It is recommended that the City Council interview the following applicants to fill four, four-year terms and
one unexpired four-year term on the Citizens Advisory Committee on Economic Development and

SUMMARY/BACKGROUND:
At the meeting of May 1, 2017, the City Council called for applications to fill four, four-year terms on the
Citizens Advisory Committee on Economic Development and Affordable Housing, due to expiration of
terms of Andrew Naja-Riese, Glenn Koorhan, Gordon Manashil and Roger Smith, to the end of June,
2021, and one unexpired term to the end of June, 2019, due to the resignation of Bob Jackson. Fifteen
applications were received in the City Clerk's Office by the deadline of Tuesday, May 23, 2017.
Due to the high volume of applications received, a subcommittee of the City Council carried out an initial
review of the fifteen applications and selected seven applicants to be interviewed by the full City Council.
ACTION:
Approve staff recommendation.

My Reasons For Wanting
To Serve: I have continuously served the City of San Rafael in some form or
another for over 30 years, much of it in planning related activities. I have served on the CAC for
the past two years and I believe my active participation has been constructive and useful. I
continue to be interested in the issues of economic development and housing and the complex
challenges involved. I believe my long history in San Rafael planning issues and understanding
of the economic forces that drive San Rafael would be a valuable asset in this committee. I
have a solid understanding of the interconnectivity between San Rafael's history and traditions,
its planning regulations and policies, and the disparate political forces that need to be
addressed to make real progress. I am a pragmatic thinker and always work to find real world
solutions to real world situations.

Rafael, and East San Rafael

Do you participate in any civic activities?
Yes. My day job entails the provision of affordable housing to low- and moderate -income households
across the Bay Area, with the exception of San Francisco and Marin County. In the past, I have served on
the Citizens' Advisory Committee at Marin Housing Authority, as an inaugural Board member of Silicon
Valley @ Home (a housing policy and advocacy organization in Santa Clara County), and as the
President of the Meadows of Terra Linda HOA. I am currently serving as a Trustee on the Marin
Montessori School Board and as an assistant coach in the Dixie Little League. My family volunteers with
many local organizations, including the Marin Food Bank, Homeward Bound, Habitat for Humanity,
SPAWN (Salmon Protection and Watershed Network), and various San Rafael Park and Rec community
cleanups.

Why are you interested in serving on a board or commission?
My family and I love living in San Rafael, the best city in Marin County. San Rafael is vibrant and alive,
and has a diverse range of resident -serving businesses and housing options. And even though the
Redevelopment Agency has been dissolved, the development issues that were formerly addressed by the
Agency continue on. A vibrant downtown, fostering new businesses and retaining existing businesses,
and housing availability and affordability will persist to be key issues. With 12 years of experience in
affordable housing working with numerous Bay Area cities and former Agencies, I look forward to an
opportunity to contribute my experience to San Rafael!

Why are you interested in serving on a board or commission?
Given the economic recession beginning in 2008 and the rising cost of living in Marin, the issues of
economic development and affordable housing are increasing in importance. I have watched businesses
come and go on 4th Street and read articles in the Marin IJ regarding city support for business longevity
and growth. We all want a vibrant downtown. We currently have an issue on Locust Avenue with the
Dominican Sisters wanting to provide space for transition housing and some neighbors fighting that plan.
see this as symptomatic of the problems the county as a whole is facing. I would welcome an opportunity
to serve on the Citizens Advisory Committee on Economic Development and Affordable Housing.

My reasons for desiring to serve are:
With the commencement of SMART service later this spring, the implementation of additional
programs for the homeless, new housing development proposals, and a reasonably healthy
economy, opportunities for economic development and affordable housing in the downtown area
should grow significantly in the near term. I would like to contribute meaningfully towards
maximizing these opportunities and creating conditions that allow our downtown to realize its
fullest potential.
2. With professional expertise in both finance and real estate, I believe I can continue to make
important contributions to the work of the Committee. To date, I have been able to contribute by
serving as the Committee chairperson for two years (1993-94), as well as on the Rafael Theater
and PG&E site subcommittees, the Andersen Drive design subcommittee, the Macy's developer
selection committee, and with the Committee as a whole on the downtown station area plan.
3. As a resident of San Rafael and as an owner of downtown property, I take a strong interest in the
economic development and affordable housing issues facing this city. I would continue to work
to the best of my abilities to further the goals of this community and to offer sound advice.
Possible Areas of Conflict of Interest with the City:
As mentioned above and as previously disclosed, I am an owner of three downtown properties.
The office for my tax and accounting practice is also located downtown. While it is possible that
a divergence of interests may someday arise (in which case recusal or other action would be
appropriate), I can't think of a single instance, in the 27 years I have served on this Committee,
where my interests as a property owner were not aligned with the City's interests in creating and
maintaining a vibrant, healthy downtown.

Why are you interested in serving on a board or commission?
I wish to continue my service for another term on the "CAC" because of my passion for creating social
justice so that all residents and business owners in San Rafael have stable economic and housing
opportunities. Drawing from more than a decade of experience in public service in my professional career,
I am committed to bringing new ideas for community -centered programs and services that the City of San
Rafael offers. In particular, I am most interested in ensuring that (1) new family owned business are
drawn to San Rafael to promote revenue for the City and business owners alike; (2) that the interim and
permanent downtown transit centers are useful, accessible, and inviting for commuters, visitors, and
residents, and ultimately becomes a gateway to the North Bay; (3) that we support strategically placed
housing options so that people who work in San Rafael can afford to live here, too; and (4) that we use
evidence -based solutions to provide housing first to persons experiencing temporary or chronic
homelessness. As a younger resident of San Rafael, I want to help shape the future of the community
where I will continue to live.

