HomeMy WebLinkAboutCC Resolution 8336 (Library Project)RESOLUTION NO. 8 3 3 6 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AUTHORIZING THE MAYOR ON BEHALF OF THE CITY TO SIGN AN APPLICATION FOR CALIFORNIA LIBRARY CONSTRUCTION AND RENOVATION BOND ACT FUNDS AND CERTIFYING A COMMITMENT OF LOCAL MATCHING FUNDS IN THE AMOUNT OF $8.2 MILLION FOR LAND ACQUISITION, CONSTRUCTION, AND SUPPLEMENTAL FUNDS FOR THE SAN RAFAEL/MARIN COUNTY LIBRARY WHEREAS, The City of San Rafael and County of Marin desire to improve library service and for that reason have executed a Joint Powers Agreement (6/19/89, amended 10/15/90) for the planning of the San Rafael/Marin County Library; and WHEREAS, The City San Rafael, the San Rafael Redevelopment Agency and the County of Marin have adopted resolutions authorizing execution of an agreement for tax increment financing of the San Rafael Redevelopment Agency, which provides $8.2 million local matching funds for land acquisition and construction of the San Rafael/Marin County Library; and WHEREAS, The new San Rafael/Marin County Library will provide improved library services to the community. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Rafael hereby certifies: 1. The project budget in the amount of $23,265,322 contained in the application for California Library Construction and Renovation Bond Act Funds 2. A commitment of $8,112,097 in local matching funds from the San Rafael Redevelopment Agency for the project 3. That the San Rafael Redevelopment Agency will provide supplemental funds in the amount of $87,903 necessary to complete the project in a timely manner 4. That local matching and supplemental funds will be available when needed to meet the project's cash flow requirements 5. The accuracy and truthfulness of all information contained in the application form 6. A commitment to operate the library and provide direct public services I, JEANNE M. It represents a cooperative approach to countywide library services with roles for city and county libraries conforming to a four-part hierarchy: Local Libraries, Community Libraries, Regional Libraries and Resource Libraries. A new San Rafael/Marin County Library meets two goals established by the plan: (1) A new resource library in central Marin with in-depth collections and services that will draw users from throughout the county; (2) A new County Headquarters Library that will provide back-up services and centralized technical support services for all the public libraries. The building is a two story design built in two sections, but it functions on three levels. There are three public entrances/exits, requiring two separate circulation desks. A security system is impossible due to narrow doors and limited room. There is no direct access to the local History collection which is at the rear of the Circulation Desk. Parts of the Reference collection are stored in the office two floors away, because there is no space available upstairs. The 1908 section has reached floor load capacity. Desks are grouped around available 11 outlets. Cords and wiring must be surface mounted. 12 No data systems exist other than telephone lines. 13 14 15 16 17 18 19 20 21 22 Lighting (natural & electrical): 23 24 The building has an appropriate level of natural light, but glare from 15 feet 25 high west windows hits the Reading Room and Reference Desk in the afternoons. 26 Lower level offices also have western exposure and must be shaded in the 27 28 afternoon. The quantity and quality of fluorescent fixtures are adequate in the 29 Reading Room and Adult stacks, but the ballasts on light fixtures blow out 30 regularly. Changing the lights in the Reference Room requires renting scaffolding, 31 closing the room partially, and using diminished light until the job is scheduled by 32 the maintenance department. Lighting in the Children's Room is inadequate as 33 is the lighting in Technical Services. Throughout the library, the location of outlets 3 and lighting, not work flow, determines the position of workstations. 36 37 38 39 40 41 Mechanical(IIVAC): 42 43 An original gas fired boiler converted from steam heats the 1908 portion of the 44 building. The 1959 portion of the building is heated by radiant slab from a "new" 45 boiler. Because these systems are obsolete, they are difficult and costly to 47 repair. Copper pipes imbedded in the concrete slabs cannot be reached without 48 breaking up the floor, disrupting library operations. 49 Ventilation is by operable windows plus a 3,000 CFM exhaust fan designed 50 to run at night to remove heat absorbed by 20 inch walls during the day. Since 51 there is no air conditioning and San Rafael summer temperatures often reach 52 90+ degrees, noisy free standing fans must be used, taking up space and 53 disturbing patrons and workers. There is no space for air conditioning equipment 54 and ducts. Large 7 areas of fixed single pane glass exist and all operable sashes are single pane. 8 These windows open with a crank and many of them are stripped so they are 9 to either open or nailed shut. This does not make it easy to conserve energy. 11 12 13 14 15 16 17 18 19 20 21 22 23 Health & Safety: 24 25 How the building, particularly the 1908 portion, would perform in a major 26 earthquake is unknown, but must remain suspect in spite of some structural 27 strengthening done in 1970. There are no fire sprinklers or alarms. The number 29 of public toilet facilities are about 50% of that required by Plumbing Code and are .30 not handicap accessible. The boiler room contains pipes wrapped with asbestos, 31 some of which was removed during a leak in 1989. Many electrical and 32 telephone lines with extension cords are surface mounted , the carpet has tears, 33 and floor tiles are loose, all of which create hazards for staff and public alike. 