A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AMENDING THE CITY OF SAN RAFAEL LAND USE DESIGNATION
FOR THE PROPERTIES DESCRIBED IN EXHIBIT "A"
FROM "OPEN SPACE" TO "PUBLIC AND QUASI -PUBLIC SERVICES"
TO ALLOW A PROPOSED YMCA FACILITY
(GENERAL PLAN AMENDMENT)
WHEREAS, on May 14, 1985, the Planning Commission
reviewed the proposed General Plan amendment; and
WHEREAS, updated Northgate traffic information concludes
there is limited additional short term intersection capacity
(62 peak period trips) and additional long term road capacity
for the proposed project as conditioned; and
WHEREAS, the YMCA shall operate its program to generate
no more than the available 62 peak period trips through the
limiting of community programs during peak hours and attraction
of adjacent office employees, and this shall be controlled
by ongoing monitoring and use permit review; and
WHEREAS, it is in the public interest to amend the
General Plan to provide the proposed facility in that quasi -public
recreation facilities are encouraged by the General Plan Goals
and Policies; and
WHEREAS, City staff conducted an initial environmental
study and has determined that the proposed General Plan Amendment
would not result in an adverse effect on the environment.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of San Rafael adopts the proposed San Rafael General
Plan Amendment.

hereby certify that the foregoing resolution was duly and regularly
introduced and adopted at a regular meeting of the Council
of said City on Monday , the Third day of June