Assistance Program (SNAP). Directly or indirectly responsible for certification policy, SNAP -Ed nutrition
education, farmers markets, program access, restaurant meals program, EBT, and recipient fraud. Member of
Western Region Management Team.
Program development and strategic planning: Developed and monitored regional work plans with short-term
and long-range objectives. Met with local retailers, advocates, and community groups to implement plans for
food systems changes, farmers market certification, and healthy restaurant programs for elderly, disabled,
and homeless. Completed monthly priority plan reports and delivered oral and written briefings to Regional
Administrator and FNS Agency Administrator. Delivered national and on-line presentations with high praise
from audiences. Launched the first-ever SNAP Technology and Innovative Business Practices Meeting in
San Francisco.
Evidence -Based Programs and Evaluation: Led the development and peer review process of the National
SNAP -Ed Evaluation Framework, Interpretive Guide, and Practitioner Success Stories, released in June
2016, representing a major national advancement in SNAP -Ed evaluation. The SNAP -Ed Evaluation
Framework Interpretive Guide identifies and explains the indicators, outcome measures, and preferred
methodologies for tracking the success of SNAP -Ed activities and reporting program evaluation results to
FNS, other funders, and program stakeholders.
Leadership and Management: Completed 64 hours of classroom based training in supervisory skills, EEO,
and management. Recruited, hired, and supervised nine staff and four interns. Monitor and assign staff

travel and associated program budgets. Provided on-the-job training. Implemented StrengthsFinder 2.0 and
employee engagement strategies.

Oversaw the application process to award $270,000 to 3 states for epidemiology capacity; managed
consultant activities for two sole -source research contracts; managed the startup of a $1.7 million Affordable
Care Act research and dissemination contract; assessed contractor spending for a $172,000 IT services
contract and negotiated activities with contractor to save the government $30,000.
Leadership. Led the re-establishment of the CDC Alcohol and Public Health Committee to promote agency -
wide collaboration; facilitated committee meetings and formulated goals and activities for the group;
provided feedback, summaries, and notes for committee members, tripled group membership from 10 to 30
members in three months.
Program and Partner Inquiries: Analyzed program surveillance data to respond to over 50 requests from
SAMHSA, NIH, CDC leadership and inquiries from media, partners, and citizens; created a tracking system
for monitoring program compliance with inquiries and promoting program achievements.
Web site administration. Oversaw content development for the Alcohol and Public Health Web site trafficked
by 50,000 — 70,000 monthly visitors; collaborated with e -Health Team to prepare social media.

Public Health Analysts, 1 Legal Intern, and 2 Graphics Designers to do significant policy research, writing,
editing, and design.
Program Consultation and Training. Served as the lead technical advisor for 14 national and state
organizations and hospitals in planning, implementing, and evaluating heart attack emergency response
campaigns; consulted with the HHS Office of the Assistant Secretary of Health, Office of Women's Health
on the development of a request for proposal, scope of work, and 3 -year implementation plan for the
new "Make the Call" national initiative to prevent heart attack death and promote referrals to emergency
departments among women of color.
Policy development. Consulted with the National Conference of State Legislatures (CDC grantee) on the
development and dissemination of a Heart Disease and Stroke web portal and 50 -state profile and policy
reports; presented at national meetings of state legislators on policy approaches to reduce health disparities
and promote health equity.
Data management analysis. Led the analysis of a national consumer data set of 29,000 respondents in
collaboration with statistical unit; Lead authored a journal report that is under peer -review and presented
research findings at the 2009 CDC Health Communications, Marketing, and Media Conference.
Public health research agenda development. Selected as team representative and earned a performance award
for analyzing public health policies and studies in a Division workgroup focused on a new and controversial
national initiative on reducing sodium levels in process and restaurant foods.
Crisis response efforts. Triaged information requests to the CDC during the 2009 H1N1 flu emergency
response efforts.
Presidential Management Fellow at Prevention Institute

Resource and fund development. Completed a 5 -month assignment at Prevention Institute, in Oakland,
California, which included managing the development of a grant -funded database of 64 community profiles
focused on championing health equity; directed project activities for 2 program assistants; drafted grant
deliverables and final report to facilitate receipt of $75,000 in year 2 funding.

Program implementation and evaluation. Led 33 alcohol education workshops with college students;
evaluated impact of workshops during Year 1 implementation and recommend program expansion in Year
2; initiated an analysis of substance use among LGBT students to inform new program efforts; screened and

Web -based educational materials development. Developed, pre -tested, and launched a new hazing prevention

Community mobilizing. Served as an active coalition member on the Cambridge Prevention Coalition and
the Harvard Campus -Community Collaborative to facilitate community social marketing and environmental
changes to prevent underage and binge drinking; represented coalition as a community expert at the MADD
Massachusetts Power Summit; analyzed data and information and created tools to enhance enforcement of
underage drinking laws.

Public health issue analysis and writing. Analyzed and assessed the literature for 3 public health issues (risk
communication and emergency preparedness; barriers to medication adherence; and youth exposure to
tobacco product placement) and wrote research summaries.
Participant recruitment. Recruited 100 participants with limited English proficiency from adult education
centers to participate in a community-based research project on cancer prevention.
Public health program analysis. Analyzed data from two focus groups of low-income pre -GED adult students
and five interviews with GED providers to guide the development of a new cancer communication web
portal as part of a larger program to reduce disparities in access to communications technology; researched
strategies and prepared resources for for improving media advocacy in low-income communities.