34 Automobile exhaust enters the building because the book drop and passenger 35 loading zone are located near the entrance. Inadequate cooling is both a health 36 9 q 9 37 and labor issue. 38 39 40 41 42 43 Disabled Access: 44 45 The disabled library user must go outside to travel between the main floor and 46 the ground floor. There is no elevator. No accessible path exists from the 47 designated handicapped parking space to the main ground floor entrance; curbs. 48 and thresholds restrict access. The ram between round levels of the original 49 P 9 9� 50 and the 1959 portions is steeper than allowed. The main stair handrail does not 51 comply with current standards. The Children's entrance and the handicapped 52 entrance do not easily accommodate wheelchairs and walkers because of air 53 locks and doors that open outward. Emergency evacuation of handicapped 54 individuals would be difficult. There is no wheelchair access to the Oversized 55 gook collection due to narrow aisles. The Circulation Desk, Reference Desk, Reading area, Video 6 Selection and main entrance are all in close proximity, which provides little privacy 7 for reference or circulation transactions and disturbs readers. 8 9 10 11 12 Space Flexlbility/Expandabllity: 13 There are no furred wall spaces, utility chases, etc. in which new pipes could 14 be concealed or new duct run. Any changes or increases in utility capacity would 15 have to be installed on surfaces. 16 Building expansion is limited to the east or the south, which is considered the 17 front of the Carnegie portion of the library building. The largest additions studied 18 schematically in the above areas totaled 8,200 SF, considerably less than the size 19 20 needed to fulfill the building program. 21 22 23 Functional Spatial Relationships: 24 25 The Adult Reference collection is in the original Carnegie building separated 26 by walls and other barriers from the nonfiction collection. There is no seating near 27 fiction and nonfiction collections. The video collection is separated from other 28 audio/visual materials. Reference offices and Reference Desk are on separate 29 floors at opposite ends of the building. The Circulation Supervisor's office is on 30 a separate floor from the Circulation Desk. 31 32 33 34 site: The site is 0.64 acres; 0.35 acres are not covered by the building, driveways, 35 36 or parking. Only 5 cars can park on site. Additional parking is across the street 37 in a city lot that is inadequate for the 3,500 weekly visits. 38 The current site, even if the present library were demolished, would not be big 39 enough to accommodate the building program. 40 An underground spring located on the present site would require costly 41 mitigation before further development could proceed. 42 43 44 45 46 Other/General: 47 48 It would be architecturally difficult to expand the front of the Carnegie Library 49 (south elevation) because it is on the city list of historically significant buildings. 50 51 52 53 Engineering, Energy & Asbestos Studies: 54 55 If the existing library facility will be remodeled, or If an existing building will be converted into a library 56 building, provide a copy of an engineering study and an asbestos survey with supporting cost figures. If the 57 existing facility will be remodeled for energy conservation, provide a copy of an energy audit with supporting 58 cost figures. We are forced to discard valuable but lesser used titles, 13 which affects the depth of the collection. Oversize books have to be shelved in an 14 area separate from the regular collection - an inconvenience for patrons. There 15 is inadequate space for high demand and growing audio and video collections. 16 17 There is no room for viewing or listening stations. Young Adult, Large -Print, 18 paperbacks, circulating magazines, foreign language and Reference collections, 19 and the California/ San Rafael Historical Collection have limited shelf space. 20 Children: There is no shelving space for magazines, or storage space for the 21 vertical and picture files. The foreign language collection needs to be expanded, 22 but space is lacking. Holiday books must be stored in the workroom. The Children's Librarian's desk is located in the Technical Services Department, and has to be shared with a cataloger. The City Librarian's office affords no privacy, and must be used for Library Board meetings. The Library office contains 4 computer work stations shared by secretaries, library staff, literacy project staff, and cultural affairs staff. It is not clearly evident that a library is housed within the Civic Center. Disabled access is by elevator only, posing significant emergency evacuation difficulties. The current Civic Center earthquake safety retrofitting project is reducing usable library space as well as segmenting existing areas with the addition of two new shear walls. One third of the already cramped juvenile area will be eliminated. Visual control of reconfigured library spaces will be difficult. Already limited natural light in the "dome" area will be further curtailed. The floor load capacity is being stretched to its limits with the present makeshift shelf placement, necessitated by the lack of adequate space. Shelving was originally intended to be placed only in a radial pattern in the rounded main room with seating in the middle. Lighting (natural & electrical): Library lighting controls are inseparable from the controls for the entire Civic Center Administration Building; individual lights cannot be turned on or off. Therefore, on nights or weekends, large portions of the Administration Building must be lit if the library is open. Library stacks are inadequately lit by overhead 60w incandescent bulbs; higher wattage causes "burnout". Bulbs are not aligned with the stacks. Library