Esther Beirne From: Stephanie Plante < Sent: Monday, June 05, 2017 11:23 AM To: Gary Phillips; Maribeth Bushey; Kate Colin; Andrew McCullough; John Gamblin Cc: Jim Schutz; Esther Beirne Subject: Planning Commission Candidacy of Jess Schoppert Dear Council, I am writing in support of Jeff Schoppert's candidacy for a position on the San Rafael Planning Commission. I have had the pleasure to serve with Jeff on the Economic Vitality Committee of the San Rafael Chamber of Commerce for many years. I have also known Jeff in his capacity with the San Rafael Library foundation and as a citizen of our City's business community in general. Jeff volunteered as a Chamber Board Director for five years and served as the Board Chair in 2007. Jeff continued his participation at the Chamber serving on the Economic Vitality Committee and Governmental Affairs Committee contributing his historical knowledge and providing balanced view points. In his private practice as a lawyer, he represented private property owners in applications for developed entitlements and public entities in administration and enforcement of inclusionary zoning programs and requirements. He participated in several public workshops in connection with the GP 2020 and was intricately involved in the station area plan advisory committee. Because of his rich experiences, Jeff has an excellent understanding of land use and zoning in our City. The Chamber has observed during recent planning commission meetings as well as recent city councils meetings, that this talent will be very crucial in the near future as the City faces several project applications. Jeff is fair, inclusionary, reasonable and cares deeply about San Rafael and its future. He is now retired from his law practice and has the time, energy and expertise to give to this important position. On behalf of the Board of Directors for the San Rafael Chamber of Commerce, I thank you for your consideration. Jeff is extremely knowledgeable of the San Rafael community and very qualified for this position. Jeff has lived and worked in our city for nearly twenty years. He is very civic minded, offering his time, expertise and service in many different capacities. Jeff served as the Director of the SR Public Library Foundation, Co-chaired the committee to support measure D, was the treasurer for the committee for Measure E, Co-chaired the Civic Center SMART station area plan advisory committee, and a member of the critical facilities advisory committee. In addition, Jeff volunteered as a Chamber Board Director for five years and served as the Board Chair in 2007. Jeff continued his participation at the Chamber serving on the Economic Vitality Committee and Governmental Affairs Committee contributing his historical knowledge and providing balanced view points. On behalf of the San Rafael Chamber of Commerce, which represents over 600 Marin County businesses with over 26,000 employees, I thank you for your consideration. Best, Joanne Joanne Webster President and CEO San Rafael Chamber of Commerce Esther Beirne From: Sent: Friday, June 02, 2017 12:37 PM To: Gary Phillips; Maribeth Bushey; Kate Colin; Andrew McCullough; John Gamblin Cc: Jim Schutz; Esther Beirne Subject: Planning Commission Candidacy of Jeff Schopperr Dear Council, I am writing in support of Jeff Schoppert' s candidacy for a position on the San Rafael Planning Commission I have known Jeff for over ten years, professionally as an attorney, collegially while serving together on San Rafael citizen committees, and personally as a friend. Jeff is a long time resident and has spent most of his working career in Downtown San Rafael. More importantly, he has established an extensive record as a respected participant in San Rafael's civic affairs in a broad range of topic areas, including planning and zoning issues. I believe Jeff has a rare understanding of the variety and complexity of the issues facing San Rafael. At the same time, he has a practical sense for solutions that work to achieve the City's goal of being a community that serves all citizens. Jeff operates from a mindset of open-mindedness and intellectual integrity and offers that kind of competence which fosters confidence from others (which was why he was selected a chair of the Citizen Advisory Committee on the Civic Center Station Area Plan after only two meetings). When he is confronted with strong differences of opinion, he has the ability to seek out necessary common ground to arrive at solutions which meet as many needs as possible. However, that is not to say he does not stand by his positions when necessary, it is simply that he understands compromise is an essential part of moving forward. I am sorry I cannot attend the candidate interviews in person but I am out town. However, I hope I have successfully communicated my enthusiasm for Jeff's candidacy. I hope the Council does not miss this opportunity to add a fabulously well qualified person to the Planning Commission. Roger A. Smith
