Bob Richard, Marin County Representative for California's Electoral Reform, addressed the City Council
regarding district elections
Salamah Locks, Marin Commission on Aging, announced their next meeting on December 7, and
reported on San Rafael Age Friendly Committee
Steve Reinhardt addressed the City Council regarding noise at San Rafael City Plaza, the piano playing
program, signage to control the noise and closure times.
Rebecca Sullivan, "Elevate the Discussion" co-founder, addressed the City Council regarding the Elevate
the Discussion pledge / Mayor Phillips
Jeff Rhoads, Resilient Shore, addressed Council regarding Resilient by Design

of the ordinance in its entirety and refer to it by title only, and pass Charter Ordinance No. 1949 to print by
the following vote, to wit:"