staff who must work in the building on weekends have no air conditioning or heating unless the entire building is heated or cooled. There is poor air circulation in the library area, and staff frequently complain of eye, nose and throat irritations. Frank Lloyd Wright's original design for an open plan, featuring a high domed ceiling in the main room, works against the ability to heat and cool spaces efficiently. Natural lighting is poor in most of the library and nonexistent in the main stacks and work areas located in the "dome" room, therefore artificial lighting must be relied on completely. Health & Safety: o The open atrium design of the Civic Center allows vehicle exhaust fumes to reach the fourth floor library where they are trapped. o The ceiling dome is covered with sprayed asbestos sealed by paint. o Heating and cooling are inadequate. o Raised electrical connection boxes protrude from the floor. o Cords often must be mounted on the floor surface. o There is no emergency lighting in the library. o All exit doors open inward. o Access to the library is unsafe when the ceiling leaks, and the floor becomes slippery. o Staff who want to work after hours or on weekends are isolated in a large, empty building. Disabled Access: The elevator is the only access for disabled library users, because the library is located on the fourth floor of the building. In an emergency, elevators are shut down and disabled persons must be carried down four flights of stairs. Disabled library users must compete for 5 handicapped parking spaces provided for the entire Administration Building of the heavily -used Civic Center. Space Flexibility/Expandability: Because the library is housed within the Civic Center, there is no flexibility to expand or reallocate space to respond to the changing needs of the community. Different user areas intrude on others, with no possibility of re -arranging space to improve this. Earthquake safety retrofitting will further erode flexibility and expandability by adding shear walls. Functional Spatial Relationships: Rather than form following function, function follows form in the Marin County Civic Center Library. Services areas must fit the available space rather than being grouped logically by function. There is no rationale for how and where functions are located. For instance, the Children's area conflicts with the Adult reading area, and the Technical Services function shares work space with Administration. Site: As previously mentioned, the library is housed in the Administration Building of the Marin County Civic Center. There is no separate, clearly marked outside library entrance. The location of the library is remote from commercial and retail activities and is not easily reached on foot. Library patrons driving to the library must compete with employees and visitors to the Administration Building for limited parking space. Other/General: The Frank Lloyd Wright designed Civic Center exterior is controlled and protected by the Taliesin organization thereby further restricting any structural changes that might make the library a more efficient facility. Engineering, Energy & Asbestos Studies: If the existing library facility will be remodeled, or if an existing building will be converted into a library building, provide a copy of an engineering study and an asbestos survey with supporting cost figures. Demographics: Briefly describe how the proposed library project will meet the needs of the service area population based on the oristing and projected demographic characteristics, including, but not limited to factors such as age, race, ethnicity, education and socio-economic considerations: 15 The city of San Rafael and Marin County are faced with increasing ethnic 16 17 diversity, a 15-20% illiteracy rate, and an affluent aging well-educated population, 18 coupled with a high enrollment of school age children and a demand for labor - 19 intensive reference services. These are the major factors this project addresses. 20 The service area population is affluent. aging and well-educated compared to 21 manv other areas in California. User profiles show that high educational level, high 22 incomes, and professional and business occupations correlate positively with high 23 library use. The percentage of population over 25 with 16 or more years of school 255 completed is 49% higher than the state average. The median household income is 2 46% higher than the California median. Seventeen and a half percent of Marin's 27 population is 60 years old and older, and by 2030, 31.8% will be in that category, 28 thereby making Marin's 60+ population the highest per capita in the state. The new 29 handicapped accessible library will be located near agencies serving the aging and 30 disabled populations. Meeting room space for community meetings and 31 adult/senior programs is incorporated in the plans. 32 Ethnic and racial diversitv is chanaino the makeup of Marin, especially in San 33 Rafael, as it is elsewhere in the state. Twelve percent of the 1985 population was 34 35 estimated to be minority (5% Asian/Other, 5% Hispanic, 2% African American). By 36 the year 2000, the minority population will increase to 18%. A 1990 United Way of 37 Marin Needs Assessment reports that of the annual increase in population, six 38 percent is Hispanic. The Assessment notes that San Rafael Elementary School 39 District officials have determined that 40% of its district -wide enrollment is comprised 40 of minorities and new immigrants. In response to this demographic change, an 41 Independent Learning Center for computer assisted literacy tutoring, tutoring by 42 volunteers and foreign language collection development is being planned. The new 43 44 library will be near ethnic communities and agencies serving those communities. 