Background
Fall 2016: DPW and Sustainability Team worked with
PG&E to identify opportunities for major energy
efficiency upgrades
PG&E recommendations:
Interior and exterior lighting upgrades to City buildings
Streetlight upgrades
Financing
Total cost of recommended upgrades: $1.2m
Financing options considered
PG&E offers "on bill" financing options, but also recommended
City could finance with a California Energy Commission (CEC)
loan
City can pay back CEC over as much as 20 years with energy cost
savings generated from upgrades
CEC approved City's loan application in July 2017

Project management
Quicker project execution, allows DPW staff to focus on CIP
projects
PG&E provides oversight and expertise — has experience
managing lighting upgrade projects in many other cities
PG&E bids, selects contractors to perform work, manages
contractors while work is performed
CEC loan amount includes cost of PG&E project
management

What it is
Allows a public agency to forego the standard procurement
processes and enter into an energy service contract on if the
Council determines the contract is in the best interests of the
City

Why we are using it
Allows City to enter agreement with PG&E to manage and
carry out project

Timeline
• Council authorized City to partner with PG&E to apply for CEC loan
• CEC approved loan for $1,178,813
• Council considers authorizing City to (1) accept loan (2) approve
agreement with PG&E to complete project
• Pending Council approval, PG&E, acting as project manager, oversees
completion of all upgrades to streetlights & City buildings
