The primary target of this program is to employ young people from the community that are indentified as "at risk", and would under other circumstances not have summer employment opportunities. Box 89, San Rafael, CA 94915 Agreement Between City of San Rafael and Marin Conservation Corps T T Summer Work Program Job #742 THIS AGREEMENT made and entered into this the twenty-third day of June 1992 between the City of San Rafael, hereinafter referred to as "S A N R " and the Marin Conservation Corps, hereinafter referred to as "MCC"; WITNESSETH In consideration of the mutual promises and covenants hereinafter contained, the Parties hereto agree as follows: 1. MCC agrees to provide services to SANK as specified in the Scope of Work, attached hereto and incorporated herein, in return for which services SANR agrees to pay MCC time and materials as specified in the Scope of Work. Invoices will be submitted on a monthly basis or upon completion of work. 2. The Parties hereto hereby agree that MCC is an independent contractor and neither it nor any of its employees as contemplated hereunder shall be deemed for purposes of this Agreement, or for any purpose, as employees of SANK 3. SANK and MCC agree that MCC is solely responsible for the recruiting, training, and supervision of its employees in the manner in which they perform the project. The crew working on SANK lands will be directly supervised by the MCC through its Site Supervisors, Work Program Manager, and Executive Director. Job #742 Pg• 2 4. MCC agrees to indemnify, defend, and hold harmless SANR its agents, officers, and employees, from all claims, alleged liability, damages, suits, losses, costs, or expenses in law and equity (including costs of suit and expenses for legal services) arising out of bodily injury to or death of any person or damage to any property allegedly resulting from the operation of MCC or any of its employees under this agreement. In connection, and without limitation to the foregoing, MCC maintains on behalf of itself insurance for liability during the term of this agreement in the amount of One Million Dollars ($1,000,000.00) bodily injury and property damage combined single limit. MCC will furnish proof of said coverage to SANK if requested to do so. 5. MCC further agrees to obtain and maintain in full force and effect during the term of this agreement Worker's Compensation Insurance as is required by law and will furnish proof of said coverage to SANK if requested to do so. One crew will have standard power tools available for a landscaping and carpentry. The second crew will standard hand tools available. Billing will include travel time to and from MCC Center. 1. Weeding, brushcutting and miscellaneous clean-up operations. 2. Rustic carpentry projects including retaining walls and railroad tie stairs. 3. Fire fuel reduction projects. 4. Ail projects subject to approval by MCC. Fiscal Display Charges are based on a labor rate and a 10% handling fee on material or disposal charges paid by MCC at the request of SANR. The labor rate is $13 per Corpsmember hour and $18 per Supervisor hour. The cost of a crew with 8 Corpsmembers and 1 Supervisor is $3,904.00 for a four day work week. Labor (64 days) $62,464.00 EauiDment EXDense @5% $3.123.00 Total costs $65,587.00 Material and Disposal costs will be charged as additional expenses. Changes or additions to this contract must be authorized in writing by an officer of SANR. Actual Costs may vary from day to day with attendance. Initials of MCC Executive Director: Date: Initials of SANR Representative: Date: �o- City of San Rafael/Marin Conservation Corps Summer Program 1992 1 Introduction: It ie the Intent of the city of San Rafael and the Marin Conservation Corps to provide a work/training program lasting eight weeks for two 10 person crews during the summer. One crew will be comprised of ten 16-18 year old San Rafael students. These teenagers will be identified by the Youth Services Department of the San Rafael Police Department, and will work under the direction and supervision of a Marin Conservation Corps (MCC) Supervisor doing work projects in San Rafael, identified by the San Rafael Department of Public Works. The other crew available to the city to work on San Rafael projects will be an existing MCC crew consisting of ten 'young adults 18-26 years old. MCC operates a year round program for young adults (ages 18-26) in Marin county. The primary goal of the program is to provide meaningful job training and experience coupled with continuing education to enhance the participants employability in the future. Additionally, it is our intent to provide needed resource conservation work to -Marin county. The traditional MCC progam is designed for one year of participation. Upon their "graduation° corpsmembers are assisted in their transition, whether it be to permanent employment or entry into an educational institution. This year MCC celebrates its tenth anniversary, 1982-1992. With ten years of increasingly successful program development, we now want to expand our services and once again offer a summer program to a slightly younger age group --high school age teens. This summer's progam is a pilot for a significant summer component in the years to come. In close association with the City of San Rafael, we will add a high school age crew of ten and deploy an existing crew of ten to work on maintenance projects exclusively in San Rafael. II Program Design: While both summer crews will be working in projects identified by the city, they will be organized in slightly different ways to accommodate the different needs of the age groups. The older, existing crew will retain their usual schedule. They will work Monday through Thursday from 7am-3:30pm and spend Fridays in classes at the MCC center. MCC corpsmembers are paid for the 32 hours per week that they are in the field working. They are required to attend classes on Friday and are not paid for this time. The younger, high school age crew will work Monday tnrough Friday from 8:00am-4:30pm. They too will have an unpaid education component for an hour and a half each day at the work site. This will provide 32 1/2 hours of paid employment and 7 1/2 hours of unpaid education. Though we are envisioning a slightly different program for the teenage crew --different work hours, education at the work site, and a different educational program --the two crews will be very similar in terms of paid hours of work and meaningful education. The teenage program will run for eight weeks from July 6, 1992 through August 28, 1992. Qualified candidates must be available to work for the entire eight weeks. Orientation will be conducted at the MCC facility -- 446A West Francisco Blvd. San Rafael on Wednesday July 1, 1992 at 10:00am. Qualified candidates will need to present a work permit, social security card and a picture identification at the time of orientation. Candidates need no experience, but must be willing and able to do outdoor physical labor. Participants selected will earn $6.00/hour. They will be required to provide their own transportation to the facility every morning (Monday through Friday), but MCC will provide transportation to the job site and back to the center each day. Participants will be required to wear work boots with a Vibram sole or other good gripping and work in blue jeans and an MCC shirt each day. Participants will be required to bring their own lunch and snacks each day. They will also be required to abide by MCC's policies, rules and regulations. III Goals: We have several important goals for this program. First, we plan to offer participants an eight week disciplined and instructive work environment. This will not only provide them with work experience and training but a paycheck as well. Secondly, participants will have exposure to an environmental education program tailored to their workday. By increasing their awareness of environmental issues, both locally and globally, we hope to develop citizens who are better educated and more involved in their community. Thirdly, we expect to achieve significant results in the maintenance and improvement of San Rafael's parks and public lands. Lastly, it is our hope that this small program will serve as a new beginning to reinstate a larger summer component for Marin County teenagers in the years to come.
