O'Brien and Mary Ferrario O'Brien Citizen of the Year Award; P11-017 (CD) RECOMMENDATION: Adopt resolution. BACKGROUND: In March 2001, J. Michael Mahoney established an endowment in honor of former Planning Commissioners Richard O'Brien and his wife, Mary Ferrario O'Brien. The endowment funds an annual "Citizen of the Year" award. The purpose of this award is to recognize an individual in the San Rafael community who has made exceptional contributions to the City, making it a better place to live or work. In addition to public recognition, the endowment provides a cash award to the recipient. In September 2001, the City Council adopted procedures for the "Citizen of the Year" award program and process. The procedures include the appointment of a Section Committee to review nominations from the public and recommend an award recipient to the City Council. The Selection Committee includes two City Council members, two Planning Commissioners, a member of the O'Brien family, a representative from the San Rafael Chamber of Commerce, and representatives of the Federation of San Rafael Neighborhoods and the North San Rafael Coalition. The selection procedures call for nominations to be submitted early in the calendar year. Once the current year nominations have been submitted, these are reviewed collectively with the nominations submitted over the past three years (in this case 2009, 2010 and 2011). Last year's Citizen of the Year recipient (Carolyn Lenert — 2011) was eliminated from the pool of eligible candidates. This year, a total of 13 candidates were considered. Of this total, three nominations were submitted to the City this year and ten were carried over from the past three years. On February 1, 2012, the Selection Committee met to review and consider the nominations. The Selection Committee recommends retired Mayor Albert J. Boro as the eleventh recipient of the award. As summarized in the attached nomination materials. Al Boro has been recommended as Citizen of the Year due to his 40+ years of service to the community. During these 40 years, Al served on the San Rafael Planning Commission for 16 years, four years as a City Councilmember and 20 years as the City's Mayor. In 2011, Al was listed as the top ten mayors in the State of California. Al has had a passionate engagement in making San Rafael a better place to live and work. Through his years of service his involvement and efforts have shaped the community. These efforts included the Downtown Vision, which resulted in the preservation and restoration of what is now the Rafael Film Center, Downtown revitalization, the San Rafael City Plaza and adjacent Rafael Town Center development, and the San Rafael Corporate Center. Al provided leadership in planning and developing many important City projects, including but not limited to the development of Parkside Childcare and the Pickleweed Community Center and Library. In AI's 40 years of consistent service to the community, he devoted many hours of time and energy in leading community projects and efforts through compassion, open communication and collaboration. This service has gone beyond the city limits of San Rafael to leadership on numerous county and regional boards. Al was a board member of the Golden Gate, Bridge, Highway & Transportation District, SMART, Transportation Authority of Marin, Marin County Parks and Open Space District, Central Marin Sanitation Agency, the Marin County Fair Board, and many others. If approved by the City Council, Al will be recognized at this year's State of the City Dinner, which is scheduled for Friday, April 27, 2012. FISCAL IMPACT: As the Citizen of the Year Award program is privately funded, there is no financial impact to the City of San Rafael. OPTIONS: • Adopt the Resolution of Appreciation conferring the Citizen of the Year Award to Albert Boro. • Return the recommendation to the Selection Committee for reconsideration. O'Brien and Mary Ferrario O'Brien Citizen of the Year Award Presented to Albert J. Boro WHEREAS, for more than 4 decades, Albert J. Bora served his community tirelessly, with distinction and unmistakable flair. From 1471 until his retirement in 2011, Al spent 16 years on the San Rafael Planning Commission, 4 years on the City Council, finally graduating to Mayor in 1941. He was consistently listed as one of the "top 10" mayors in the State of California; and WHEREAS, Al's vision and leadership helped make San Rafael a better place to live, work and visit, particularly through the development of such landmark projects as the Rafael Film Center, the Rafael Town Center, the San Rafael Corporate Center, Parkside Childcare, the West End Village and others; Mayor Bora and the community are particularly proud of the renovation of the Pickleweed Community Center and Library, which introduced City services to a San Rafael neighborhood that had previously been underserved; and WHEREAS, Al generously contributed time and energy to diverse projects in San Rafael and throughout Marin County. In addition to his role as Mayor, he simultaneously served on a wide variety of County and regional boards, which included the Golden Gate Bridge, Highway and Transportation District, Sonoma -Marin Area Rail Transit, the Central Marin Sanitation Agency, and the Merin County Parks and Open Space District. Last among equals is the Marin County Fair Board, a widely loved local tradition close to his heart; and WHEREAS, Mayor Boro embraced numerous challenges over his years of service, and approached them with common sense, humor and in the best interest of San Rafael residents, businesses and visitors. Al skillfully managed innumerable public hearings and meetings, participated in countless civic events, both large and small, all with a caring style and a firm grasp of inclusive governance. His leadership was marked by a firm understanding of City's residents, local business community, neighborhoods, civic organizations and City staff; and WHEREAS, the breadth of Mayor Boro's contributions to the community are well documented. His legacy was clearly acknowledged at AI's retirement party in December 2011, attended by over 500 people, all celebrating Al for his 40+ years of service to the community, and thanking him for his role as a mentor, community leader and an all -too -rare example of excellence in the municipal arena. NOW, THEREFORE, LET IT BE RESOLVED, that the San Rafael City Council expresses its appreciation to Al Born's efforts on behalf o� his community and hereby awards him the Richard O'Brien and the Mary Ferrario O'Brien Citizfn of the Year Award.
