Conference with Legal Counsel – Anticipated Litigation Government Code Section 54956.9(d)(2): Significant Exposure to Litigation (One potential case) SPECIAL STUDY SESSION COUNCIL CHAMBERS @ 6:00 PM Information and Discussion – City Council District Elections REGULAR MEETING @ 7:00 PM COUNCIL CHAMBERS, CITY HALL 1400 FIFTH AVENUE, SAN RAFAEL, CALIFORNIA AGENDA OPEN TIME FOR PUBLIC EXPRESSION – 7:00 PM: The public is welcome to address the City Council at this time on matters not on the agenda that are within its jurisdiction. Please be advised that pursuant to Government Code Section 54954.2, the City Council is not permitted to discuss or take action on any matter not on the agenda unless it determines that an emergency exists, or that there is a need to take immediate action which arose following posting of the agenda. Comments may be no longer than two minutes and should be respectful to the community. CITY MANAGER’S REPORT: 3. City Manager’s Report CONSENT CALENDAR: The opportunity for public comment on consent calendar items will occur prior to the City Council’s vote on the Consent Calendar. The City Council may approve the entire consent calendar with one action. In the alternative, items on the Consent Calendar may be removed by any City Council or staff member, for separate discussion and vote. 4. Consent Calendar Items: 2 a. Approval of Minutes of City Council / Successor Agency Meeting of November 6, 2017 (CC) Recommended Action – Approve as submitted b. Resolution Authorizing Temporary Street Closures for the Annual Parade of Lights and Winter Wonderland on A Street from Third Street to Fifth Avenue and Fourth Street from Lootens Place to B Street on November 24 and 25, 2017 (ED) Recommended Action – Adopt Resolution c. Resolution Adopting the City of San Rafael Local Hazard Mitigation Plan (FD) Recommended Action – Adopt Resolution d. Resolution Authorizing the Public Works Director to Award Minor Contracts in an Amount Less Than One Hundred Seventy-Five Thousand Dollars ($175,000) (PW) Recommended Action – Adopt Resolution e. Resolution Increasing the Project Budget and Authorizing Additional Contingency in the Amount of $70,000 for the Southwest Construction & Property Management Contract for the City Hall and Terra Linda Community Center Roof Replacement Project, City Project No. 11316 (PW) Recommended Action – Adopt Resolution PUBLIC HEARING: 5. Consideration of an Ordinance of the City Council of the City of San Rafael Amending San Rafael Municipal Code Sections 5.40.030, 5.12.090 and 5.48.020 Regarding Time- Limited Parking on City Streets (PW) Recommended Action – Pass Ordinance to print OTHER AGENDA ITEMS: 6. Consent Calendar: None ADJOURNMENT: Any records relating to an agenda item, received by a majority or more of the Council less than 72 hours before the meeting, shall be available for inspection in the City Clerk’s Office, Room 209, 1400 Fifth Avenue, and placed with other agenda-related materials on the table in front of the Council Chamber prior to the meeting.
