SUBJECT: Resolution Authorizing the Establishment of the Kenneth Edlin Memorial Fund
RECOMMENDATION: Staff recommends that the City Council adopt the resolution.
DISCUSSION: In August 2017 the Library received a generous donation of $385,000 from the
trust of Kenneth M. Edlin. A long-time San Rafael resident, Mr. Edlin worked as a lawyer in San
Francisco and was a veteran and served in the Air Force during World War II. Mr. Edlin's
generosity to his local library is a true community gift in the best spirit possible.
Mr. Edlin did not place restrictions upon the use of the donation. However, this sizable donation
will substantially support the new facilities initiative. The San Rafael Public Library's downtown
facility was built in 1906 and the last major renovation that expanded Library space was in 1976.
The 15,000 square foot facility (plus the 3,000 square foot facility at the Pickleweed Branch
Library) serves a community of 58,000. By industry standards, the Library is approximately 1/4
the size it should be for a community our size. City employees and community members began
lobbying for a new Downtown Library in 1970. In addition, other initiatives will be needed to
upgrade our facilities and we are grateful to Mr. Edlin's generous contribution to improving our
library facilities and services to the community.
FISCAL IMPACT: By adopting the resolution, the City is accepting the $385,000 donation from
the Kenneth M. Edlin trust to establish the Kenneth Edlin Memorial Fund.

• Adopt the resolution accepting the donation and establishing the Kenneth Edlin Memorial
Fund.
• Modify the resolution.
• Reject the resolution.
STAFF RECOMMENDATION
• Accept the report and adopt the resolution authorizing the establishment of the Kenneth
Edlin Memorial Fund.

RESOLUTION NO. 14396
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE ESTABLISHMENT OF THE KENNETH EDLIN
MEMORIAL FUND
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows:
WHEREAS, in August 2017 the San Rafael Public Library received a generous donation
of $385,000 from the trust of Kenneth M. Edlin, a long-time San Rafael resident; and
WHEREAS, a Kenneth Edlin Memorial Fund has been established with Mr. Edlin's
bequest, with the understanding that these funds be used for the purpose of improved Library
facilities and services that are accessible to all.
NOW, THEREFORE, the City Council of the City of San Rafael does hereby gratefully
acknowledge receipt of Mr. Edlin's bequest and resolves that the $385,000 Kenneth Edlin
Memorial Fund be recorded in the Library Fiduciary Fund where it shall reside until which time
the funds are expended for their designated purposes.
