SUBJECT: ACCEPT COMPLETION OF THE STREET RESURFACING 2015-2016 PROJECT (CITY PROJECT
NO. 11275), AND AUTHORIZE THE CITY CLERK TO FILE THE NOTICE OF COMPLETION
RECOMMENDATION: Accept completion of the project and authorize the City Clerk to file the Notice of
Completion.

Based on state and local requirements, when a street, roadway or highway is altered or resurfaced, curb
ramps must be provided where pedestrian walkways intersect the altered street. This project included
installation of 36 accessible curb ramps and associated storm drainage improvements.
The project was advertised in accordance with San Rafael's Municipal Code on July 8, 2016, and sealed
bids were publicly opened and read aloud August 2, 2016 at 10:30 AM. On August 15, 2016, the City
Council adopted a resolution authorizing the City Manager to enter into an agreement with the low
bidder, Ghilotti Construction Company in the amount of $1,663,185.70.
Construction commenced on September 19, 2016. The Contractor completed all work except the micro -
surfacing portion of the contract by December, 2016. Construction recommenced in May, 2017 when
Contractor micro -surfaced the remaining streets as weather and air temperatures are more favorable
for micro -surfacing operations in the summer months. The project was completed on June 15, 2017.
ANALYSIS: Pursuant to Civil Code Section 3093, the City is required to record a Notice of Completion
upon acceptance of the improvements by the City. This acceptance initiates a time period during which
project subcontractors may file Stop Notices seeking payment from the City from the funds owed to the
Contractor for the project work.
FISCAL IMPACT: The total project cost of $1,651,355.12 came in under the originally authorized budget
of $1,912,000. The funding sources and expenses, including design, advertisement, construction, and
inspection services are below.