45 With the decrease in public school library services and an increase in sinale 46 parent and two -income families., students, many of whom are "latch -key" kids, are 47 increasingly dependent on our public libraries. This project responds to this need 48 by providing over 5,500 square feet for Children's Services which includes a 49 storytime room. 50 Forty percent of Marin's employed persons commute to workplaces outside 51 Marin. Incorporating technology for dial -in access to online catalog from home 52 P 9 9Y 9 53 computers and an 800 reference number will provide access to Marin residents and 54 schools. In addition, the site is conveniently located for public transportation, 55 vehicular traffic, biking and walking. Because no one library has the resources to adequately provide the services its clientele want and need, the City of San Rafael and the County of Marin have agreed to pool their resources (operating budgets, staffs and collections) to improve public library services in Marin. In this way the project responds to the growing trend toward resource sharino_ and networkinq among public libraries and other types of libraries. Resource sharing will be promoted among Marin libraries through a shared circulation system and an online public access catalog that will include the holdings of most (and eventually all) of Marin's public libraries. A union database is already being developed through funding from the Marin Community Foundation, and once an online system is in place, the library expects to enjoy increased compatibility and greater networking capability with members of NBC and other systems throughout the Bay Area. The Building Program for the new library calls for self-service check-in and check-out of materials, a separate telephone reference area for call-in questions, potential future service points, and electronic alternatives to printed texts. Cordless telephones are envisioned for use by reference staff working in the stacks. These features are planned to respond to the increased workload that is expected in the new library along with a greater focus on more labor-intensive reference services. The project proposes to utilize such technoloov as telefacsimile, electronic mail and dial-up access to the online catalog and electronic databases thereby enabling patrons to access information from terminals remote from the library itself. This technology recognizes that the library of the future will not be bound by walls, and is intended to help alleviate the many problems associated with automobile transportation: high cost of fuel, pollution, traffic and lengthening commute times. The Building Program assigns over 5,500 square feet for children's services in response to the growing dependence on public libraries by school-age children. The severe inadequacies of school libraries_ has led to increased use of the public library by students, many of whom are "latch-kev kids". The City and County libraries' literacv oroarams, will be consolidated in the proposed project, and an Independent Learning Center for computer assisted literacy tutoring is provided to meet the needs of the estimated 15%-20% of Marin's population which is functionally illiterate. The new library and the collection development plan will respond to an ethnicallv diverse 000ulation as well as an aaina DoDulation. The downtown location was chosen with this in mind. The location is also: convenient to public transportation; within easy walking or biking distance; adjacent to an affordable housing project that will attract many seniors and other low-income families when completed, not far from the Senior Center which is visited by seniors from all over the county. It is close to neighborhoods such as the Canal Area with its population of Latinos, Asian/Pacific Islanders and Afro-Americans and its Center for Southeast Asian Refugee Resettlement, and Lincoln Avenue with its Latino population and La Familia Center. Finally, the project focuses on flexibility of desian to allow for future growth, as well as for expansion or downsizing of individual service areas, recognizing that concepts of public library service are not static and that change will continue to occur. Provide information on alternative sites considered, and why the proposed site is the best location for a public library in the service area: Site selection criteria were established and evaluation done by an ad hoc site selection committee. Ten sites were evaluated and two were selected for detailed consideration -- this site and an existing Safeway store site on B Street, south of 2nd Street. The site selected ranked high against all criteria: (1) minimum 73,000 SF site area, (2) located in Downtown San Rafael and the Redevelopment District, (3) service area vehicular and transit access, (4) good pedestrian access to the Downtown, (5) availability of adjacent offsite parking, (6) available for acquisition at reasonable costs, (7) good visibility and identity in the community, (8) compatible with adjacent land uses, (9) a configuration suitable for the library program, (10) free of geotechnical problems. Even though the chosen site meets all criteria and provides excellent service area access, 2nd and 3rd Streets do create noise and diminish short range views to the north and the south. The design mitigates noise and loss of views by creating interior courtyards allowing major windows to focus to the interior of the site for quiet and view. Visual Record. Multipurpose projects shall submit the required conceptual plans for both the total multipurpose project, as well as the library portion of the project. The conceptual plans shall consist of the following: (a) An area plan showing the library site in context with the surrounding neighborhood buildings, parking and streets.
