AND VARIOUS SURROUNDING DOWNTOWN STREETS AS NOTED RECOMMENDATION: Adopt Resolution BACKGROUND: Last year was the first Downtown San Rafael event to be held on July 4t" in several decades, titled the Bay Area Color Dash and produced by Jason Jacobson, who specializes in designing and creating athletic events. Mr. Jacobson owns Titanium -Racing, a Marin based company, and he is also the San Rafael High School Track Coach. Mr. Jacobson has produced high quality, innovative athletic events throughout northern California and Downtown San Rafael for over eight years - he created the `Downtown Miracle Mile', and the `415mile' runs, as well as the `Mad Dash to Midnight' (a New Year's Eve sober event) in Terra Linda. All events produced by Mr. Jacobson have at least one or more primary non-profit recipients. He has created dozens of successful fundraising events for local and national non -profits through safe and healthy running events in San Rafael and Marin County. DISCUSSION: This year the Fourth of July event, renamed the `Bay Area Color Stride' is again a 5K "Family Fun" event in partnership with Orangetheory Fitness. The Fourth of July Bay Area Color Stride is a `color run' which refers to a running course where runners go through a variety of "color blasts" on the course route. The color blast demarks completion of a section of the route in a fun safe way. All products used (corn starch and coloring) are 100% non-toxic and environment friendly. The colors for this Fourth of July event will be red, white, blue and orange. The event promoter will clean up the color blast areas completely after the race and restore the streets to their pre -race condition. FOR CITY CLERK ONLY File No.: 11-19 Council Meeting: 04/03/2017 Disposition: Resolution 14298 SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page: 2 Similar `color' runs are being held in other communities throughout the country as a fun way to promote family exercise and a way to raise money for charities. The San Rafael event will support the HeadsUp San Rafael Public Education Foundation. Since this is the only Fourth of July running event in Marin County this year, it is expected to draw up to one thousand families and athletes `dashing' through our Downtown. The event will be promoted throughout the Bay Area to promote tourism in downtown San Rafael. An Expo Faire will be located on A Street for the participants and the public during and following the event. The Color Dash route is the same 5K route used in downtown successfully for several years. All streets will be monitored by volunteers. The street closures and traffic plan will be reviewed and approved by the appropriate City Staff. The event producer will provide all or most traffic management equipment. The City will supply traffic signage for detours and street closures. City Staff and the Police Department will work closely with the event producers to ensure that the public and merchants have advance notification of the parking and traffic changes. Historically these closures have not caused severe impacts on Downtown traffic patterns. In addition, since this particular event will occur on the morning of the Fourth of July holiday, staff anticipates minimal downtown traffic disruptions that day. ANALYSIS: Staff recommends temporary closure of City streets as follows: Streets to be closed Tuesday, July 4t", 2017, from 5:OOAM to 12:OOPM; 1. Fourth Street from Cijos Street to E Street; 2. A Street from the parking garage to Fifth Avenue; 3. Julia Street from A Street to B Street; 4. Fourth Street from E Street to H Street ( westbound lane only); 5. H Street from Fourth Street to Fifth Avenue; 6. Fifth Avenue (eastbound lane only) from H Street to Lootens Place; 7. Lootens Place from Third Street to Fifth Avenue; 8. Cijos Street from Commercial Place to Fourth Street; and 9. City Plaza will be available as an event area as needed. COMMUNITY OUTREACH: Producer in partnership with the non-profit entity will use typical media and electronic marketing and advertising outlets. FISCAL IMPACT: As is common with most City Special Events, any overtime expenses (i.e. Police Department) necessary for the production of the event will be paid by the event producers as part of the City's cost recovery policy. The City will be providing some services including `No Parking' signage, event planning assistance, and coordination with other City Departments. OPTIONS: The City Council has the following options to consider on this matter: 1. Adopt the resolution approving the specified temporary street closures. RECOMMENDED ACTION: Approve resolution for temporary road closure of City streets. AND VARIOUS SURROUNDING DOWNTOWN STREETS AS NOTED WHEREAS, the Bay Area Color Stride will occur Tuesday, July 4t", 2017; and WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the Downtown area, the below street(s) should be temporarily closed to through traffic for the date and times described below, with public access to businesses to be maintained during event hours. Streets to be closed Tuesday, July 4t", 2017, from 5:00 a.m. to 12:00 noon; 1. Fourth Street from Cijos Street to E Street; 2. A Street from the parking garage to Fifth Avenue; 3. Julia Street from A Street to B Street; 4. Fourth Street from E Street to H Street ( westbound lane only); 5. H Street from Fourth Street to Fifth Avenue; 6. Fifth Avenue (eastbound lane only) from H Street to Lootens Place; 7. Lootens Place from Third Street to Fifth Avenue; 8. Cijos Street from Commercial Place to Fourth Street; and 9. City Plaza will be available as an event area as needed. NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of San Rafael as follows: That all of the above findings are true and correct; 2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed streets for the date and times described above.
