SAN RAFAEL CERTIFYING THAT PROJECT IMPACTS ARE
ADEQUATELY ADDRESSED IN THE NORTHGATE ACTIVITY
CENTER PLAN ENVIRONMENTAL IMPACT REPORT AND THE
PROJECT'S INITIAL STUDY/NEGATIVE DECLARATION FOR
A GENERAL PLAN AMENDMENT AND A P -D MASTER PLAN
REZONING OF THE FORMER HARTZELL SCHOOL SITE
(AP 175-060-16 & 17)
WHEREAS, the San Rafael School District proposes to sell
the Hartzell School site at 211 Los Ranchitos after City action on
a General Plan Amendment and a P -D (Planned Development) District
zoning for the site to allow development of a 45,000 square foot
office building, 50 residences and a pocket park on the site; and
WHEREAS, the site is tributary to the Northgate Activity
Center Plan and was allocated a certain amount of development
potential by that Plan; and
WHEREAS, the proposed project is within the development
allocation for the site and, therefore, cumulative impacts of the
project are covered by the Northgate Activity Center Plan Environ-
mental Impact Report certified by the City in 1982; and
WHEREAS, an Initial Environmental Study/Negative Declar-
ation was prepared in accordance with the State EIR guidelines to
assess specific potential environmental impacts of the proposal
and was circulated to agencies, nearby property owners and home-
owners association on August 2, 1984, for their comments; and
WHEREAS, on September 11, 1984, the Planning Commission
found that the proposal would not create any significant adverse
impacts and recommended to the City Council (5-0) certifying that
project impacts are adequately addressed in the Northgate Activity
Center Plan Environmental Impact Report and the project's initial
study/negative declaration; and
WHEREAS, on October 1, 1984, the City Council concurred
with the Planning Commission recommendation; and
WHEREAS, the City Council finds that there is no sub-
stantial evidence in the record showing that the project may have
a significant affect on the environment.

NOW, THEREFORE, BE IT RESOLVED that the San Rafael City
Council certifies that project impacts are adequately addressed in
the Northgate Activity Center Plan Environmental Impact Report and
the project's initial study/negative declaration for the former
Hartzell School site with the following findings:
(1) The project will not result in adverse traffic
impacts in that projected trip generation for
the project as determined by a 1984 traffic
study is consistent with property allotments
made in the Northgate Activity Center Plan,
and, in accordance with City policy, financing
commitments to insure construction of the
Merrydale overcrossing will be secured prior to
building permit issuance.
(2) Hartzell project traffic will not result in
noticeable traffic noise increases, and cum-
ulative traffic noise impacts are addressed
and mitigated in the Northgate Activity
Center Plan Environmental Impact Report.
(3) The Hartzell project will not result in
significant visual impacts in that a visual
analysis shall be required at the time of
subsequent design review applications to
insure that the proposed project(s) is com-
patible with the neighborhood; wide setbacks
are required to provide a landscaped street-
scape; setbacks are also required to provide
a view corridor to nearby City open space;
height limits are typical of standard City
single family and administrative professional
zoning districts; and design criteria are
provided to reduce office building mass.

hereby certify that the foregoing resolution was duly and regularly
introduced and adopted at a regular meeting of the Council of said
City on Monday , the 15th day of October 1984, by the
following vote, to wit:
