TOPIC: COMPLETION OF RETAINING WALL PROJECT
SUBJECT: ACCEPT COMPLETION OF THE BROOKDALE AVENUE RETAINING WALL PROJECT, CITY
PROJECT NO. 11214, AND AUTHORIZE THE CITY CLERK TO FILE THE NOTICE OF
COMPLETION
RECOMMENDATION: Accept completion of the project and authorize the City Clerk to file the Notice of
Completion.
BACKGROUND: Brookdale Avenue is a one-way loop off of Lincoln Avenue and adjacent to the Irwin
Creek to the north. The area next to the roadway experienced erosion due to the close proximity of
Irwin Creek as it meanders downstream. The creek bank erosion caused instability in the original
stacked rock retaining wall that held up a portion of Brookdale Avenue, and caused the roadway to
subside. In order to support the roadway and allow access to properties, a Cast-in—Drilled Hole (CIDH)
retaining wall system was constructed adjacent to the roadway. This type of repair includes the
installation of closely spaced piles with a concrete cap. If future erosion continues in this area from the
creek, this type of repair can accommodate the installation of a tieback system that will further support
the roadway. In addition, 300 feet of Brookdale Avenue was resurfaced as part of this project.
The project was advertised in accordance with San Rafael's Municipal Code on June 27, 2016, and sealed
bids were publicly opened and read aloud on July 21, 2016, at 10:30 AM. On August 15, 2016, the City
Council adopted a resolution authorizing the Public Works Director to enter into an agreement with the
low bidder, Valentine Corporation. Construction commenced on October 31, 2016. The project was
completed on December 21, 2016. All work was completed within the number of Working Days
allowed. Staff recommends acceptance of the project and recordation of the Notice of Completion.

ANALYSIS: Pursuant to Civil Code Section 3093 the City is required to record a Notice of Completion
upon acceptance of the improvements by the City. This acceptance initiates a time period during which
project subcontractors may file Stop Notices seeking payment from the City from the funds owed to the
Contractor for the project work.
FISCAL IMPACT: Construction was completed within the original authorized budget of $260,000. The
total project cost, including advertisement, construction, and City staff time are shown in the table
below.
