SUBJECT: RESOLUTION AUTHORIZING THE TEMPORARY CLOSURE OF THE EASTBOUND
LANE OF PT. SAN PEDRO ROAD FROM RIVIERA DRIVE TO BISCAYNE DRIVE, FOR
THE MARIN COUNTY HALF MARATHON ON SUNDAY, APRIL 30, 2017, FROM 7AM TO
1 PM.
RECOMMENDATION: Approve Resolution authorizing temporary closure of Pt. San Pedro
Road from Riviera Drive to Biscayne Drive for the Marin County Marathon, on Sunday, , April
30, 2017 from 7 a.m. to 1 p.m.
BACKGROUND: The ninth annual Marin County Half Marathon, 10k & 5k will be held Sunday
morning, April 30, 2017, beginning at 7:30 am, at McNear's Beach County Park. This is a not
for profit event produced by the Sustainable Sports Foundation. All net proceeds benefit the
foundation's unique program of giving under -served children in this community the opportunity
to learn how to swim and be safe in and around the water. The entire Spring Splash Week at
San Rafael's Marin YMCA, which gives 350 kids from low-income families the chance to learn
this important life skill, is paid for by Sustainable Sports Foundation. Approximately 1,500 local
participants will take part this year.
At the conclusion of 2016 Sustainable Sports Foundation events season, (Marathon, Triathlon
& Swim Challenge), the non-profit has raised over one million dollars in funds to support the
swimming program as well as other local and national charities.
ANALYSIS: The event producer, Mark Liebert, will notify local residents in the Peacock Gap
area (via mail to residents or to home owner associations) of the event details. In the seven
years of this event, Mr. Liebert has received positive responses from the residents regarding
the event. Up to fifteen hundred participants are expected to take part in the event. All
marketing and production is done by the event organizer.

Eastbound San Pedro Road from Riviera Drive to Biscayne Drive will be closed. All tributary
roads will be open with closure controls and detours as designated by the Police Department.
The event will be coordinated with Police, Fire, and Public Works Departments.
FISCAL IMPACT: A minimum number of Police Officers will be required and the producer will
pay for all related Police and City Staff Services. Cleanup is being handled by the event
producer. There will be no cost to the City.
COMMUNITY OUTREACH:
A variety of media (print & social), ads, posters & networking will be utilized to provide the widest
margin of effective outreach possible.
OPTIONS:
The City Council has the following options to consider on this matter:
1. Adopt Staff's recommended Resolution.
2. Adopt resolution with modifications.
3. Direct staff to return with more information.
4. Take no action.
RECOMMENDED ACTION:
Adopt the Resolution.

RESOLUTION NO. 14287
RESOLUTION AUTHORIZING THE TEMPORARY CLOSURE OF THE
EASTBOUND LANE OF PT. SAN PEDRO ROAD FROM RIVIERA DRIVE
TO BISCAYNE DRIVE, FOR THE MARIN COUNTY MARATHON ON
SUNDAY, APRIL 30, 2017, FROM 7AM TO 1 PM
WHEREAS, the annual Marin County Marathon event will occur on Sunday, April 30,
2017; and
WHEREAS, the SAN RAFAEL CITY COUNCIL determined and recommended that, in the
interest of the safety and welfare of pedestrian and auto traffic in the Peacock Gap area,
the street below should be temporarily closed to through traffic for the date and times
specified below.
Street to be closed on Sunday, April 30, 2017 from 7:00 a.m. to 1:00 p.m.:
Eastbound Pt. San Pedro Road from Riviera Drive to Biscayne Drive
NOW, THEREFORE THE SAN RAFAEL CITY COUNCIL RESOLVES that all of the above
findings are true and correct;
BE IT FURTHER RESOLVED, that, pursuant to the authority of Vehicle Code section 21101(e),
for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council
hereby authorizes the temporary closure of the above listed street for the date and times
described above.

resolution was duly and regularly introduced and adopted at a regular meeting of the City
Council held on the 6th day of March, 2017 by the following vote, to wit:
