RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE MAYOR TO SIGN AN AMENDED JOINT POWERS
AGREEMENT WITH MARIN COUNTY FREE LIBRARY
FOR OPERATION OF A JOINT ADULT LITERACY PROGRAM,
AMENDED TO EXTEND THE TERM OF THE AGREEMENT AND TO
REFLECT NEW FUNDING SOURCES FOR THE PROGRAM
(FROM OCTOBER 1993 THROUGH SEPTEMBER 1994)
WHEREAS, the City of San Rafael and the County of Marin operate a
Literacy Program under a joint Powers Agreement signed in October 1992, and
this program is currently located in the San Rafael Public Library; and
WHEREAS, the City and the County desire to continue operating said
program for the benefit of the public.
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of
San Rafael hereby authorizes the Mayor to sign an amended Joint Exercise of
Powers Agreement for the operation of the joint City and County Literacy
Program, said amendments extending the term of the Agreement and
enumerating new sources of funding.

JOINT EXERCISE OF POWERS AGREEVIENT
FOR THE OPERATION OF
THE MARIN LITERACY PROGRAM
This agreement, made and entered into this day of ,
1993, by and between the City of San Rafael, a municipal corporation
(hereinafter referred to as City), and the County of Marin, a body corporate
and politic of the State of California (Hereinafter referred to as County).
WITNESSETH
WHEREAS, the City desires to improve literacy services; and
WHEREAS, the County desires to improve literacy services; and
WHEREAS, City and County believe that the greatest possible benefit from
the use of public funds and private funding may be realized if unnecessary
duplication of services and physical facilities is avoided; and
WHEREAS, the City and County have maintained the Marin Literacy
Program under a Joint Powers Agreement signed in October 1992 and this
program is currently located in the San Rafael Public Library; and
WHEREAS, City and County have successfully applied for a joint LSCA Title
VI Grant to allow for the continuation of the program from October 1993
through September 1994; and
WHEREAS, this Agreement is authorized under the Joint Exercise of Powers
Act, Government Code Section 6500 et seg.;
NOW, THEREFORE, in consideration of the mutual promises and agreements
hereinafter stated and the performance thereof, the parties hereto do
agree as follows:
1. This agreement is for the purpose of maintaining a joint literacy
program to be known as the Marin Literacy Program. The program
shall be implemented a, cording to the Mission Statement ("Exhibit
A"), the Program of Services ("Exhibit B"), and the Budget ("Exhibit
C"
2. The Marin Literacy Program shall be funded through a LSCA Title
VI grant in the amount of $35,000 awarded to a joint City/County
Literacy Program, contributions from the account of the Marin
Literacy Council, additional grants, and donations from the
community.
3. It is agreed that the City shall be the fiscal agent for adminis-
tering grant funds. The City shall hold Title VI monies in a
literacy account and shall provide quarterly reports on expenditures
for the literacy program activities to the County.
4. It is agreed that the City and the County shall examine options for
the future funding, administration, governance and operation for the
continuation of the program of service.

5. The City shall be responsible for contracting with service
providers for the joint Marin Literacy Program.
6. It is agreed that any equipment or materials purchased by a prior
San Rafael CLSA Grant shall be the property of the San Rafael
Literacy Program. Further, any equipment or materials purchased
by the Joint LSCA, Title VI money shall be owned jointly by the
City and the County. It is the intent of both parties that any
equipment or materials purchased by the joint program would be
used for the purpose of providing literacy services.
7. The City and the County shall work together to encourage the
Literacy Council and any interested community groups to take an
active role in the maintenance and continuation of the program.
8. The terms of this agreement shall be consistent with the LSCA
Title VI Grant Fiscal Year effective through September 30, 1994.
9. This agreement is solely for the purpose of providing adult
literacy services to Marin residents. Nothing in this agreement shall
be construed as obligating either the City or the County beyond the
provisions of the agreement.
IN WITNESS WHEREOF, the parties hereto have caused their duly
authorized representatives to execute this agreement the day and year
first above written.

MARL N LITERACY PROGRAM
MISSION STATEMENT
1993-94
The Marin Literacy Program is operated jointly by the Marin County Free
Library and the San Rafael Public Library.
Our mission is to help adults acquire the necessary skills in reading and
writing in English to enable them to achieve their goals and develop their
knowledge and potential on the job and in society.
The Marin Literacy Program aims to accomplish this mission by:
• maintaining a literacy curriculum based on learner -centered goals
• training and supporting volunteer tutors
• matching tutors with learners for one-on-one or small group
instruction
• empowering parents to become their child's first teacher
• providing materials for diverse literacy needs
• offering computer-assisted learning
• developing cross-cultural awareness that creates a sense of
community
This program is currently funded by grants from the State's California
Library Services Act (California Literacy Campaign Matching Funds and
California Families for Literacy) and the U.S Department of Education's
Library Services and Construction Act Title VI plus community donations.

MARIN LITERACY PROGRAM
PROGRAM OF SERVICE
1993-94
Based on our mission statement for this fiscal year we plan to offer a
literacy program to adult learners in the following way:
A. General Operation/Site
1. The Marin Literacy Program will operate as a joint program under
the supervision of the San Rafael Public Library and the Marin County Free
Library.
2. The offices will be located at the San Rafael Public Library.
B. Staffing
1. The program will contract for the services of a Director, a Funding
Coordinator and a Program Assistant.
C. Volunteers
1. The program will train volunteers quarterly to work with adult
literacy students to teach them reading and writing skills.
2. The volunteers will work one-on-one or ba small groups based on
time availability, service area and compatibility with the learner.
3. Some volunteers will be utilized to assist with office tasks, such as
answering phones, typing, assisting with mailings or completing specific
projects.
D. Constituency
1. The learners in the program must reside in Marin, be over age 16,
be out of the high school system, and need help in reading and/or writing
skills.
2. Learners will be matched one-on-one or in small groups based on
time availability, service area and compatibility with the tutor.
3. We will offer a Workplace Literacy Program at Broderbund
Software, Inc. with 3 volunteer tutors. We will offer assistance to the tutors
at The Redwoods Retirement Community who are working with local staff.

4. The San Rafael Public Library will provide a Family Literacy
Program for learners who have children under age 5. This program is
funded by a separate Families for Literacy Grant from the state as a
supplement to the ongoing literacy program.
E. Materials
1. The program will provide one workbook per level at no cost to the
learner.
2. Participants in the Family Literacy Program will receive free books
for children in the household. These books are funded by the separate
Families for Literacy Grant.
3. Two Macintosh computers are available for use by tutors and
learners as a supplement to the tutoring process.
4. The literacy program keeps a supply of resource and reading
materials to be loaned to the tutors and learners.
F. Coalitions
1. The Literacy Program will continue to be involved with coalitions in
the community that deal with social services, literacy or ESL providers.
2. Staff will meet regularly with the coordinator of the West Marin
Literacy Program to maintain continuity and exchange ideas.
