or violation by the other party of any term, condition,
covenant of this Agreement or any applicable law, ordinance or regulation.

20. COSTS AND ATTORNEY'S FEES.
The prevailing party in any action brought to enforce the terms and conditions of this Agreement, or
arising out of the performance of this Agreement, may recover its reasonable costs (including claims
administration) and attorney's fees expended in connection with such action.
21. CITY BUSINESS LICENSE / OTHER TAXES.
CONSULTANT shall obtain and maintain during the duration of this Agreement, a CITY business
license as required by the San Rafael Municipal Code CONSULTANT shall pay any and all state and
federal taxes and any other applicable taxes. CITY shall not be required to pay for any work performed
under this Agreement, until CONSULTANT has provided CITY with a completed Internal Revenue Service
Form W-9 (Request for Taxpayer Identification Number and Certification).
22. APPLICABLE LAW.
The laws of the State of California shall govern this Agreement.

COVER LETTER
Proposal — City of San Rafael: Victor Jones Park Improvement Project
It is with great pleasure and enthusiasm that BKF Engineers (BKF) along with RHAA has the opportunity
to submit this proposal and fee for the preparation of final design documents for Victor Jones Park. The
enclosed proposal describes our understanding, approach and schedule as well as sets out our past
experience, team qualifications and references. We believe that BKF and the project team proposed will be
an excellent choice in helping the City achieve a successful project. BKF and the project team will adhere to
proven strategies and are committed to the City of San Rafael's Public Works Department and its citizens.
Experienced & Dedicated Project Team: As the prime consultant, BKF has assembled a strong team.
In addition to our staff, we have included the following sub -consultants to help achieve the project goals:
RHAA, Landscape Architecture and Planning
O'Mahony & Myer, Electrical, Lighting and Illumination
ZFA, Structural Engineering
Mack5, Cost Estimating
Our team has significant experience working in San Rafael and Marin County with a solid understanding
of the project. We have established relationships with key stakeholders and the agencies involved. For this
project, Jason Kirchmann, PE, PLS, QSD/P will serve as the Project Manager and the primary point of contact
for the City. Jason and the project team have worked together on many public park projects as well as
landscape based designs for private owners and developers.
Local Presence: BKF and our primary subconsultants are all local Marin County firms. BKF is excited to
note that we are quickly approaching the two-year anniversary of our office in San Rafael. The San Rafael
location has enhanced our ability to serve both our public and private clients throughout Marin with the
local touch they deserve. Staff members from the project team live or have families who reside in San Rafael.
It is with this local attachment that BKF and the project team can honestly say we are professionally and
personally invested in the City of San Rafael!
City Specific Requirements: BKF is familiar with the standards which City staff and local contractors
are accustomed to with the presentation of project drawings. Through our On -Call Contract with the City,
Jason and the BKF team have provided base maps for use in other City sponsored projects. Through review
of project drawings previously advertised for bid, discussions with City staff and design of many public parks,
BKF understands the design detail required to provide a clean, readable set of Construction Documents.

