SUBJECT: Resolution Authorizing the Establishment of the Robert and Lorraine Joses
Memorial Fund
RECOMMENDATION: Staff recommends that the City Council adopt the resolution.
DISCUSSION: In late September 2017 the San Rafael Public Library received a generous
donation of $1,282,726 from the trust of Robert and Lorraine Joses. Mr. Joses was a 1939
graduate of U.C. Berkeley and the treasurer of Pacific Telephone. He and his wife Lorraine lived
in San Rafael for a number of years. He was involved in organizations such as the San Rafael
Improvement Club and the California Historical Society. After Robert’s death in 1998 Lorraine
moved to Villa Marin and remained an active member of the San Rafael community volunteering
and assisting with community outreach programs for St. Paul’s Episcopal Church. Mr. and Mrs.
Joses did not place restrictions upon the use of the donation.
This sizable donation can substantially support the new facilities initiative. The San Rafael
Public Library’s downtown facility was built in 1906 and the last major renovation that expanded
Library space was in 1976. The 15,000 square foot facility (plus the 3,000 square foot facility at
the Pickleweed Branch Library) serves a community of 58,000. By industry standards, the
Library is approximately ¼ the size it should be for a community our size. City employees and
community members began lobbying for a new Downtown Library in 1970. In addition, other
initiatives will be needed to upgrade our facilities and we are grateful to Mr. and Mrs. Joses’
generous contribution to improving our library facilities and services to the community.
FISCAL IMPACT: By adopting the resolution, the City is accepting the $1,282,726 donation
from the Robert and Lorraine Joses trust to establish the Robert and Lorraine Joses Memorial
Fund.

• Adopt the resolution accepting the donation and establishing the Robert and Lorraine
Joses Memorial Fund.
• Modify the resolution.
• Reject the resolution.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE ESTABLISHMENT OF THE ROBERT AND
LORRAINE JOSES MEMORIAL FUND
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows:
WHEREAS, in September 2017, the San Rafael Public Library received a generous
donation of $1,282,725.65 from the trust of Robert M. Joses and Lorraine C. Joses. Mr. Joses, a
former San Rafael resident, was a 1939 graduate of U.C. Berkeley and the treasurer of Pacific
Telephone. After Robert’s death Lorraine moved to Villa Marin and remained an active member
of the San Rafael Community;
WHEREAS, a Robert and Lorraine Joses Memorial Fund has been established with Mr.
and Mrs. Joses’ bequest, with the understanding that these funds be used for the purpose of
improved Library facilities and services that are accessible to all.
NOW, THEREFORE, the City Council of the City of San Rafael does hereby gratefully
acknowledge receipt of Mr. and Mrs. Joses’ bequest and resolves that the $1,282,725.65 Robert
and Lorraine Joses Memorial Fund be recorded in the Library Fiduciary Fund where it shall
reside until which time the funds are expended for their designated purposes.
I, ESTHER C. BEIRNE, Clerk of the City of San Rafael, hereby certify that the foregoing
Resolution was duly and regularly introduced and adopted at a regular meeting of the City
Council of said City held on Monday, the 16th day of October, 2017 by the following vote, to
wit:
