A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL ADOPTING THE GOAL OF TRAFFIC LEVEL OF
SERVICE D FOR EAST SAN RAFAEL
WHEREAS, the San Rafael Planning Commission and City
Council have reviewed reports prepared by engineering staff which
document that Level of Service D, as defined in various documents
including the Transportation Research Circular #212, frequently
occurs during the P.M. peak period at critical East San Rafael
intersections, particularly those at the Bellam Boulevard/U.S.
Highway 101/State Route 17 interchange; and
WHEREAS, those reports indicate that the traffic con-
gestion is due to a variety of factors including, but not neces-
sarily limited to, high traffic levels on U.S. Highway 101,
intensification in use of existing development in East San Rafael,
probable increase in the number of workers in East San Rafael
households and lack of adequate capacity at the critical inter-
sections at the State Route 17 and U.S. Highway 101 interchange;
and
WHEREAS, the City has identified the attached prelim-
inary list of needed transportation improvements which is roughly
estimated at this time to cost approximately $36,800,000; and
WHEREAS, several major transportation improvements are
within the right-of-way of and/or subject to the jurisdiction of
the California Department of Transportation which currently has
inadequate funds authorized by the California Transportation
Commission and the State Transportation Improvement Program to
construct said needed improvements; and
WHEREAS, traffic mitigation fees comparable to those
charged by the City in the Northgate Activity Center area would be
inadequate to fund locally the total costs of needed East San
Rafael traffic improvements.
NOW, THEREFORE, BE IT RESOLVED that the San Rafael City
Council declares that Level of Service D is a traffic operational
goal for the East San Rafael intersections, particularly those at
the Bellam Boulevard/U.S. Highway 101/State Route 17 interchange.

BE IT FURTHER RESOLVED that the City Council will vigor-
ously pursue all means available to identify the specific transpor-
tation improvements needed to remedy the existing and projected
future levels of congestion in East San Rafael and to secure
Federal, State and local funding to construct said needed improve-
ments.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael,
hereby certify that the foregoing resolution was duly and regularly
introduced and adopted at a regular meeting of the Council of said
City on Tuesday, the 21ST day of February—, 1984, by the following
vote, to wit:

Signalization at:
1. Bellam Boulevard/Kerner Boulevard.
2. Highway 101 southbound off-ramp/Francisco Boulevard West
(relocated ramp).
3. Francisco Boulevard West/Second Street.
4. Francisco Boulevard West/Third Street.
5. Andersen Drive (northern extension)/Lindaro Street.
6. Andersen Drive (northern extension)/DuBois Street.
7. Andersen Drive/Francisco Boulevard West.
8. Andersen Drive (northern extension)/Irwin Street.
Road Projects:
1. Francisco Boulevard East widening between Medway Road and
Bellam Boulevard.
2. Grand Avenue widening between Second and Third Streets and
signal improvement.
3. Bellam Boulevard widening between southbound Highway 17
off -ramps and Francisco Boulevard east.
4. Francisco Boulevard West extension from Second Street to
Third Street.
5. Initial construction of one-half of the ultimate Francisco
Boulevard West.
6. Andersen Drive southerly extension to Sir Francis Drake
Boulevard.
7. Andersen Drive northerly extension from Rice Drive to "A" St.
8. Completion of the ultimate Francisco Boulevard West.
9. Andersen Drive northerly extension from Bellam Boulevard.
10. An auxiliary lane on southbound Highway 101 from the Second
Street on-ramp to the Highway 17 interchange.
11. Modification of the southbound Highway 101 ramps at
Andersen Drive and Francisco Boulevard West.
12. Modification of the northbound Highway 17 ramps at Bellam
Boulevard.
Possible Additional Road Projects:
13. New east -west crossing of Highway 17.
14. Improvement of the San Quentin interchange.
