RESERVE OFFICER, SAN RAFAEL POLICE DEPARTMENT
WHEREAS, on October 19, 1992, Reserve Officer Donald Rose was on duty in
a San Rafael Police Department patrol unit when he and his partner, Corporal
Harry Barbier, heard a radio broadcast of an armed robbery in a local
convenience store; and
WHEREAS, Reserve Officer Rose heard Officer Clary advise that he was
behind a suspect vehicle heading into the east bay. At Barbier's direction,
Rose immediately headed east on Highway 580 to assist Clary. Rose skillfully
operated the patrol unit into a position behind Clary and the suspects in
Emeryville; and
WHEREAS, Reserve Officer Rose continued to remain closeby Officer Clary's
unit as the suspects attempted to evade arrest, eventually crashing and
abandoning their vehicle and immediately taking the patrol unit under fire.
Corporal Barbier directed Reserve Officer Rose to close with the suspects even
as his car was struck by gunfire. Reserve Officer Rose unhesitatingly drove
the unit directly at the suspect, forcing him to flee; and
WHEREAS, Reserve Officer Rose then proceeded to chase the fleeing suspects
on foot, displaying uncommon bravery in leaving a position of safety to do so.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San
Rafael, on behalf of its grateful residents, employees and businesses, and in
acknowledgment of Donald Rose's exemplary conduct and heroism expresses
its sincerest appreciation for a job well done.
