Conference with Legal Counsel — Government Code Section 54956.9(d)(4) — Anticipated Litigation Initiation of Litigation Pursuant to Paragraph (4) of Subdivision (d) of Section 54956.9 (One potential case) OPEN TIME FOR PUBLIC EXPRESSION — 7:00 PM: The public is welcome to address the City Council at this time on matters not on the agenda that are within its jurisdiction. Please be advised that pursuant to Government Code Section 54954.2, the City Council is not permitted to discuss or take action on any matter not on the agenda unless it determines that an emergency exists, or that there is a need to take immediate action which arose following posting of the agenda. Comments may be no longer than two minutes and should be respectful to the community. CITY MANAGER'S REPORT: 3. City Manager's Report CONSENT CALENDAR: The opportunity for public comment on consent calendar items will occur prior to the City Council's vote on the Consent Calendar. The City Council may approve the entire consent calendar with one action. Resolution of Appreciation for Carlene McCart, Community Development Director, Retiring after 19 Years of Service to the City of San Rafael (CS) Recommended Action — Adopt Resolution c. Resolution Approving and Authorizing the City Manager to Execute an Agreement Between the City of San Rafael and the Regents of the University of California for the Use of Falkirk Cultural Center Greenhouse and Grounds by the University of California's Cooperative Extension in Marin County Through its Marin Master Gardeners Program (CS) Recommended Action — Adopt Resolution d. Resolution Approving a Professional Services Agreement with Creative Thinking, Inc. DBA the Idea Cooperative to Create a Community Branding Concept for San Rafael, for a Flat Fee of $30,000 (ED) Recommended Action — Adopt Resolution e. Resolution Supporting an Application for Downtown San Rafael to Become a Recognized `California Cultural District' and Acknowledging the City's Partnership with Downtown Arts Organizations (ED) Recommended Action — Adopt Resolution f. Resolution Approving an Amendment to the Professional Services Agreement with Foster Morrison Consulting Ltd. for Hazard Mitigation Consulting Services (FD) Recommended Action — Adopt Resolution g. Consent Calendar: None ADJOURNMENT: Any records relating to an agenda item, received by a majority or more of the Council less than 72 hours before the meeting, shall be available for inspection in the City Clerk's Office, Room 209, 1400 Fifth Avenue, and placed with other agenda -related materials on the table in front of the Council Chamber prior to the meeting.