PROJECT UNDERSTANDING
Victor Jones Park is stretched out over a long narrow hillside and is topographically divided into
two main levels. The lower level along Robinhood Drive consists of the "older kids" facilities such
as baseball diamond, volleyball court and basketball courts. The upper level off of Maplewood
Drive consists of fenced toddler site, play equipment, swings, picnic tables and barbecue facilities.
There is no on-site public parking, however parking is available along the adjacent neighborhood
streets.
The City of San Rafael's 2015/16 Capital Improvement Program (CIP), approved by the City Council
in 2015 identified five park improvement projects related to safety issues, including Victor Jones
Park. The improvements identified to be made at Victor Jones Park include upgrading accessible
paths of travel and restroom facilities (ADA compliance), improve site drainage, replace and
modernize playground equipment, refresh surface finishes and provide arbor repair. A conceptual
Master Plan was prepared in January 2009 which highlighted potential park improvements. The
Parks and Recreation Commission approved a design alternative in September of 2016 which
included key elements consistent with the CIP infrastructure and safety improvement funding.
These elements included a fenced in playground area, new ADA compliant restroom, shade
structure, bocce ball court and plaza area at the upper level of the park.
As is the case with many other older sites, the topography and existing improvements do not meet
current ADA or California Building Code (CBC) accessibility regulations. Victor Jones Park contains
these same existing conditions. The site has several key challenges as it relates to accessibility,
primarily related to slopes, signage, path of travel to accessible restroom facilities, non-compliant
hardware and play equipment. Another key challenge is the budget constraints. There are many
critical park improvement elements that need to be incorporated into the design and construction
budget of just $460,000.
To bring the Park up to current standards, creative solutions will need to be developed to improve
the connection at the steep sloped sidewalk adjacent to Maplewood Drive. Play equipment and
play surfaces need to be replaced to achieve compliance with current ADA/CBC requirements
as well as improve safety. A new restroom building with new utility connections will need to be
installed with appropriate access from the park's upper level. Contemporary play area and bocce
ball court surfaces require well planned subdrainage facilities. These facilities will need to be
directed to landscape areas or other low impact design features to improve stormwater runoff
quality in accordance with state and county regulations. A functional new shade structure will be
provided to keep parents and kids alike cool on those warm Marin afternoons.
BKF and the project team understand the need for each of these facilities as a part of the park's
improvement project. It is also understood that there are budget limitations which may make
implementing all of these elements challenging. This is why it will be critical to develop the
preliminary design and a detailed cost estimate very early in the document preparation process.
Once budget numbers for each item are developed, the design team will work closely with
City staff to identify the critical elements to deliver the park improvements within budget. The
project team proposed has worked together on many parks and private site designs with similar
budgetary constraints. We understand that development of accurate construction costs early in
the process is critical to developing a roadmap to project success.
BKF recognizes that an organized project delivery approach is another critical component
of projects success. A well -executed project results from effective project management and
communication to understand the needs of the client, direct the flow of information, define and
track tasks, assign the appropriate personnel to complete the work, and ensure a technically
sound, cost-effective data set presented in an easily readable format. It is this team's history of
utilizing these strategies that will allow us to provide the support to ensure successful completion
of the Victor Jones Park Improvement Project on time and within budget.

TASK 1: PROJECT MANAGEMENT AND COORDINATION
Meetings
Upon given a Notice to Proceed, BKF will schedule a project kickoff meeting with the City of San
Rafael Department of Public Works staff to:
Introduce key individuals
Reaffirm the project scope of work
Confirm the communication protocol
Discuss any items which may be sensitive or require special procedures
Once the project has begun, BKF will provide ongoing coordination with Public Works staff
throughout the duration of the project.
BKF will participate in progress meetings with the City for the project duration. Meeting efficiency is
key to keeping project management costs low for the City and its consultant team. BKF will submit an
agenda two business days prior to each scheduled meeting for review and comment. This will allow
all parties involved to be prepared to discuss specific project items in order to maintain pointed and
efficient meetings.
At the meetings, BKF will provide project progress reports which will identify the work completed since
the previous meeting, the work completed project to date, and the project progress as it relates to the
project schedule. The meetings and reports will accomplish the following:
Identify potential problems and provide solutions encountered during the period between
meetings
Provide status updates on the solutions to previously identified problems will be provided
Prioritize and identify tasks to be completed and assign Team personnel to be responsible for
accomplishing said task(s)
Identify ongoing status of open items
Prepare meeting minutes
BKF will provide hardcopies of the progress reports and the status open items list at the start of every
meeting. Meeting minutes will be distributed one business day after the meeting.
Communication and Project Status Reports
The success of all projects is based in part on the thoroughness of the planning, with diligence to
maintain adherence to project schedules and budgets. The Jason Kirchmann, Project Manager will
monitor daily progress of the project and provide updates to the City on a weekly basis. The updates
to the City will be in the form of a Gant format schedule, associated Microsoft Project electronic file
and a brief narrative of Tasks started, in progress or completed during the weekly period. Constant
monitoring and reporting of project progress is the key to providing the project deliverables on time
and within budget.

apparent environmental concerns and drainage issues.
It is anticipated that the work will be provided within existing areas currently occupied by park
improvements, previously mapped parcel lines, and that there are no major environmental
concerns that need to be addressed. Services to perform a formal environmental investigation
or resolution of right of way is not included within this scope of services, however; BKF will notify
City staff if these situations arise to discuss the appropriate course of action.
2.3 Develop project schedule. Schedule will be delivered to City staff electronically for review,
comment and approval.

2.28 Prepare Final Stormwater Control Plan in accordance with MCSTOPPP guidelines and template.
2.29 Review and comment on draft special provisions prepared by the City.
2.30 Prepare and submit final construction documents (100% drawings). This package will be a bid
ready set of contract drawings for the project including alternates based upon approved design
and budget. Project deliverables will be packaged to facilitate reproduction and distribution for
the bidding process. Drawings, schedule of items and an engineer's estimate will be provided
for the advertisement. The Final Storm Water Control Plan will be signed and delivered for
the City's use for annual reporting requirements to the Regional Water Quality Control Board
(RWQCB).

Moorland Neighborhood Park is a participation based community design driven project
in an unincorporated portion of Santa Rosa, CA. This project relies heavily on a process
of thoughtful engagement with community members and a self-selecting representative
steering committee to help guide the completion of a park master plan and subsequent
environmental documentation. The design process includes multiple public workshops
which drive rapidly cycled design ideas. The subsequent ideas are vetted with a selection
of steering committee members to drive the process forward and reach consensus. The
project seeks to define a neighborhood scale park which strikes a balance between active
and passive recreation serving a wide range of users, a cohesive park design between two
segmented parcels, culturally designed spaces with structures and historically significant
neighborhood events.

George Rocky Graham Park is an approximately 1.2 acre community park in Marin City
funded by the State of California Proposition 84 bond act. RHAA worked in partnership
with the Trust for Public Land, Marin Grass Roots, and Mack5 Construction as well as with
the residents of Marin City to develop a park that reflects the needs, spirit and history of
the community. The new park features a variety of elements, including a tot playground,
school -aged playground, adult fitness activities, play field, amphitheater with stage, game
tables, and barbeque picnic areas. The history of the community is being celebrated by a
large mural designed by artist Nancy Peach to show the history of the community from
Miwok habitation to current times.
The park was designed for long term sustainability and reduced maintenance. The park
incorporates features to reduce water consumption including low flow bathroom fixtures,
drought tolerant planting, low flow drip irrigation and a synthetic turf field. The play
equipment and site furnishings were chosen for their durability and recycled material
content. Stormwater is contained on site by infiltration basins/rain gardens.

MCINNIS PARK MASTER PLAN
San Rafael, CA
Working with Marin County Parks and Recreation Department, Marin Municipal Water
District (MMWD) and the Las Gallinas Sanitary District RHAA implemented the initial
phase of the McInnis Park Master plan with the development of active recreation, trails,
parking areas and planting improvements. Almost ten acres of playfields are irrigated with
reclaimed water. An entrance arbor and signage throughout the park were added as well as
updating and improving tennis courts, picnic areas and parking.

Engaged throughout the life of the project, Mr. Greg Hurd's experience ranges

Mr. Jason Kirchmann is well suited for the Victor Jones Park project as he is
familiar with the City of San Rafael. He is also familiar with the design and
construction of several other park projects in the North Bay. Jason understands
the importance of seamless coordination with Agency staff as well as the
Project team. He brings a keen sense of urgency to a project as well as a wealth
