A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SAN RAFAEL AUTHORIZING SUBMISSION OF CAREER
CRIMINAL APPREHENSION GRANT APPLICATION
WHEREAS, the San Rafael Police Department desires to
undertake a certain project designated San Rafael Career
Criminal Apprehension Program to be funded in part from funds made
available through Chapter 1292, 1982 Statutes, Career Criminal
Apprehension Program as amended, and administered by the Office of
Criminal Justice Planning (hereafter referred to as OCJP).
NOW, THEREFORE, BE IT RESOLVED that the Mayor of the
City of San Rafael is authorized, on its behalf to submit the
attached application for grant funds for law enforcement purposes
to OCJP and is authorized to execute on behalf of the City of San
Rafael the attached Grant Award for law enforcement purposes
including any extensions or amendments thereof.
BE IT FURTHER RESOLVED that the applicant agrees to
provide all matching funds required for said project (including
any extensions or amendments thereof), and that cash will be
appropriated as required thereby.
BE IT FURTHER RESOLVED that grant funds received here-
under shall not be used to supplant expenditures controlled by
this body.

The City of San Rafael's crime rate (5,639.8 per 100,000)ranks it
201 out of 485 California Police Jurisdictions. Currently the
Police Department does not have a structured system to identify
crimes, their patterns, and correlate this information to target
Department. Resources towards the apprehension of those who commit
the crimes, the career criminal. '

OBJECTIVES Must reduce or eliminate the problem. Objectives must specify mea-
surable outcomes within specific time frames. List each separately).
To within the 18 month Grant period establish a crime analysis unit
(CAU) which can meet the information needs of the Department by pro-
viding timely CAU products.
ACTIVITIES What methods will be used to achieve objectives?
New staff will be hired having analysis abilities. This staff along
with Department staff will receive training in CAU and C -CAP concepts:,
Task forces will be formed to evaluate data needs and design call
forms and products. An automated crime analysis system will be
implemented.

D. Consultant Services
One Professional Consultant for 240 hours at 18.75
per hour to provide on-site Consulting Services.
The Consultant proposed at this time is Louise
Anderson, Crime Analyst with the Sonoma C -CAP
Project. Ms. Anderson has extensive experience hav-
ing worked for the San Diego 1 -CAP Project, the
Marin County C -CAP Project. She is also a member
of OCJP's Training Advisory Committee and has been
used extensively by other projects in the State.
The Consultant will address the concepts, theories,
operational practices, and use procedures necessary
to develop and implement the C -CAP model crime
analysis module to meet the specific needs of the
San Rafael Police Department. On-site orientation
and operational instruction of management and other
personnel will be provided.

Computer Management Services,Inc. (C.M.S.I.) is
currently under contract to the City of San Rafael
to provide automated services for finance, payroll,
personnel and recreation. Since the hardware is
already in place and sufficient to provide for
automated crime analysis, it is proposed that the
City contract with C.M.S.I. to provide this service.
It is estimated that to convert and tailor the
C.M.S.I. software to meet San Rafaels needs it will
take six months of effort at a cost of 2500 per
month.

PROBLEM STATEMENT
Define and describe the problem(s), in specific terms, that the applicant proposes
to address with this program. Please use only space provided.
The City of San Rafael is an urban community with a reported
population of 44,700. This population actually increases daily
to well in excess of 100,000 as the City is the commercial and
retail center for the entire County as well as being the seat of
County Government. The City consists of approximately 22.5 square
miles and is the largest of the eleven cities comprising Marin
County.
The Cities extensive redevelopment projects and steady construction,
coupled with renewed commercial and industrial interest, typify a
municipality experiencing change and growth. Unlike other central
cities who have experienced influxes of minorities and rapid change
and growth, San Rafael's physical, commercial and constituent
changes have not led to the weakening of its broad economic base,
nor to any widespread deterioration of its shopping districts and
neighborhoods.
However, the City has not escaped some of the complex problems
which invariable accompany urbanization, such as congestion,
pollution, greater demands for services --- and increased crime.
The 1983 F.B.I. crime index shows the City experienced a crime
rate of 5,639.8 per 100,000 population. While this rate was a
decline over 1982 (see appendix), the decline was at the same
level as comparible cities in the Western region. This gave the
City a ranking of two hundred and one among the four hundred and
eighty-five California Police jurisdictions. 1984 statistics to
date, indicate the Cities crime rate is holding to the 1983 rate.

