RESOLUTION OF INTENT OF THE CITY COUNCIL OF THE CITY
OF SAN RAFAEL TO CONSIDER MODIFYING THE C-2 (GENERAL
COMMERCIAL) AND M (HEAVY COMMERCIAL AND MANUFACTURING)
DISTRICTS IN EAST SAN RAFAEL DURING PREPARATION OF
THE NEIGHBORHOOD PLAN
WHEREAS, the San Rafael City Council has directed that
a neighborhood plan be prepared for the East San Rafael neighbor-
hood and has secured San Francisco Foundation and Canal Community
Alliance funding and has pledged in kind City services to complete
a Draft Neighborhood Plan by the end of 1984; and
WHEREAS, the East San Rafael neighborhood is currently
experiencing and is projected to continue to experience signi-
ficant traffic congestion; and
WHEREAS, City staff has identified that traffic
generation from existing developed portions of the East San Rafael
neighborhood has significantly increased in the past few years,
indicating that intensification of existing land uses, not just
new development, is contributing to traffic congestion conditions;
and
WHEREAS, substantial portions of the East San Rafael
neighborhood are zoned to Districts (P -C, PUD, P -D, PCM, and U)
which allow the City significant use permit review of new and
modified land uses; but the City's use permit review authority is
much more limited in those portions of the neighborhood zoned C-2
and M.
NOW, THEREFORE, BE IT RESOLVED that the San Rafael City
Council will consider modifying the C-2 (General Commercial)
and M (Heavy Commercial and Manufacturing) Districts in the East
San Rafael neighborhood to increase the use permit review authority
of the City during preparation of the East San Rafael Neighborhood
Plan.
BE IT FURTHER RESOLVED that the San Rafael City Council
directs the Planning Commission to review and consider staff
recommended modifications to the C-2 and M Districts and make
recommendations to the City Council as soon as possible.
