Resolution Authorizing Street Closures for the Italian Street Painting Marin from 8:00 a.m. on June 21, 2017 Through 4:00 p.m. n June 26, 2017 (ED) Recommended Action — Adopt Resolution Resolution Authorizing Street Closures for the Bay Area Color Stride, July 4th 2017, 5 a.m. — 12 p.m.; Fourth Street from Cijos to E St. and Various Surrounding Downtown Streets as Noted (ED) Recommended Action — Adopt Resolution d. Resolution Approving a Memorandum of Understanding Between the San Rafael City Schools and the City of San Rafael to Provide Library Cards for San Rafael City Schools Students (Lib) Recommended Action — Adopt Resolution Resolution Approving and Authorizing the City Manager to Execute a Second Addendum to the Existing Commercial Lease Agreement, Dated November 7, 2002, Between the City of San Rafael and Gordon and Connie Wong for Office Space at 1033 C Street, Extending the Lease Term for Two Additional Years Through December 31, 2019, with an Option for a Month -to -Month Tenancy Thereafter, to Serve as the Parking Services Division Offices During the Construction of the Public Safety Building (MS) Recommended Action — Adopt Resolution f. Resolution Authorizing the City Manager to Execute an Amendment to the On -Call Traffic Signal Maintenance and Repair Agreement with DC Electric Group, Inc. to Increase the Maximum Not to Exceed Amount by $80,000, Increasing the Total Not to Exceed Amount to $206,969 Annually (PW) Recommended Action — Adopt Resolution g. Resolution Authorizing the City Manager to Enter Into a Professional Services Agreement with Leland Saylor Associates for Independent Estimating Services Associated with San Rafael's New Public Safety Center, In an Amount Not to Exceed $37,950 (PW) Recommended Action — Adopt Resolution PUBLIC HEARING: 5. Public Hearing: a. Consideration of an Ordinance of the City Council of the City of San Rafael Adding New Chapter 2.02, Entitled "Elections," to the San Rafael Municipal Code to Change the Date of the General Municipal Election from Odd -Numbered Years to Even -Numbered Years; and Adopting a Plan to Transition to the New Election Schedule as of the November 3, 2020 Statewide General Election (CA) Recommended Action — Pass Ordinance to print 2 OTHER AGENDA ITEMS: 6. Other Agenda Items: a. Resolution Appointing Downtown San Rafael Business Improvement District Advisory Board Members to Oversee the Operations of the District (ED) Recommended Action — Adopt Resolution b. Resolutions (PV): 1) Awarding the Construction Agreement for the Freitas and Las Gallinas Intersection Improvements Project and the Freitas and Los Gamos Intersection Improvements Project, to Ghilotti Bros., Inc., in the Amount of $2,616,168.00 and Approving and Authorizing the City Manager to Execute an Agreement with Ghilotti Bros., Inc. in a Form Approved by the City Attorney Recommended Action — Adopt Resolution 2) Approving and Authorizing the City Manager to Execute a Professional Services Agreement with Coastland Civil Engineering, Inc. for Inspection Services Associated with the Freitas and Las Gallinas Intersection Improvements Project, and the Freitas and Los Gamos Intersection Improvements Project in the Amount Not to Exceed $127,000 Recommended Action — Adopt Resolution COUNCILMEMBER REPORTS / REOUESTS FOR FUTURE AGENDA ITEMS: (including AB 1234 Reports on Meetings and Conferences Attended at City Expense) 7.