PROBLEM STATEMENT
As the C -CAP guidelines point out, "Problem solving and decision
making skills can most easily be improved by having and using
better information". While the department currently collects a
great deal of information, it has only rudimentry capabilities
to process it. The department has no structured system to identify
crimes through any type of pattern, series or trend analysis.
It has no ability to correlate crime and its occurrance to the
departments resources and how these resources should most effect-
ively be deployed.
There is also the need to institute a department -wide management
approach to the utilization of these scarce resources. This can
only be accomplished when the managers acting as decision makers
have sufficient current and accurate information upon which to
base their decisions.
Finally, it is believed, that many of the crimes experienced by
the City are those which would lend themselves to a structured
analysis and identification process. That through the use of
such a system the City should be able to enhance both the arrests
and the prosecution of the career criminals operating in its
jurisdiction.

OBJECTIVES ACTIVITIES
As outlined in the Guidelines and the application instructions
the City intends to follow and meet explicitly the C -CAP OBJECTIVES
for the emplementation of Phase I since a crime analysis unit does
not currently exist. The following will address then the objectives
ss outlined in the Guidelines and how San Rafael's activities will
implement them; the assumption being a qualified crime analyst has
been hired.
GOAL I
Train personnel in concepts and techniques of C -CAP.
To train the crime analyst in
crime analysis methods, tech-
niques and applications.
To train department staff in the
purposes and uses of crime analysis.
As soon as the City is notified
that it is a grant recipient,
space will be reserved for the
crime analyst in DOJ's crime analy-
sis course. Timing of this act-
ivity will depend upon avail-
ability of this course. Approx-
imately 40 hours of on-site in-
struction will also be provided
by the professional consultant.
Additional learning will occur
in the first three months of
the grant as the crime analyst
makes the projected site visits
and attends OCJP orientation
presentations.
The department will first est-
ablish the C -CAP Task Force as
outlined in the Guidelines. The
consultant will by the end of
month two provide this group as
well as other key persons an
eight hour block of instruction
on crime analysis and. C -CAP.
During the first three months
the project manager will be
making site visits with the
crime analyst. Also during this
time period the manager will
accompany the project director
at an OCJP orientation presentation.

Beginning month two, a task force
representing a cross section of
Department both in rank structure
as well as by divisional re-
sponsibility will be formed to
renew all existing department
forms as well as those in use by
other agencies; especially other
.I-CLP/C-CAP sites. Both the
crime analyst and the consultant
will assist this group in this
review. It would be hoped that
by month three revised formats and
new data gathering systems are
being established. It is estimated
this process will take approx-
imately three months to accom-
plish. Coordination with othEr
agencies such as the District
Attorney and the courts will be
accomplished before any process
or form is finally adopted.
Beginning the second quarter,
the crime analyst and the con-
sultant will work with represen-
tatives of C.M.S.I., the cities
contract data management company,
to modify their existing crime
analysis software to meet San
Rafaels needs. They will en-
sure that the software contains
all of the required CAU files
and the data elements as iden-
tified by the task force. That
the proper search routines are

ifications. It is estimated that
this process will continue through
the second and third quarters
(6 months). Continued refine-
ment will continue past this date -
as reeds may dictate.

the third quarter to ensure the
bulletins are refined as needed.
The crime analyst, and the con-
sultant as necessary, will be a
part of this task force.
Concurrently with the develop-
ment of the required bulletins
End other special reports, the
task force will also be charged
to develop a system for request-
ing CAU informe!tion, either
when the unit is not staffed or
the need is outside developed
reFort guidelines. As Fart of
this system a feedback loop
to CAU must also be designed.
This will allow for the eval-
uation of the usefulness and
timeliness of CAU information
as well as indicate the area of
usage and its frequercy. It is
expected that appropriate forms
will be designed to accomplish
this activity.

DEFINITION:
Under general supervision, performs various general and specialized clerical duties; answers telephones;
maintains confidential police record=_; provides information; renders advice concerning existence o' and
compliance withlaws and ordinances according to well-established procedures; receives incident reports
and complains; solicits full information to complete appropriate police reports, or refers the call tc an
officer as needed; performs data preparation and entry into an automated system; produces required manage-
ment reports; completes statistical and crimeanalysis functions; trains others in computer system opera-
tions; performs library functions for automated system; and does related work as required.
EXAPIPLE OF DUTIES:
Provides general non -legal information to citizens via telephone, correspondence or in person; types
correspondence, lists schedules, orders, notices, and other statistical data; checks and tablulates
statistical data; maintains mailing lists; keeps complex files, cross-indexes and maintains control of
police report files and related materials; disseminates police reports to those agencies or persons as
required by law; operates specialized teletype/computer terminals, typewriters, adding, microfilm and
photocopy machines; collects bail/fines/fees and issues receipts; verifies criminal citations and war-
rants for accuracy and proper identification of offenders.
Operates computer systems; monitors computer equipment for malfunctions and situations requiring corrective
action; maintains tape library; maintains supply inventory; performs input/output data functions; instructs
other department personnel on computer procedures; works with programmers an scheduling and computer prob-
lems; performs matron functions and other duties as required.
TR':INING FUND EXPERIENCE:
Graduation, from high school or the equivalent. A minimum of 3 years of clerical es.perience or equivalent.
KNOWLEDGE OF:
h;odern office methods, practices and procedures; basic English, spelling and grammar, as determined by
department testing standards; methods and procedures used for entry, update, exchange and retrieval of
data from either a manual or automated information system. General knowledge of computer systems and
equipment, tape library operations, quality control, basic date processing terminology and concepts.

Tvpe at a speed of 50 words per minute, quickly and accurately; use alpha numeric keyboard at the rate of
6,000 key strokes per hour with no more than a 2€ error rate; use automated information systems; make
arithmetical calculations; understand and carry out complex oral and written instructions; deal tactfully
and courteously with the public; work harmoniously with other employees; make routine decisions in accord-
ance With established policies, procedures, regulations and ordinances. Work without close supervision;
work effectively under pressure of deadlines; key data at a sustained rate over long periods of time.
THE E`:A.IINATION:
Qua i-ication Tests: Applications will be screened to ensure all minimum qualifications are met. Those
applicants who meet these minimum qualifications will be required to pass 3 tests to qualify for the oral
board. The 3 tests are as follows:
- Basic English, grammar and spelling test. Applicants must demonstrate proficiency as determined by
department standards.
- Typing test. Applicants must type at least 50 wpm.
- Data entry test. Applicants must be able to perform at a minimum rate of 8,000 kevstrokes per hour
with no more than a 2€ error factor.
Oral: Candidates who successfully pass the qualification tests will be invited to the oral board. The
oral board will assess and rate the candidates in the following general areas; education, training and
experience; initiative, drive and interest; judgment; ability to present ideas; and bearing.
NOTE: Prior to selection, oral board finalists will undergo an extensive background investigation and
medical examination. Finalists will also be required to take a polygraph examination.

Qualification Tests: Week of October 17, 1983. Candidates will be notified as to time, date and location
of test=_. Qualification tests will take approximately one (1) hour.

