A RESOLUTION OF THE SAN RAFAEL CITY COUNCIL
DESIGNATING 1149 FOURTH STREET (938 "B" STREET)
AS A HISTORICAL LANDMARK
WHEREAS, the Cultural Affairs Commission and the City
Council have found, after conducting a public hearing, that
1149 Fourth Street, originally known as "Mulberry House" and
currently occupied by Wintons News, Le Croissant, and upstairs
office uses, has significant value as part of the cultural char-
acteristics of the City, exemplifies the cultural, social, and
historic heritage of the community, portrays the environment in
the area of history characterized by a distinctive architectural
style, and embodies those distinguishing characteristics of an
architectural type; and
WHEREAS, 1149 Fourth Street, owing to its unique
location and physical characteristics, represents an established
and familiar visual feature of the downtown; and
WHEREAS, a description of the characteristics of
1149 Fourth Street, which justifies this designation, and a
description of those particular features that should be preserved
are attached hereto as Exhibit "A" and are incorporated herein
by reference; and
WHEREAS, the location and boundaries of 1149 Fourth
Street are those contained in Exhibit "B" attached hereto and
incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of San Rafael, California, that the building at
1149 Fourth Street, mentioned and described, is designated as
a Historical Landmark, and shall be preserved and maintained
pursuant to the provisions of Chapter 2.18 of the San Rafael
Municipal Code;

BE IT FURTHER RESOLVED that the City Clerk of the City
of San Rafael is hereby directed to cause a copy of this Reso-
lution, or notice thereof, to be recorded in the Office of the
County Recorder.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael,
hereby certify that the foregoing resolution was duly and regularly
introduced and adopted at a regular meeting of the Council of said
City on Monday , the 5th day of March 1984, by the
following vote, to wit:

1149 Fourth Street/938 "B" Street

HISTORY:
This property was purchased by Patrick McDermott from William
Coleman in 1883. The building that was built soon after it was
called Mulberry House and had stores on the first floor and rooms
for rent on the second floor. In 1887 and 1894 a food store, bank
and restaurant were located in the building. In 1915 Patrick
McDermott still owned the property and as late as 1939 Elizabeth
McDermott was living upstairs. The building is currently owned by
Dorothy Eberwein (nee McDermott).
ARCHITECTURAL, SIGNIFICANCE:
Date of Construction: 1883
Architectural Style: Stick Italiante
Architectural/Environmental Features: The primary remaining
architectural features include ten arched windows on the second floor
with bracketed pediments and herringbone inset panels, horizontal
wood siding with paneled belt course below the windows, and a
scalloped frieze under a string cornice.
The building has major environmental significance because of its
location at the corner of Fourth and "B" Streets.