JOB DESCRIPTION
Since no current job classification exists for this type
position a new job description will have to be written.
This can be rapidly accomplished utilizing those already
in practice by other C -CAP sites in the state. A request
for prior approval will be submitted if so requested by
OCJP as part of the grant award.
SOLE SOURCE REQUEST
To ensure that the automation process developed under this
grant is compatible with the current and future data pro-
cessing requirements of the City of San Rafael and to keep
these costs to a minimum by utilizing existing resources,
a sole source request will be made to use C.M.S.I. who is
currently under contract to the City.
A request for approval will be submitted to OCJP for
approval prior to the contract period.

Career Criminal Apprehension Program (C -CAP). As you know, my
office has been an active participant in the Career Criminal
Prosecution (CCP) program since August, 1983, and is fully
committed to the concept of vertical prosecution for those
targeted offenses. While we target as many of these offenses as
possible for vertical prosecution, a case by case review is
necessary due to staffing constraints. Our primary target
offenses are of course burglary and robbery.

EVALUATION PARTICIPATION
The City of San Rafael and the Police Department are con-
stantly engaged in the evaluation of our resources due to
budget considerations and the restraints of the world we
live in.
The Police Department thus pledges to cooperate fully in
the gathering and analysis of project data, to comply with
any evaluation forms or inquiries, and to submit all pro-
gress reports (quarterly reports, etc.) in a timely manner.
The Department looks forward to this participation in the
statewide C -CAP evaluation and anticipates that the results
of such a process can only serve to improve the methods and
techniques of operating a C -CAP Project.

MANAGEMENT RECORDS
The City of San Rafael will comply with the Office of
Criminal Justice Planning on all matters relating to the
maintenance of management records for the C -CAP Program.
The Finance Department will follow standard municipal
finance and accounting practices with regard to payroll
and all other financial expenditures of the grant. The
employment of technical or consultant resources will be
recorded by appropriate correspondence, billings and pro-
fessional invoices.

ASSUMPTION OF COSTS
The City of San Rafael takes pride in its long record of
commitment to sustaining innovative law enforcement services
introduced through grant funds. Projects which have per-
petuated beyond the initial grant fund periods include our
Crime Prevention Program, Juvenile Diversion and Youth
Counselor and our O.T.S.
The Career Criminal Apprehension Program by its very nature
is recognized to be a long-term management commitment. The
programs systematic approach to apprehending and prosecuting
repeat offenders is an organizational philosophy and manage-
ment model which is not entered into casually consequently,
in the event further grant funds are not available, it is
expected that the City will assume the costs necessary to
continue the program.

as compared to 1952.

decline in crime in
San Rafael is at the same

Even though we experienced an overall decline,
there was an increase

forcible rape (40X),
and robbery (36X). Total
violent crimes are

A RESOLUTION OF THE CI.TY COUNCIL OF THE CITY OF
SAN RAFAEL AUTHORIZING SUBMISSION OF CAREER
CRIMINAL APPREHENSION GRANT APPLICATION
WHEREAS, the San Rafael Police Department desires to
undertake a certain project designated San Rafael Career
Criminal Apprehension Program to be funded in part from funds made
available through Chapter 1292, 1982 Statutes, Career Criminal
Apprehension Program as amended, and administered by the Office of
Criminal Justice Planning (hereafter referred to as OCJP).
N0W, THEREFORE, BE IT RESOLVED that the Mayor of the
City of San Rafael is authorized, on its behalf to submit the
attached application for grant funds for law enforcement purposes
to OCJP and is authorized to execute on behalf of the City of San
Rafael the attached Grant Award for law enforcement purposes
including any extensions or amendments thereof.
BE IT FURTHER RESOLVED that the applicant agrees to
provide all matching funds required for said project (including
any extensions or amendments thereof), and that cash will -be
appropriated as required thereby.
BE IT FURTHER RESOLVED that grant funds received here-
under shall not be used to supplant expenditures controlled by
this body.
